No change in bureaucracy working

No change in the working of bureucracy in Congress and BJP government. Just few instances, where present government is only following what UPA-II government was doing--(a) prolonging suspension for year after year without any justification, (b) endless inquiry proceedings. Just a sample, in one inquiry in min of corporate affairs, the fifth IO is also not submitting his report and going on retirement, (c) total arbitrariness, dictatorship and absence of guidelines on postings and transfers within all central ministries and their field offices. All these are demoralising govt employees and PM dont have time, to go into all these. Present govt has not done anything to remove the caste system in bureaucracy (life long discrimination to employees based on their entry exam, service and batch). So far as employees matter, this second BJP-NDA govt is actually UPA-III.

I beg to disagree with Anil Kumar ji as it is not at all my view about merger of CSSS and general cadre, it is after careful consideration that 6th Pay Commission had recommended.

PAs in waiting to be PS

I agree with VP Sharma. As there is lot of stagnation and late preparation of Select List, many PAs are waiting in the wings to become PS. Especially 2010 batch is a very big one. Hope DoP&T does something to clear all these PAs to PSs as a one time measure to boost morale and confidence. Once 2010 is cleared, the other batches will follow smoothly.

The PESB has invited applications a third time. The initial attempts did not fructify as panel was scrapped. The OIL is the fastest growing upstream petroleum Navratna Company with global presence. The exploration sector has potential candidates in ONGC and ONGC Videsh who could shoulder the responsibility. Reasons for muted response must be analysed.
Govt's motive is suspect. It surely wants to instal a bureaucrat à la mode Coal India Ltd . Bureaucratization of PSUs by ignoring professionals is unfair, unjust and damaging to the interests of Public sector. PM Modi ,one trusts, will not be misled .He favours more professionals in ministries but not bureaucrats in PSUs.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
