The mindset in Indian bureaucracy has been that anyone who is negative
or inefficient in decision making, is considered to be honest. Any bureaucrat
who is positive and efficient is tagged as smart or Chaloo or perhaps
dishonest. These negative / inefficient officers also get the choicest
of postings due to their so called "honest" branding. This
problem is germane to all Ministries in GOI and also in the State Governments.
Now with Modi as PM demanding speed and efficiency, will this culture
of rewarding inefficiency and the mindset of undue tagging of smart
officers in GoI change ?
Petro theft: was it a result of business houses
rivalry ?
Theft of important papers from the Petroleum Ministry was a result of
some big business houses rivalry ? If sources are to be believed 2-3
big business houses were having complete control in the ministry for
the last so many years.Now the question is being debated which house
has played the role of an informer ? Guess if you can.

An absconding accused arrested
CBI has arrested an absconding accused in a case related to an alleged
loss of Rs.31 crores( to Allahabad Bank, in Kanpur(Uttar Pradesh). After
investigation, chargesheet was filed U/s 120-B, 420, 468, 471 IPC &
Section 13(2) r/w 13(1)(d) of PC Act 1988 against 6 persons viz. two
Proprietors/Partners & their Kanpur-based private firm; three public
servants and a private person. The said accused was declared absconder
by the Court on November 28, 2014. CBI arrested him at Kanpur.

Forbes Asia has named Arundhati Bhattacharya, Chairman, State Bank of

Bhattacharya is referred to as "the first lady of Indian banking"

AAP in Government
Arvind Kejriwal swept to power partly on its promise to give corruption
free government to the national capital and partly on his promising
to give free power and water to the citizens. He has announced that
fromMarch 1 water will be free and 400 units of electricity per month
at 50% of the present cost, with the balance being given as a subsidy.
It is not clear whether the subsidy will be given to the citizens or
to the distribution company, but one assumes that the latter will be
the case because the Deputy Chief Minister, Manish Sisodia, has said
that this arrangement will be there till the audit of the distribution
company is completed and if it is found that they are making undue profit,
then the subsidy will have to be borne by the distribution companies
themselves. If the metered supply indicates use of more than 400 units
of power per month then the consumer will have to pay for the entire
power consumed from point zero onwards. Similar will be the case with
water.
A party which has come to power on a promise of a corruption free government
has just created an avenue of corruption with almost unlimited scope
and with very little chance of detection. People who want free power
and water cannot be considered exactly above corruption themselves because
they want a benefit without paying for it. How much power and water
is consumed is a question of what the meter reading shows and meters
are read by low paid meter readers in large numbers. One can foresee
consumers bribing the meter readers to deliberately show a lesser power
consumer than 400 units per month or a water consumption of less than
20,000 litres per month. The employee gets a modest but regular bribe
from each household and the householders save a great deal of money
by not having to pay any electricity or water bill. Because both benefit
at a scale which is almost universal, neither will report the deviations
and, therefore, corruption would be wholesale in which there will be
eager citizens' participation. This nexus cannot be broken. Congratulations,
Kejriwal for setting in place such a foolproof arrangement.

Post right person at the right place
It will be more helpful for the Railways Services to post right person
at the right place. There are very knowledgeable persons in Indian railways
but they are sideline and not getting recognition in the department.
This will not sole the internal friction but also the system of the
tendering and procurement will be very fast and productivity of the
Rly PU will be at par with Trade and at same time modernization of Railway
and Pu will be benefitted as of now young generation has tremendous
potential to work for the country and its developments .As our PM expecting
from the citizen of the country.
Every Railway man should help and Co-operate to form the and make proper

It is not very uncommon
Selling/parting of these documents in Ministries is not a very uncommon
as this done mostly by personal staff in senior offices and officers
who are their for very longer durations in these Ministries and have
been able to escape rotations by patronage by Secretaries moving these
staff as personal luggage. Rules should be applicable to all and exceptions
like cab. Sectt. or pmo should be avoided. When u implement rules equally
for all these malpractices are arrested on their own significantally.
Onus lies on all of us but especially on head of Deptts. & DOPT.

Where are Ache Din for Aam Admi ?

are ache din for Aam Admi. Present government is making all out efforts
for hassle free business and with assurance of radical reforms foreign
money is coming to stock market which are booming resulting in huge
income to operators high net worth individual and increasing the worth
of listed company promoters hugely but common /middle man is where he
was during upa time & still awaiting ache din. government need to
look & take care of this constituency to avoid delhi like political
set back .

Selection process is done after due application of mind
Apropos a comment on your blog as to why Indian Telecom Servoce officers
are posted to various Ministries, the following should be kept in mind:
The Government of India (Central Government) is manned by officers on
deputation from all Services which participate in the Central Staffing
scheme. Officers are selected from all eligible Services after they
are on the offer list, from panels of officers, based on merit. The
selection process is after due application of mind by the Government.
There is no special treatment to the Indian Telecom Service and there
is no reason for the subordinate functionaries recruited through the
SSC examination (Group C) to feel jealous of those who are recruited
in superior scales (Group A) by the UPSC.

Why post Indian Telecom Service officers in ministries ?
I want to ask Ram Singh that what is Rocket Science. He is dealing in
Ministries that ITS (Indian Telecom Services) officers can not perform.
How different is working of other ministries w.r.t. DoT ? ITS are UPSC
qualified and well trained and well experienced officers. Technical
Ministries and regulatory bodies are being headed by non technical service
officers and you want to keep ITS away from other ministries. Technology
is the only solution for most of the problems. Develop scientific temperament
in all ministries.

Demoralising other officers
The ITS officers, especially the ones holding very sensitive posts like
Director (Estt.)/Director (Admin.) in various ministries and DoPT etc.,
due to their lack of administrative experience/ acumen, are not understanding/appreciating
the nuances of the matters and are being driven by the whims/ fancies
of the their subordinates. This is damaging and demoralising other officers.

Are the Supreme Court and Parliament
buildings safe?
The appellant sought certified copies of latest Fire Safety Certificates
issued by the competent authority to buildings of Parliament and
Supreme Court of India which was denied claiming that the information
was related to sensitive buildings and could not be disclosed.
The Central Information Commission (CIC) called for the concerned
files from the Delhi Fire Service department for perusal. After
examination, the CIC observed that questions like 'whether fire
safety certificate was issued or not, what was the advice of the
respondent authority regarding fire safety' are 'safety' related
questions and not security threatening. Ignoring fire safety issues
would raise security concerns and it is a grave matter of life
of hundreds of Constitutional office holders, hence the information
sought is matter relating to life which should have been answered
within 48 hours. Expressing concern over the public interest in
the information request of appellant regarding preventive measures
and implementation fire safety norms in Supreme Court and Parliament
Buildings, the CIC directed the Fire Safety department to take
a serious note of fire safety lapses in the aforesaid buildings
and directed to appraise the authorities in Legislature and Judiciary
about necessity and importance of taking the measures recommended
by them. The CIC also directed the Fire Safety department to inform
the appellant and the CIC why they have not performed their duties
as prescribed under The Delhi Fire Services Act, 2007. Further,
the CIC recommended to the Fire Safety department, the PIO of
Supreme Court of India and Parliament of India to inform the appellant
and the CIC regarding the measures initiated by them to comply
with the safety standards/ safety recommendations against fire,
within one month from the date of receipt of the order.
Comments
While RTI Act has been known to be an instrument to obtain information,
this case law shows how citizens are using the Act to question
the actions of a public authority. It provides a route for the
citizen to seek the reasons for omission to perform the duty on
the part of the public authority.
