NBCC receives international awards (UPDATED)
NBCC has recently been honoured with 'The BIZZ Awards 2015' by the World Confederation of Businesses, adding to the Company's growing list of recognitions and putting it apart as a distinctive entity in the construction sector. The Awards included World Business Leader Award conferred upon NBCC and World Leader Businessperson Award bestowed on Dr Anoop Kumar Mittal, CMD, NBCC. The Award function was held in Houston, Texas (US). It is worth mentioning that NBCC is a Navratna Enterprise of the Govt. of India, operating in three business segments named PMC, Real Estate & Redevelopment and EPC Contracting. It has its business stake pan India as well as overseas executing numerous national and international projects.

Honest bureaucrats?
There was a time when in bureaucracy there were only some black sheep and their colleagues used to look at them with disdain. During the recent times you will have to move with a 'lamp' in order to identify the honest. Wasting of government money in misusing entitlements, perks & facilities is also dishonesty towards the country. Further, some senior bureaucrats are also in the habit (as their hobby) of conducting regular meetings requiring expenditure on travelling, lodging & DA costs and thereafter postpone meetings at their own whims & fancies. We should use more & more telephones, video-conferencing and e-mails.

Agreed that the Cabinet approves a lot of things but not all things materialize. If it is not possible, some of the recommendations should be brought to the notice of the Cabinet in the form of Status Note.

Poor work culture in post offices

I agree with comments of A K Singh about poor work culture in Post Offices as mentioned in today's forum. I have been using post office in Dwarka, Sector-6 for the last about 1 1/2 years and my experience is very really bad. As against mandated five minutes for booking of a Speed Post letter, as indicated in the Citizens Charter displayed at the post office, it normally take about 45 minutes. There is always a long queue which moves painfully slowly for various reasons including poor functioning of network and PC / Printer. For the last 15 days, the printer receipt given is illegible and it is simply not possible to track the mail. If someone has to submit the receipt in a court of law as evidence of having issued the letter through speed post, it cannot be given because neither the name of sender nor the recipient is legible. There is a need to look into the working of post offices. Complaints sent through the portal CPGRAM of DOPT&AR do not receive proper attention and has become only a farce.

Steel sector needs overhaul

Corruption, fraud, casteism, regionalism, favoritism, incompetency, wrong policies and lack of planning and leadership in executives in PSU's leads the product cost and cannot compete with international prices. This is mainly in core sector like steel sector. Govt should review this sector that needs correction and overhaul. Bring qualified and honest on top.

Health Minister still sleeping

NDA government has completed one year but the sufferings of CGHS beneficiaries are still continuing for senior citizens. Neither Prime Minister nor Health Minister is concerned with the problems of senior citizens CGHS beneficiaries. Poor pensioners want to get direct consultation in empanelled hospitals but all in vain. One of the readers has mentioned in this column that tests prescribed by specialist of Govt. hospitals can go directly for tests in empanelled hospitals. It is not so unless the specialist writes "from CGHS approved centres". The tests are not done as empanelled hospitals unless authorized by these centres. Health Minister is also not taking any action in this matter as whole cabinet seems to be busy in getting the Land Bill Passed but fails to take any positive measures for CGHS beneficiaries specially senior citizens. May I request the Health Minister to be more proactive and issue direction for direct consultation in empanelled hospitals for senior citizens? Let the good sense prevail.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
