HAL spearheads AASSC mandated to bridge skill
gaps in aerospace sector (UPDATED)
The newly constituted Aerospace and Aviation Sector Skill Council (AASSC)
has drawn a plan to certify around 5,20,000 trainees and groom 6,000
trainers over a period of 10 years in the aerospace sector. "We
have signed the term sheet with NSDC covering project objectives, segments,
target training trades and broad execution plan", said T Suvarna
Raju, CMD of HAL who is also the Chairman of AASSC, on the eve of AASSC
Board Meeting held at HAL Corporate Office here yesterday. According
to Raju about 30 courses will be introduced in the first three years
to ensure greater relevance of skills in the aerospace sector battling
for talent in various disciplines. "We also have a challenge to
set up new institutes and centres of excellence. As an immediate step,
we have now decided to appoint a CEO of AASSC with clear role to him",
he said. HAL along with Bangalore Chamber of Industry and Commerce (BCIC)
and Society of Indian Aerospace Technologies and Industries (SIATI)
was mandated by National Skill Development Corporation (NSDC) to set
up Sector Skill Council in the Aerospace and Aviation sector for fulfilling
the skill requirements of the sector. The AASSC was registered as a
Section 8 Company (Non-profit organisation) under the Companies Act,
2013 on September 12, 2014. HAL holds 50% stake in the Council and remaining
50% is held equally by BCIC and SIATI. The Council has its registered
office in Bengaluru, within HAL premises. Some of the leading companies
that have positively responded to AASSC concept include Jet Airways
(India) Ltd., Tata Advanced Systems Ltd, Max Aerospace and Aviation
Pvt Lt, Dynamatic Technologies Ltd, Maini Precision Products Pvt Ltd,
SLN Technologies, Karnataka Hybrid Micro Devices Limited, National Aeronautical
Laboratory, Indian Space Research Organisation (ISRO), NTTF, Federation
of Indian Airlines and Airport Authority of India. More are expected
to join the Council.

Director in NMDC Limited at a Public Enterprises Selection Board (PESB)
meeting held on July 1, 2015. As many as 13 persons were interviewed

As many as 27 officers of Central Secretariat Service (CSS), who were
empanelled, have been appointed as Joint Secretaies in-situ in SAG grade
in Government of India. Accordingly, R K Ojha has been appointed as
Joint Secretary, Commerce while Dr Parvinder Kaur is Joint Secretary,
Agriculture & Cooperation and V K Gauba will be Joint Secretary,

No pressures and pulls
Work culture has been developed in the NDA Government.There are no pressures
and pulls in this Government.

Accountability of foreign tours in Maharatna PSU..
Influential executives who never worked in production units of the integrated
plants are always on foreign tours for shopping and enjoyment in night
clubs. Many are about retire shortly. These people also got fast track
promotion. These people involved in spending over 1500 Crores in setting
up processing units in up, Bihar, HP etc. Till now it has not produced
products. The PSU has not paid PRP etc to its employees. Will this govt.
Investigate and punish? Will this tax payers money be recovered. Bring
honest, sincere, qualified people to key positions.

Ideation contest in DVC
The news of Ideation Contest by DVC to promote and inculcate the culture
of innovation among its employees in itself is an innovation. I remember
similar such exercise was done by the Regional Office of the Ministry
of Environment, Forests & Climate Change at Bhubaneswar a few years
ago. There should be no harm in copying this idea and implemented in
all spheres of life.

Railways different
The situation of Railways is different from communication. Communication
takes place through transmission towers. There is no scope of clash.
Only one sets of line can be created on the ground. If somebody else
builds a line it will be limited to him. If everybody is allowed to
construct their own Railway all across the country, then there more
of a land grab and we will be living in a gauge of railway lines. No
where in the world there is criss-cross Railway line. Secondly, it is
going to be a losing proposition. As it is the Ministry of Finance takes
a lot of time in finalizing the budget of the country. If they start
dealing with the Railways on a micro basis, then there will be a mess.

CSSS officers
DP&T may kindly consider sympathetically the extension of selection
zone from CSL 1817 to the exact number of resultant vacancies due to
implementation of Cadre Restructuring CSSS cadre. It will benefit the
officers of CSSS at large who are otherwise eligible for promotion as
Private Secretaries in Select List, 2013. The reason for extending the
Consideration Zone is that DP&T has not finally come out with the
exact number of officers to be covered in Select List, 2013 so far.
It will enhance the promotional avenues to the eligible officers and
especially the officers whose service career have been coming to an
end without having been promoted on regular basis.

Disclosure of the reasons for the decision taken by the Supreme
Court
The appellant sought for the copy of judicial record related to
the case decided by the Supreme Court of India and the reasons
for some of the conclusions reached in that order. The Public
Information Officer (PIO) advised the appellant to deposit a certain
amount of money for getting the copy of the order and informed
him that it is beyond the scope of the PIO's duty to offer any
justification/explanation for the orders passed by the Supreme
Court of India. The First Appellate Authority (FAA) endorsed the
views of the PIO. The Central Information Commission rejected
the appeal observing that if there are certain conclusions in
the order, the reasons for those conclusions have to be found
out in the order itself. The PIO cannot interpret the order and
come out with his own justifications.
Comments
Explanations cannot be sought under the RTI Act. There are many
cases where the judge has not given any reasons or justification
for coming to a conclusion. The only remedy available is to go
for an appeal. However, if a case is thrown out with a single
word "dismissed" by the apex court, there is very little
option for an individual.
