Common Law Admission Test - is it another Vyapam?
This is with reference to the Common Law Entrance Test for admission in 16 National Law Universities and 13 Private Universities in India both for Under Graduates/Post Graduates held on May 10, 2015 and the results declared on May 19, 2015. Some of the renowned Public Sector Undertakings have also joined with CLAT for recruitment of law graduates. Just after result declaration, a huge number of students complained to the CLAT Authorities for various irregularities in Question Paper and Answer Keys. Initially they were ignored by the CLAT authorities. Finding no other alternative, they had been compelled to file writ petition across the country. Finally after instruction from the High Court, the CLAT authorities set up an expert committee to find out the claim of the students and they were corrected and the score card and rankings were changed. Some of the High Courts ordered to stay the admission process till writ petitions are heard and judgement passed but they ignored the court order and continued their admission process.

Doyen of Indian bureaucrats turns 101

VK Rao, ICS (Retd.) seniormost administrative officer of the country turned 101 on July 15. He was a member of the ICS, of the 1937 batch originally allotted to Bengal cadre and then after independence came to Madras cadre; in 1953 he went to Andhra cadre and in 1956 went to Andhra Pradesh cadre.
Rao retired as Chief Secretary of Andhra Pradesh. During the tenure of President N Sanjeeva Reddy, Rao was Principal Secretary to President of India, with the rank and status of Cabinet Secretary. He is one of two Indian ICS officers still alive, the other being VMM Nair, ICS (Bihar, 1942; Indian Political Service; Indian Foreign Service). More CMDs worth over Rs 500 cr

There is a report that a CMD of PSU is worth 500cr. On this I state that CMDs of PSUs are under estimated. There are many CMDs who are much more than 500cr worth.

Honest bureaucrats?


Readers have been writing that the honesty and integrity of bureaucrats is at a low ebb and this is true.
Honest officers are few. One such officer was Sudhir Nath and he was praised so much when he passed away in 2009 that the good references by others about him have been preserved. May be some of the readers may remember him and those officers who did not know him may be encouraged to follow his example.

Proof needed

Can Sood provide a proof that the Cabinet had specifically approved merger of CSS and CSSS. There are number of decisions of the Cabinet which does not fully see the light of the day. The case was same with the 2nd ARC. An expedient decision or reform today may turn out to be outdated at future date and we have to look for other options. It is very wrong to criticize DOP&T.

Experienced officers ignored'


Chairman and Secretary of AERA ignored the officers who are experienced, eligible, knowledgeable and have efficiency in work for the post of Personnel & Administration and Directors. They want to favour and adjust the staff of Airports Authority of India either on Loan Basis or on Deputation in AERA. Ministry of Civil Aviation has to again conduct the interview of those officers.

No need of PS, PPS PSOs

I fully agree with the views of M Sood. Now the modes of communication are plenty and technology is so advanced. There is no need of so many PS, PPS and PSO in the government offices, who leak secrets and confidential matter. Fixing of meetings, car booking can be done on line with the help of handful number of PAs and nobody gives dictation nowadays.

Eye wash interviews


I also became a victim of "Eye wash interview" when I appeared for the interview for the post of ED in NHIDCL. Two candidates of Transport Ministry were already earmarked and selected. Why to hold fake interview? It is disgusting and frustrating. I thought with new Govt, power broking is over. Alas it is not. Is PMO listening?

Use of "Thulla" - Slang and CM Delhi

Your observations in Whispers dated July 18 seems to be biased and inspired by some IPS lobby. Any citizen of India would stand by the averments based on their experience with the instrument named Police which retains its colonial legacy despite of India being a free country for over 66 years. CM Delhi has expressed the same in particular version of petty corruption faced by every Delhite in daily life. Kudos to the man for expressing truth and understanding pain of common man. The elite officers of Government departments are protected from the real face of such corruption but common man suffers. All said, there is law in the country and kindly do not issue media threats such as "use of this word will cost dearly to CM"

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
