The Pubic Enterprises Selection Board (PESB) is holding interviews for the post of Director (Technical) Central Coalfields Limited (CCL) on February 9, 2015. The post has been lying vacant since July 19, 2013. Interestingly, P K Guin, CGM, (CCL), CIL, was selected for this post on October 14, 2013, but his panel was scrapped as it reached short span of his retirement, due to dilly-delaying process on the part of appointments authorities.

The dilly-dallying process of appointments authorities is depriving G Bandyopadhyay of being Director (Finance), Western Coalfields Limited (WCL). Bandyopadhyay, who is presently GM, CIL, was selected for this post on February 18, 2013, but he was given CVC clearance after 19 months. His panel is expected to be scrapped as he has only one year remaining for retirement. This is second case of recent. Earlier, the panel of D Sundarasekaran, GM, MFL, for the Director, Technical, Madras Fertilizers Limited (MFL) was scrapped, due to delay in CVC approval.

Dey to join as Director (Fin), CIL on March 1

C K Dey, Director (Finance), ECL, will be joining as Director (Finance), Coal India Limited (CIL) on March 1, 2015. He will succeed incumbent Abhijit Chatterjee retiring on February 28, 2015.

Rajashekhar to take over as Director (Fin), BCCL on March 1

K S Rajashekhar, GM, NCL/CIL, will be joining as Director (Finance), Bharat Coking Coal Limited (BCCL) on March 1, 2015. He will succeed Amitava Saha retiring on February 28, 2015.

Dr Rath appointed Convenor of MOU Task Force Group

Dr Arun K Rath IAS (1973, Jharkhand Cadre, Retd ) former Secretary , Ministry of Human Resources Development, Government of India, has been appointed by Department of Public Enterprises, Govt. of India as Convener of MOU Task Force for 22 central public sector enterprises in the Contract, Consultancy and Construction Group. The Task Force will hold meetings in February - March 2015 with the top brass of each individual enterprise of the Group in the presence of the concerned Administrative Ministry and draw the outline of the Balanced Scorecard fixing the performance targets of the enterprises for the year 2015-16.

The Government of Delhi has relieved Gyanesh Bharti of cadre responsibility enabling him to join as Director in the Ministry of Power for a period of five years. He is a 1998 batch IAS officer of UT cadre.

Why is the opposition giving a tough fight to Modi in Delhi elections ?

1. Narendra Modi is a no nonsense Prime Minister who takes decisions. Some of his decisions to increase bureaucratic efficiency might not have gone down too well with some of the government servants who form a large chunk of the electorate in Delhi.
2. Rumours about possible reduction in retirement age to 58 might have had an impact on the government servants. As it is, such a possible decision would be totally contrary to the doctrine of legitimate expectation and totally inhumane. Though Modi has categorically and publicly denied any such move, very cleverly, the opposition might have stoked such rumours to their advantage. Then again, the opposition political parties might unitedly be supporting AAP.
3. The traditional Congress voters might have deserted the Congress and might be flocking to AAP in the hope that Modi would be defeated. Some sectarian appeals might also possibly be against Modi.
4. There could be a general perception that Modi is winning every election and some opposition is required for a healthy democracy.
Be that as it may, it is indubitable that Modi remains the leader who has the genuine desire to serve the country. Despite allegations of arrogance, on an objective assessment, there is no doubt that Modi, who has risen from very humble origins and absolute poverty, by dint of hard work alone and has the welfare of the poor and downtrodden at heart, is actually very humble. If at all he appears arrogant, it is because he is decisive and his firmness is being labelled arrogance by his opponents. Modi has a proven track record of governance and administration with vast experience of politics, administration and governance. In a fair fight for the hearts and minds of the electorate, the electorate no doubt understands the same.

ITBP-US NAVY SEALS K9 JOINT OPS


The high risk Ops, informally named "Op Uncle Obmo" , that spanned from 4/1/15 to 30/1/15, consisting of ITBP and US Navy Seals dogs has passed off uneventfully. The dovetailing of the elite K9 squads of ITBP and US Navy Seals proved to be a effective force multiplier for all the security agencies that were responsible for the security of various sensitive locations during the visit of POTUS ( President of the US).

ITBP-US Navy Seals dogs worked 24x7 and sanitised all the areas of the Republic Day celebrations and the "safe-houses" that accommodated the foreign guests.

The dog teams remained low profile and worked behind the scenes to serve as a strong deterrent to the terror-modules that were itching to create some untoward incident during this event that had a very high threat perception.

The FLOTUS ( First lady of the US) Michelle Obama, was all praise for the ITBP dogs, especially the cute Labradors, who were in the inner anti-sabotage circle of ITC Maurya.

The ITBP dogs have to be lucky every single minute of every single day of any security operation, but the terrorist has to be lucky only once.

The US security team sources said that the joint collaboration of ITBP and US Navy Seal Dog Units will not end with OP Uncle OBMO, but this cogent war on terror would continue, and they would continue to exchange notes with their ITBP counterparts.
After a job well done- all ITBP dogs were given their favorite treats along with quality "happy play time" with their handlers. In the evening after a hearty meal and bon-fire all ITBP dogs were snugly tucked into their comfortable beds so that they could dream of 'pegions and butterflies' and mentally gear up for the next sensitive security operation to secure the nation.

Why scientists get extension ?


If government is thinking to reduce retirement age to 58 years, why the scientists get extension after the age of 60 years. Few scientists are doing research. In CSIR, one of the seniormost Director got extension after retirement. He already completed the Directorship and he got the opportunity as DG CSIR for a few months. Why doesn't the government gives chance to others ?

Responsibilities of the employees at different ranks

An application was filed seeking information relating to the service matters of the appellant like the details and responsibilities of the Jr. Engineers and Jr.Engineers1; the distinction between their work; and the reasons for not giving ACP to the appellant. No response was sent because the appellant had not specified the posts whether they belong to Electrical, Civil, Mechanical, S & T, etc. The CIC directed to provide the details and responsibilities of Junior Engineers & Junior Engineers1 including the distinction between their work and also the reasons for not giving ACP to the appellant.

Comments


Section 4 (1)(b)(ii) of the RTI Act puts a responsibility on the public authority to suo-motu disclose the powers and duties of its officers and employees. Such information should be put in the public domain pro-actively by the public authority without waiting for an applicant to approach it.
