Goyal to take charge as new Home Secretary
today
L. C. Goyal will take over as new union Home Secretary. In a late night
meeting Appointment Committee of Cabinet (ACC) approved his name. 1979
batch Kerala cadre IAS officer Goyal is presently Secretary,Rural Development
in GOI.
Goswami seek VRS
Union Home Secretary Anil Goswami has taken VRS from the service. He
is 1978 batch IAS of J&K cadre. ACC has approved his VRS request
with immediate effect. Had he not been Home Secretary he would have
retired on January 31 after attaining the age of 60 years.

New Secretary Home L C Goyal will get two years tenure beginning February

HAL bags Rs 1090 cr contract for supplying
14 Do-228 Aircraft to IAF (UPDATED)
HAL has bagged a major Defence contract for supplying 14 Do-228 aircraft
produced by HAL to the Indian Air Force. "Apart from these aircraft,
the contract valued at around Rs. 1090 crores includes six reserve engines,
one flight simulator and associated equipment", says T Suvarna
Raju, Chairman, HAL. "This also reflects the trust of the Defence
customers on HAL and we remain committed to supporting Indian Defence
Services for all their needs", he adds. HAL Do-228 aircraft will
be manufactured by the Transport Aircraft Division at Kanpur. The Division
has expertise in manufacturing of transport and trainer category of
aircraft and has till date manufactured 125 HAL Do-228 aircraft for
various defence and other customers. This aircraft has been exported
to Seychelles and Mauritius. Last year, one Dornier was also supplied
to Bangalore based Electronics and Radar Development Establishment (LRDE)
to be used as flying test bed (FTB) for evaluation of performance of
various radars being developed by them. HAL Do-228 is a highly reliable,
multi-purpose, fuel efficient, rugged, light weight twin turboprop aircraft
with a retractable tricycle landing gear. The cockpit is designed to
accommodate two crew members and is fitted with duplicate controls.
The cabin can accommodate 19 passengers in commuter configuration. The
general features are maximum take-off weight-6400 kg, maximum payload
- 1903 Kg, fuel capacity- 2850 litre (2250Kg), maximum cruise speed-
428 mm/hr, service ceiling-4299 M, engines - 2 garrett TPE 331-5-252D
engines each driving a four bladed reversible pitch, fully feathering
propeller.

Rajiv Bhattacharya wins battle; FSNL gets
MD after 30 months (UPDATED)
Appointments Committee of Cabinet (ACC) has reportedly finalized the
appointment of Rajiv Bhattacharya out of two proposals for the post
of Managing Director, Ferro Scrap Nigam Limited (FSNL). Interestingly,
K K Jain, GM, SAIL, was first selected for this post by PESB on December
4, 2012, but his name was struck off by the Ministry and it had proposed
the second runner up at the PESB meeting, Rajiv Bhattacharya, GM, FSNL.
Due to tug-of-war between Jain and Bhattacharya, CVC had been withholding
clearance for two years. The proposals of both were sent to ACC to decide
the fate of them. The post has been lying vacant since August 23, 2012.

New 1400 litre bucket wheel excavators put
into operation (UPDATED)
Two Bucket wheel Excavators of 1400 Ltr. capacity were erected and supplied
by M/s TAKRAF INDIA LTD., Chennai in collaboration with M/s TONOVA TAKRAF
GmbH, Germany at a cost of Rs.330.03 crore including spares and tools
, maintenance cost for one year warranty period and three years after
warranty . M/s Department of Machine Design and Research, (DMDR) of
Wroclaw University, Poland was engaged as consultant to check the static
calculations of structures. The machines are for the replacement of
MAN-I and MAN-II, which have served a life of more than 30 years in
Mine-II. All the Main structural components of the equipment are indigenously
manufactured. Indigenous Hoist Winch Gear box and brake frames are used
in the machines for the first time in the history of NLC. The critical
components such as bucket wheel gear box, main slew gear box and discharge
boom slew gearbox, main slew and discharge slew bearing, are imported
one. The machine will be moved to Mine-II for removing the overburden
soil and the guaranteed output of the machine will be not less than
2250 Cubic Metres per Hour. The maximum cutting height of the machine
is 30 meters. The electrical components are supplied by M/s Siemens.
The Variable Voltage Variable Frequency, (VVVF) drives are installed
for bucket wheel boom slew drive, discharge boom slew drive, bucket
wheel boom hoist drive and cable reel drum drive with state of art Programmable
Logic Control. In a simple function organized at the Specialized Mining
Equipment Erection Yard near Mandarakuppam, Neyveli. B Surender Mohan
CMD, NLC commissioned the two equipment. While speaking he lauded the
hard work of NLC and TAKRAF employees to complete the erection of the
machineries, 4 months ahead of the schedule. On this occasion, Subir
Das, Director (Mines), Shiv Raj Singh, Chief Vigilance Officer, Executive
Directors and the senior executives and employees of NLC were present.

Ridiculous promises in poll season
A friend put up all the items in his house for sale
"Why are you emptying your house? I asked.
" I am vacating my house to give it on rent". "Where
are you going to live"? I questioned him.
"In a jhuggi" " What! are you mad?" "No I am
very wise. Have you not heard of all parties promising pucca houses
for everyone living in a jhuggi?
"But what about your Mrs. She is used to living in comfort. How
will she live in a jhuggi?
"Oh ,she is a game for it. She is going to live in a separate jhuggi.
That way we will get two pucca houses. "He countered.
We have been discussing serious issues in the Forum all these years.
I thought why not add some humour, literally a pun on all these ridiculous
promises being made by parties in the run-up to Delhi elections.

Lacking professionalism in PSU's
This is regarding lacking professionalism in PSU's. It is very correct
that PSU's Chairman and Directors are political post as we have seen
for past three decades. It is very unfortunate that some present Chairman's
and Directors are getting extension. The present government should avoid
such practice and give chance to new persons who are having honest sincere
and qualified record.

Information related to ongoing trial
The Appellant sought copies of all correspondence exchanged between
the bank and CBI / CVC/ other government departments, along with
office note with regard to certain allegations levelled against
her and the sanction sought by the CBI for her prosecution. The
Public Information Officer (PIO) denied the above information
on the ground that it was regarding CBI investigation pending
prosecution and its disclosure was likely to hamper the progress
in the steps being initiated by the agency. The respondents added
that the matter concerning the Appellant is now before a CBI court.
The Central Information Commission (CIC) upheld the denial holding
that once the stage of an order framing charges have been crossed,
it would be open to the accused to make an appropriate application
before the learned trial court to summon the above documents in
accordance with the law.
Comments
A document may be available with one public authority and copies
of the same may be available with other public authorities. In
such situations, there is a confusion which public authority should
take a decision regarding the disclosure of information. Under
the RTI Act, the right to access the information is that which
is "under the control of" which implies that the information,
regardless of which public authority holds it, is under the control
of a specific public authority on whose orders alone it can be
produced in a given proceeding. In case of an ongoing court proceeding,
the documents related to the proceedings are under the control
of the Trial Court, who alone can decide how the information is
to be dispensed.
