Delhi police is fuming. Delhi Chief Minister Arvind Kejariwal who called Delhi police "Thulla", it is believed, is going to cost him dearly.

It is now a challenging job for Akhilesh Yadav and his PR Chief Navneet Sehgal to control the national TV and print media in the months to come before the Vidhan Sabha elections. They have succeeded to manage the media in the state.

A: But if you recall when fuel prices went up it was I who demanded that price of Diesel should be 38....

S: Tabh ki baat ... who will remember ...

A: No... no you forget they dig out stuff that even I have forgotten I said ...

S: Arvind Public memory is short... remember all the promises we made to Autowallahs... and the poor fellows carried our message behind their Autos ... and then we just let them go...baddi baddi rajneethi mein aisa hothaa hai... sorry sorry ...that must bring bad hurtful memories... but thankfully no long term damage done .... hai na Arvind...hai na!!!

A: (feels his left cheek and grimaces) And if we say we are cooperating with neighbors then tomorrow neighbors will say why don't you cooperate on water??

S: Then use some excuse to say no.....Treaty and previous Government commitment excuses .... arre Arvind in the next batch of ads we will explain this .... apne kya doosro ke bhi waadhe nibhaaye....wah wah wah!!

A: But to the best of my knowledge No Treaty on this .... and cannot risk bringing water in as a bargaining point .... Water is a very touchy issue there and here !!

S: You worry too much... our Media stays on a issue max for 3 days and now for days to come IPL controversy will grab eyeballs .... we can do it.... we need the money!! By the way what about our Party Funds???

A: Just a thought... let's grade Memberships .... and each grade comes with its benefits. .. Rs 10 lac Gold Membership ...the benefits .... AAP VIP car stickers... monthly lunch invitation with Cabinet... CM will visit the Members home for tea once ....etc ... etc. ..

S: We can discuss this minutely .... only worry I have ... we announce this and response is bad... we do not have the money to put up sham applicants even though money will go from one pocket to other .... there should be money to do this ...Arvind I see lack of discipline in the Party cropping up...I propose all AAP MLAs should wear the same attire .... will highlight our strength and inculcate discipline!!

S: Could also be a handicap. .... samjhe samjhe (winking) .... okay uniform should be ...same topi ... summer ... Kurta, jeans and jhola and sports shoes!! Winter ... waist coat and if it gets too cold a desi coarse shawl...

A: And none of the garments will have pockets .... yaar this jhola will send the wrong message!!

S: No ..no... jhola will identify us with NGO types ... the jhola would be stitched at the top...so if there are any allegations we will prove detractors wrong... 2 in 1 benefit !!

A : And we need a special greeting and anthem.

S : Your fav song Insaan ko Insaan se ho bhaichara... and salute... both handed salute ... palms exposed ... to also show clean hands !!

A: Chalo salute is fine .... but anthem... I sang this song at Jindal ... and it was twisted to... AAP is a male Party ... why not Bhenchaara and then we did not make a woman Minister .......I think our Anthem should be..... leave the Anthem... we would end up being ridiculed .... I am hungry... famished !!!
At long last they order tea and when tea comes there is a plate of Jalebis.

M: Yeh kya humm ne Jalebi nahi order ki... aur yeh Bhai Sahib ko maarna hai kya Jalebi khilaa ke ... sugar ke mareej hai!!

Vend guy : Sor ji humm Angrezi samjath hai....gussa matt karro Sahab ... humm sunath hai aap vartalaab karr rahe theh AAP ka gaana koun sa honna chahiye ..Jai Ram ji koun si honni chahiye...toh humm aap ko bataana chahate hai ki AAP ki mithai koun si honni chahiye... Jalebi.... Sahib AAP ke liye ek dumm fit..... aap ki soch se ek dumm same to same !!

Ms Aparna U has joined the Government of Andhra Pradesh on inter cadre deputation as Deputy Chief Executive Officer, AP State Skill Development Corporation, Hyderabad. She is a 2001 batch IAS officer of UP cadre.

L Prashant Pise appointed as Ambassador to Republic of Tunisia

L. Prashant Pise, presently Minister, HCl, London, has been appointed as the next Ambassador of lndia to the Republic of Tunisia. He is a 1995 batch IFS officer.

Senior most IPS officer C. V. Narasimhan is no more

C.V. Narasimhan number one in the IPS List in the country has passed away in Chennai. 1948 batch IPS officer Narsimhan was 90. He is survived by wife, two sons and a daughter.

Three IPS officers get postings in MP

Three IPS officers have been given postings in Madhya Pradesh. Upon return from deputation, Mrs Rina Mitra has been appointed Special DG, Crime Against Women and Ajak, PHQ while Pramod Phalnikar, upon return from study leave, is posted as ADG, Selection and Recruitment, PHQ and Vivek Agrawal was made Assistant SP, Sagar.

Consolidation pension to retired port employees

The Ministry of Shipping has decided to allow consolidation of pension in respect of retired Group 'C' and 'D' employees of Major Port Trusts. Now their pension fixation will be done nationally with effect from January 1, 2007 and actual arrears to accrue with effect from January 1, 2012 entailing a financial implication of Rs. 536.51 crore for three years. This decision will now be implemented by the respective major ports from their own resources.

Mukherjee is new AG, Karnataka

Bijit Kumar Mukherjee, IA &AS, is new Accountant General, Karnataka. Prior to this, he was the Director, National Academy of Audit and Accounts, Shimla.

Sahitya Akademi Award-winning writer Rita Chowdhury has been appointed director of the National Book Trust (NBT).

P Ramjee appointed DIG, BSF
P Ramjee, CVO, Kandla Port Trust, has been appointed Deputy Inspector General (DIG), Border Security Force (BSF) till his remaining period of central deputation. He is a 1998 batch IPS officer of Rajasthan cadre.

Ms Usha Padhee placed on compulsory wait until incumbent moves

Ms Usha Padhee, who was deputed as Joint Secretary in the Ministry of Civil Aviation, has been placed on compulsory wait until the tenure of incumbent G Ashok Kumar ends on August 12, 2015. Meanwhile, the Government of Odisha has relieved her of cadre responsibility. She is a 1996 batch IAS officer of Odisha cadre.

Nirmal Sinha to remain as CMD, HHEC till ACC decision

Minor reshuffle of IAS officers in Punjab

As many as six IAS officers have been transferred and posted at different places in Punjab. DM organizes Iftaar

DM Lalitpur, UP, Zuhair Bin Sahgir, UP cadre IAS officer of 2006 batch, organised a grand iftaar party for poor needy destitute at his home DM Awaas. over 500 women had aftaar with him.

Empanelled hospitals

Prakashji, Govt hospitals are not required to recommend treatment in empanelled hospitals. You have to get permission from CGGS dispensary for referral for treatment in such hospitals. CGHS dispensary cannot deny permission in so far as permission is sought in empanelled hospital. For getting tests, etc conducted, as prescribed by the specialist, you can directly go to empanelled diagnostic centres / imaging centres with a copy of specialist's prescription and copy of CGHS card and no permission needs to be taken.

Corruption of bureaucracy

After the legendary corrupt bureaucrat Joshi couple, comes the case of Yadav Singh of UP in whose case the High Court has ordered CBI investigation as he is prima facie found to have indulged in corruption on a huge scale (Rs. 1000 crore as per media report). This only highlights what readers have been saying all the time. " It is high time to put bureaucrats on a tight leash and ensure that they remain servants of the people and not behave as masters and maharaja helping themselves to loot." The main issue is lack of immediate punishment for their deeds.

SEBI may be in trouble if they take all FMC officials or all staff for running their commodity segment. If FMC officials/staff were capable enough to run the commodity regulator smoothly then there wont be any need for this merger. God bless SEBI.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
