PESB advertises for post of CMD, OIL third time in a year

The Public Enterprises Selection Board (PESB) has advertised for the post of Chairman-cum-Managing Director, Oil India Limited (OIL) for the third time in a year. At the first selection meeting held on November 21, 2014, no suitable candidate was selected with the PESB deciding to see more candidates by publishing advertisement. The second meeting was held on February 10, 2015 and the PESB selected Mrs R S Borah, Director (Finance), OIL for this post. But Appointments Committee of Cabinet (ACC) scrapped her panel. Meanwhile, the post has arisen vacant on July 1, 2015 with the retirement of Sunil Kumar Srivastava. Now, the PESB is again seeking applications before August 24, 2015, for the same post of this schedule 'A' of the CPSE.

One DIG post vacant in RAF

After departure of Dr.Malini Agrawal one post of DIG, RAF is now lying vacant for the last few weeks. Dr. Agrawal has gone back to her cadre and is now IG, Ajmer zone. She is a 1994 batch IPS of Rajasthan cadre.

" Need for streamlining "

As per DOP&T circulars dt Sept 8 and Dec 29, 2014, the babus are now required to submit immoveable property returns twice every year. One by Jan 31 under Conduct Rules and the other as on March 31 under Lokpal/Lokayukta Acts.The dualty will continue till the position is harmonised.Non-application of mind by DOP&T. Implementation of orders will require extra office space, manhours to manage additional returns besides creating extra fireloads in office buildings across the board.All at cost of public exchequer. It would have been appropriate, had DOP&T exempted the govt. employees from filing the second returns in case of no change in position.

Everybody wants to come up in life. Strange anomalies are quite common in central government. For example, a person who did not pass Matriculation could join as Peon and later after clearing 10th Std. Examinations could go up the ladder. There are instances that in some offices people who joined as peon retired as at least Assistant. But, in some subordinate offices people who enter as direct UDC or Assistant or equivalent posts stagnate because of lack of promotional avenues. This makes them not only unhappy but also causes negative impact. PM should also take note of this.

Super efficient. The Railways was in doldrums during that period, there was no expenditure on safety and the wagons were allowed to go over loaded. One can't forget the 'White Paper' prepared by Mamata Banerjee indicating the fudging of account of the Indian Railways during that period. Railways were able to move more freight during that period because there was 10% growth in the country. Railways at that time were reaping the fruits of the correct investments made during the period of Nitish Kumar. The locomotives were on there way out. More number of electrical engines and wagons were purchased prior to the joining of Lalu Yadav.

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
