At a get together in Delhi topic of discussion was "Who is the richest CMD of a PSU in the country?" One bureaucrat smilingly said "There is a CMD who is worth Rs 500 crores." He did not elaborate.

Police reforms are pending since 1902

Police reforms is not a new subject for countrymen. It is pending since 1902. The Britishers realized the fact that there is an urgent need to overhaul the police system of India but they couldn't. Experts feel that it was high time the country introduced a single Police Act and brought police and public order on the Concurrent List through a Constitutional amendment. They feel that what the Home Ministry has done is cosmetic reforms.

SAIL receives 'National Awards for Excellence in Cost Management - 2014' (UPDATED)
In recognition of the cost management efforts made, Steel Authority of India Ltd. (SAIL) has been conferred with the First Award under the category of Public Manufacturing: Organization (Large) in the 12th National Award for Excellence in Cost Management - 2014 given by the Institute of Cost Accountants of India. Union Minister of State for Information & Broadcasting, Col. Rajyavardhan Singh Rathore (Retd.), AVSM presented the award to Director (Finance), SAIL, Anil Chaudhary, who on behalf of the company accepted the honor, today in New Delhi. An eminent jury headed by Justice V N Khare, former Chief Justice of India selected the winners. It is pertinent that in order to select the winners, Credit Analysis & Research Ltd. (CARE), an independent Credit Rating agency was engaged to evaluate the performance of the companies. To sustain and succeed in the current competitive environment SAIL has adopted best cost management practices. There has been a focus on strategic sourcing of materials through total cost of ownership (TCO) to get a holistic approach towards overall cost, developing strong foundation for e-commerce, maximizing the use of in-house engineering shops, optimization of coal blend, higher continuous casting production, etc. Along with this, several measures for cost control and reduction have been undertaken including systematic application of new technology, improvement through R&D efforts in quality, energy conservation and product development and communicating the importance of cost management amongst all employees. Simultaneously, measures are being taken for revenue growth in areas of conversion, purchases, waste management etc. Previously also SAIL has won this prestigious award twice in the same category.

Bureaucracy should feel happy in the NDA Government since key appointments are now not made in the five star hotels of Delhi. Lobbying is over and appointments are made on the basis of merit.

Ministers, bureaucrats mulching PSUs

I had obtained a number of information under RTI as to how Ministers/Bureaucrats are mulching PSUs. Example NTPC, sent it to CVC for taking necessary action. The CVC after taking time by stating, on a number of occasions, that they had called for information from CVO-Ministry of Power and CVC-NTPC decided to close the case. I took a photocopy of the note of CVC's file in which decision was taken to close the case. There was no self-contained note on the file. It was just stated close the case, under the signature of the then CVC. I sent photocopies of all the papers to PMO. The PMO in turned marked the paper to DOP&T. The latter in turn to CVC i.e. vicious circle. Till date the act has not received the light of the day. Then there was a case of Rural Electrification Corporation, BHEL, IRCON, RITES, MTNL and BSNL. No action has been taken under CCS(conduct) Rules. Other PSUs are still being bled. Supreme Court should suo-moto basis take cognisance of the case and issue notice to the Government on the subject of mulching of PSUs.

Eyewash Interview

Recently, an eyewash interview for the post of Under Secretary (Personnel & Admn) on deputation basis in Airports Economic Regulatory Authority of India {AERA} was held. There were around 12 candidates from various ministries/departments of the government of India .It was a predetermined interview. As the result of the interview is out, it appears that this interview was called for to adjust the candidate of Airports Authority of India {AAI}, whose name was probably on transfer list from Delhi to outstation office of AAI. It is really sad that despite having gained vast/rich experience by the government of India officers in personnel and administration, none of the officer was selected for this post and a novice candidate was given priority over these GoI officers. We condemn this heinous and crooked act of AERA officers and demand enquiry from the Minister of Civil Aviation for the lapse committed in the said interview.

Pay Commissions Recommendations

I disagree with A Srivastava that Pay Commission's recommendations are only recommendations and not accepted by GoI. The 6th CPC submitted its report in March 2006. Thereafter these recommendations were scrutinized minutely item by item by Committee of Secretaries [wherein, Secretary Expenditure and DoPT Secretary etc. were also members] and then approved by Cabinet. Cabinet in India is supreme and anything approved by Cabinet is binding on all GoI Departments. Once a recommendation is approved by Cabinet it is not open for DoPT or any other power that be in GoI to study the practicality. The departments are to implement the Cabinet decisions unless they go back to Cabinet and take its approval for not implementing. It is another matter that DoPT played with the system and high-ups also ignored DoPT's hypocrisy and tax-payers money is wasted by taking work of stenographer [UDC equivalent with GP of Rs. 2800] from a PSO [director equivalent with GP of Rs. 8700]. The 6th Pay Commission had recommended PSOs' post as a temporary measure to give relief to stagnating officials until merger is effected. Now even take the case of practicality why 3-4 officials ranging from PS to PSO are required in a Secretary's office when there are only two telephones in his office? How many persons are required for dictation from one Secretary? How many persons are required for keeping engagements of one Secretary? The recent cadre restructuring committee's report is just to cover up past mistakes of DoPT. But it is tax payers' money which should not be wasted on the whims and fancies of 'some' self-centred people in the system. Hope 7th CPC as well as PMO takes care of it.

Not only Rahul Gandhiji but Arvind Kejriwalji is also a contender for the post of PM in the next decade. However, one thing is clear. It will take them time to acquire the credentials that propelled Modi to PM. Though the Congress organisation will help Rahulji, Kejriwalji will leave Rahulji far behind in being guile and cunningness.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
