Bureaucrats indifferent
With reference to comments made by a reader on Colours of bureaucracy,
there in an observation on another aspect. After the new government
came, it was the expectation of the general public that at long last,
the bureaucracy will come out of its lethargy and become more attentive
to the public's approaches to them. Unfortunately, the actual experience
is that all bureaucrats at the higher levels are totally indifferent
to any comments, suggestions or grievances of the public and it looks
like they simply send them into the waste paper basket or trash. Unless
the bureaucracy gets a strong cabinet secretary to crack the whip, they
will continue in this 'hota hai, chalta hai' mode.

Kudos to the Prime Minister
Prime Minister's work has started giving results. Recently he reviewed
issue of CGHS cards pending for more than a year. Now, CGHS beneficiaries
are getting their cards who have applied till last month. But it is
a pity that these are being done (which is a very small issue) after
PM intervenes. Bureaucracy has to work, officers and officials should
do their work properly. As PM said, he takes care of small work.

Let IBA wake up
Let the denizians in the IBA understand law. Pension is a right as
is the right to property is enforceable by the legal heirs of the deceased
pensioner and the arrears if any payable is to be paid with interest
from the date it was denied. Let them not gloat that delay leading to
the death of the pensioner will free them of their legal obligations.
Delay costs. Let IBA wake up.

Drastic remedies needed
The DoPT created a proposal to retire and remove incompetent, inefficient
and unproductive officers, instead of tolerating them until their retirement.
Some ex-IAS officer echoed his sentiments saying that, "We need
drastic remedies. The situation has become terrible. The other day an
officer in Delhi was arrested for disproportionate assets of Rs 31.5
million. The Civil Service Day, to re-dedicate and recommit themselves
to the cause of the people and introspection is introduced. But except
huge amount as award, not even a single punishment activity is set by
both regimes. Creator has to take an "Awtar'.

CBI has started probing Vyapam. Best of luck to it for taking it forward.
Number of accused 2,500 (1,000 in jail ) will go up as quizzing starts.
With some 7,000 corruption cases already pending with CBI, the perennial
shortage of officers and staff , it will take quite a while to reach
the logical culmination due to political obfuscation.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
