History has succeeded in attaching a glamour to its name
All 37 Services Officers to be empanelled as JS in GoI before Dec 31
Abolishing different yardsticks for different officers, Prime Minister,
Narendra Modi is reported to have instructed Establishment Officer (EO)
of Department of Personnel and Training (DoPT) to ensure empanelment
of officers of all 37 Services under the Central Staffing Scheme to
the rank of Joint Secretary in Government of India before December 31,
2015. Acting upon the instructions, the Establishment Officer (EO) has
written letters to all concerned Secretaries seeking action plans from
them so as to comply with the instructions of the Prime Minister in
stipulated time. Notably, IAS officers upto 1997 batch have already
been empanelled to the rank of Joint Secretary while the officers other
All India Services are deprived of serving at Joint Secretary level
in Government of India. Most the officers retire in anticipation of
working in Government of India. This historical decision of the Government
will pave the way for jobs at Joint Secretary level due to timely empanelment
of the officers in Government of India.
OROP to be implemented before next general elections
One thing is certain that one rank one pension (OROP) would be in any
case implemented before next general elections. The government may do
so to gain political mileage atleast in the states where there are large
chunk of Army votes. Such states are Rajasthan, Haryana, Punjab, Uttar
Pradesh, Uttarakhand and Bihar.

Moderation: Review to take place soon?
GoI is reportedly
going to review its decision of "Moderation" which has left
many IAS officers red faced. 1982 and 1985 batch IAS officers who were
not empanelled have met the competent authority in Delhi and requested
for review of the decision.
New policy was applied for three states?
If informed sources are to be believed, GoI's new policy of "Moderation"
for empanelment to the rank of Secretary was applied on three cadres-Madhya
Pradesh, West Bengal and Himachal Pradesh. This policy was not applied
for UP and Bihar.
Was there a campaign against IAS of certain
cadres?
Power corridors are abuzz that there was a sustained campaign against
some IAS officers of certain cadres. Sources said that such malicious
drive was started in January this year. It is said that the aim of such
campaign was to block the empanelment of some officers. Now these officers
have left with no choice but to return to their parent cadres. The big
question is: will they go back?.
Gopal Singh selected as CMD, NMDC
Gopal Singh, CMD, CCL, has been selected for the post of Chairman-cum-Managing
Director in NMDC Limited at a Public Enterprises Selection Board (PESB)
meeting held on July 1, 2015. As many as 13 persons were interviewed
for the same.
Two members appointed for NEC
Chandra Kanta Das & Prof. Gungmumei Kamei have been appointed full
time members of North Eastern Council for a period of three years. Das
is a retired 1975 batch AM cadre IAS while Prof Kamei is a distinguished
academician and public activist.
Balvender Kumar joins as Secretary, Mines
Balvender Kumar has joined as Secretary, Ministry of Mines in Government
of India. He is a 1981 batch IAS officer of UP cadre.
Dr Anup K Pujari joins as Secretary, MSME
Dr Anup K Pujari has taken over the charge as Secretary MSME. Dr Pujari,
who succeeded Madhav Lal, belonged to 1980 batch IAS officer of Karnataka
cadre.
Alok Bhatnagar takes over as Naval officer-in-charge
Commodore Alok Bhatnagar, NM has taken over as the Naval Officer-in-Charge
Tamil Nadu & Puducherry) from Commodore Amar K Mahadevan, VSM on
his superannuation, at a ceremonial parade conducted at INS Adyar, Navy
Office, Chennai. The Commodore, prior to his appointment was serving
as Principal Director International Fleet Review (PD IFR) at Integrated
Headquarters Ministry of Defence (Navy), New Delhi.

in-situ after promotion
As many as 27 officers of Central Secretariat Service (CSS), who were
empanelled, have been appointed as Joint Secretaies in-situ in SAG grade
in Government of India. Accordingly, R K Ojha has been appointed as
Joint Secretary, Commerce while Dr Parvinder Kaur is Joint Secretary,

A-M cadre authority told to relive Y C Modi to join as Addil Director,

The Ministry of Home Affairs (MHA) has asked the State Government to
relieve Y C Modi of cadre responsibility enabling him to join as Additional
Director, Central Bureau of Investigation (CBI). He is a 1984 batch
IPS Officer of Assam-Meghalaya cadre.
Proposal of Mrs R S Borah for CMD, OIL rejected
The Appointments Committee of Cabinet (ACC) is reported to have rejected
the proposal of Mrs R S Borah, Director (Finance), OIL, for her appointment
as Chairman and Managing Director, Oil India Limited (OIL). The post
has fallen vacant on July 1, 2015 with the retirement of Sunil Kumar
Srivastava on June 30, 2015.

NBCC signs MoU with NICL (UPDATED)
National Buildings Construction Corporation Ltd.(NBCC) has signed an
MoU with National Insurance Company Limited (NICL) for the construction
of NICL's new Corporate Office building by NBCC at Financial Hub, New
Town, Kolkata, at a cost of Rs.150 Crore. While NBCC CMD Dr. Anoop Kumar
Mittal signed on behalf of NBCC, NICL's CMD Rajesh Aggarwal, IAS represented
the insurance company. Other senior officers of NBCC and NICL were also
present on the occassion. NBCC has recently executed Coal India Limited
Office Building, a high-end Green Structure at New Town, Rajarhat, Kolkata,
at a cost of approximately Rs.250 Crore.

Bureaucracy remains the same
Honesty of Modi is suppressed by bureaucracy which remains the same
whatever be the regime. They will help the political bosses in every
way and get enormous benefits themselves enriching themselves in the
bargain. openly denial of basic rights under the services and harassment
by their seniors as well as political masters is the fate. No one to
hear.I have not found much change except that there is emphasis on punctuality
or some of the bureaucrats at senior level spend more time in office.I
support views of Aarti Khosla in totality. most of ministers are self
eyed blind and surviving with borrowed eyes of Chamchas.

Brilliant join All India services
It is a fact that brilliant persons join All India services.But unfortunately
when we look at their performance,it makes even mediocrity hang its
head in shame.The reason is that in the given political system, predominantly
the bosses are of average caliber, most of them have below average probity,
and in 38 years of service,i have not come across even a single political
boss,who has motivation to work for public and in public interest,so
it affects the performance of bureaucrats too barring a few exceptions,where
individuals continue to perform exceedingly well irrespective of the
type of the bosses they get.There is no change in the attitudes, work
environment and systems of the governments for the last many decades.
Public has become indifferent and irrelevant except for some months
before elections .Genarally the bureaucracy has been performing equally
badly in both the regime.There is no hope of better performance in coming
days too.

What is wrong in talking?
The question of punctuality and working hard is a matter of an individual.
Further, work is not equally distributed amongst employees in the Government
and logically it cannot be also. Some seat may have large amount of
work, some may not and some seat may have a seasonal nature of work
(which at times becomes 24 hours). In such a situation if two government
employees talk and exchange pleasantries, what is wrong? Keeping quiet

Parliament Canteen Subsidy is also being enjoyed by the Officials and
Staff of the two Secretariat of Parliament. God how these employees
are recruited and get promoted before many in other services. I was
Section Officer of CSS in 5 years, one boy joined the Rajya Sabha Secretariat
as Assistant. Today he is Director and I am only Deputy Secretary. It
is said the employees both in the Rajya Sabha and Lok Sabha Secretariat
are selected through a source. Similar are is the case for officials
in the High Court and Supreme Court.

Why Harish Kumar is hell bent on abolishing CSSS? Is he a victim or
a CSS person? Without CSSS office functioning will be hit and we are
well versed and efficient for the functioning of the officers' office.
I reiterate that we are the bridge between the office and the officer.
If Harish Kumar better represent DOP&T instead of writing in whispers.

Disclosure of the reasons for the decision taken by the Supreme
Court
The appellant sought for the copy of judicial record related to
the case decided by the Supreme Court of India and the reasons
for some of the conclusions reached in that order. The Public
Information Officer (PIO) advised the appellant to deposit a certain
amount of money for getting the copy of the order and informed
him that it is beyond the scope of the PIO's duty to offer any
justification/explanation for the orders passed by the Supreme
Court of India. The First Appellate Authority (FAA) endorsed the
views of the PIO. The Central Information Commission rejected
the appeal observing that if there are certain conclusions in
the order, the reasons for those conclusions have to be found
out in the order itself. The PIO cannot interpret the order and
come out with his own justifications.
Comments
Explanations cannot be sought under the RTI Act. There are many
cases where the judge has not given any reasons or justification
for coming to a conclusion. The only remedy available is to go
for an appeal. However, if a case is thrown out with a single
word "dismissed" by the apex court, there is very little
option for an individual.
