Government machinery is abuzz with it that the 7th Pay Commission is
going to recommend that central government employees should be retired
either at the age of 60 years or after completing 33 years of service.
If government accepts such a recommendation, 25-30% employees will retire
instantly. Now the million dollar question is that will government accept
this recommendation?

Govt has accepted OROP?
The principle of One Rank One Pension (OROP) for the Armed Forces has
been accepted by the Government. The modalities for implementation were
discussed with various stakeholders and are presently under consideration
of the Government. As per information it will be implemented once the
modalities are approved by the Government.

Chand is CMD, NALCO
Appointment Committee of Cabinet (ACC) has approved the appointment
of TK Chand, Director (Commercial), RINL as CMD, NALCO. Chand has more
than 30 years of rich experience in Mining and Metal Sector of which
more than eight years at the level of Director. His appointment was
delayed due to delay in submission of ACC proposal by Ministry of Mines.

Create pvt police force
I think best option for the safety of Delhi citizens is creation of
private police force which should be manned and recruited by any renowned
industrialist. This can be funded one time and future funding can be
by marginal increase in House Tax or a separate tax can start. At the
same time any sufferings by any citizens after it is manned privately,
the compensation, legal fees follow up etc. should also be the responsibility
of that private police organization. If we succeed in Delhi, other States
can follow.

CGHS empanelled hospitals
Ravi's remark that one has to get permission from CGGS dispensary
for referral for treatment in such hospitals, is not correct as the
CGHS dispensary would give permission for treatment in an empanelled
hospital only on the recommendations of the Specialist.

CSSS most reliable
It is very sad that Ranganathan is casting aspersions of CSSS as a
whole and leakage of secret documents, etc. We are the most reliable
people among all cadres and I hope he will resist from doing so in future.
We are all working day/night, Saturdays and Sundays and because of a
handful of people, the whole cadre image is being tarnished. As I have
already mentioned, Ranganathan may also be a CSS person who is jealous
of CSSS people doing well in exams and promotions.

Topic for debate
Recent news item/reports in Newspapers and other media about the quality
of various judgements by courts in India is a matter of serious concern.
There is an urgent need for audit of court judgements by an independent
body like C&AG. This can function as part of NJAC. If the Audit
reveals that there was a bias/deliberate or obvious misinterpretation
of rules/Laws ,there should be punishment for the concerned Judge. I
suggest you start a debate on this in your website.

I want Delhi police
Once upon a time, a King in a small kingdom had a pet monkey. The King
loved the monkey a lot. The monkey was allowed to enter anywhere inside
the palace, even where other ministers were forbidden to enter. One
day, the King was fast asleep after lunch and the monkey was sitting
beside the King, fanning him. Suddenly, a fly came and sat on the King's
chest. The monkey drove the fly away with the fan, but the fly kept
coming back again and again. The monkey got irritated. He picked up
the sleeping King's sword and tried to hit the fly with the sword. It
flew away but the sword pierced the King's heart, who died instantly.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
