Seven IAS to get Secretary level postings
soon
Seven empanelled IAS officers belonging to 1979,1980 and 1981 are expected
to get Secretary level postings soon.
Empanelment of 1982 batch IPS officers in GoI
Empanelment of 1982 batch IPS officers to the rank of DG in the Government
of India is expected to take place in a month or two. As per available
information MHA has forwarded names of 1982 batch IPS officers to an
expert panel.
Screening for the post of DG, NCB over ?
It is said that about half a dozen IPS officers have applied for the
post of DG,Narcotics Control Bureau (NCB). If sources are to be believed
screening part is over and new DG is expected to be appointed soon.
Tenure of PESB Chairman Atul Chaturvedi ends in Aug
The tenure of Atul Chaturvedi, Chairman, Public Enterprises Selection
Board (PESB) is coming to an end on August 15, 2015. He is a retired
1974 batch IAS officer of Uttar Pradesh cadre.

No compromise with fitness
About 8 years back, the GoI amended the proforma of Annual performance
reports of the All India Services officers and made Medical report as
its integral report. At the time of this modification,it appeared the
officers would henceforth pay better attention to their physical fitness.
But surprisingly these reports were mostly found to be within fitness
norms as these were used to be procured with influence. Furthermore
it has never been made clear as to who would monitor these reports and
if some abnormalities were to be detected what action was to be taken.
The government must fix fitness standards and if some officers' medical
reports are found below those standards government must take corrective
measures by way of amending the Act/rules to make fitness essential
and if it was not attained to make it punitive. Fitness must not be
compromised

Sufferings of CGHS beneficiaries
The suffering of CGHS beneficiaries are not coming to end. Orthopaedic
department of RML hospital does not have CGHS wing. Present HOD Dr.
Arya advises for diagnostic tests but refuses to write that the tests
can be done at CGHS approved centres. It is height of the matter that
CGHS beneficiaries has to suffer in the hand of doctors of RML hospital.
Dr. Arya says it is my prerogative to write CGHS approved centres or
not. If you are not satisfied go to other doctors. Such doctors will
spoil the reputation of RML hospital who are not bothered for patients.
Appropriate direction is needed for such doctors to recommend the tests
in approved CGHS centres for CGHS beneficiaries.

Promotions, perks not for granted
It is a fact that most of the IAS officers take their promotion and
perks for granted, thanks to their strong net work (among themselves
and with Politicians). If some officers don't get Secretary level postings
at the centre, they get equivalent posts in the states!! Many officers
stop working/taking decision one year before retirement so as to avoid
being held responsible for their action. They only lobby around for
some post retirement assignments. It would be a good idea if all the
Heads of organisation/Ministries give a brief of work done including
initiatives taken by them during their tenure and the same is put on
the website of the organisation/ministries.

Recommendations
Committee and Commissions make recommendations. The decisions are taken
by the Government. The second administrative reforms commission set
up by the Government in the year 2005 before its winding up in 2009
had made 1514 recommendations and only 1183 of them were accepted. If
the Government has not accepted any recommendations of the 6th Pay Commission,
then why so much of cry for merging the CSS and CSSS. The later should
continue to be in the personal staff of the Bureaucrats/Ministers for
taking dictation and typing. The CSS have not been appointed and trained
to do so. The exam conducted for the selection of CSS officers are of
slightly higher standard and they are not required to give their stenographic
skill in the exams.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
