As per information six charge sheets have been filed against Delhi CM
Arvind Kejriwal in various cases by the Delhi Police under various sections
of IPC. It is said that the court will hear first charge sheet on August
4, 2015. Till then keep fingers crossed.
44 FIRs and 22 chargesheets against AAP MLAs?
If sources are to be believed 44 FIRs and 22 charge sheets have been
registered against 21 AAP MLAs till now, including Delhi CM, some ministers
and others.
Ticket distribution will decide alliances' survival in Bihar?
Political climate in Bihar is not conducive to any party. Observers
say that distribution of tickets will play a major role in Bihar's ensuing
assembly elections. If dissidents form a new alliance then both grand
alliances are bound to face a tough situation, especially JDU- RJD alliance

RS Sharma to be new Chairman, TRAI ?
Secretary, IT in the Government of India, R S Sharma, seems to be frontrunner
for the post of Chairman, TRAI. He is a 1978 batch IAS officer of Jharkhand
cadre.
Govt in no hurry to appoint EC ?
Bihar assembly elections are due in September and Election Commission
of India, ECI is likely to announce elections programme by the end of
this month. One post of Election Commissioner is vacant for the last
few months. If sources are to be believed government seems to be in
no hurry to appoint one more EC.

The PESB has selected Atul Sobti for the post of Chairman, BHEL. Rumours

Major reorganization of Jharkhand government
In a major reorganization aimed at bringing convergence between functioning
of different departments and downsize government, Jharkhand government
has reduced the number of departments from 43 to 31. Some of the major
changes include merger of Planning Development & Institutional Finance
with Finance Department; Animal Husbandry & Cooperatives with Agriculture;
REO, Rural Works with Rural Development Department; and Housing with
Urban Development. This exercise was led by Chief Secretary Rajiv Gauba
assisted by Amit Khare, Principal Secretary Finance and Arun Kumar Singh
Principal Secretary Planning.

Ms Usha Padhee, who was deputed as Joint Secretary in the Ministry of

of Odisha has relieved her of cadre responsibility. She is a 1996 batch

Nirmal Sinha, whose tenure as Chairman-cum-Managing Director, Handicraft
& Handlooms Exports Corporation of India Limited (HHEC) is coming

Mess is being cleared in the NDA government. IAS supremacy seems to
be over since other services have started getting prominence.

Govt employees
Most of the government employees do not give their best performances.
There is no need for any liberal recommendations for them even if some
of the competent may lose in the background. But the government has
also to spend the hard earned tax payers money on the other citizens
of the country even if it meant directly. Government should go in for
speedy e-Governance methods and reduce its strength. Modernize offices
on the lines of private sector. Improved office means an improved output.
After say a decade most of the employees are going to be e-savvy and
work will be executed easily. One also has to think that these days
in the private sector the salary is not that good and there are many
case wherein qualified engineers (including from IIT) who are joining
Government Service at Assistant and Supervisor levels because of a guarantee,
a fixed salary and they are not required to face the wrath of the lalas
wherein the latter abuse also.

Talent is available in all services and it gets sharper in accordance
with the responsibility entrusted.

Rude officials in post offices
The Post offices in India are manned by the rudest officials of all.
They do not come on time, they refuse to work even when the timings
they themselves have given for public is not over yet, they invariably
leave their tables at least ten minutes before slotted time, the hapless
public has to go back even when the official hours are not over. It
is high time the high handedness of Post office officials is addressed.
Most often, the server link is down in most post offices, the public
is made to wait endlessly. Jumping the queue by the friends of officials
in post offices is the norm. Post office officials never even provide
forms required. They give excuses that there are no forms, there are
few forms etc, go get photocopies made of forms etc. Corruption is equally
rampant in the post offices. Is Secretary (Posts) aware of what is happening
under their noses? The work culture in Post offices has to improve,
so does their provisioning and technological support. Will it ever provide
world class services? Sadly, the answer appears to be no, not in another
hundred years.

I would like to draw the attention of Srivastava that the government
has accepted the recommendations of Sixth Pay Commission merging CSSS
with CSS vide Resolution of the Cabinet accepting the recommendations.
Thereafter, the question of going back does not arise.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
