'Once bitten, twice shy' seems to be the Congress High Command's watchword, when it comes to over enthusiastic state units trying to go for the BJP jugular. After Jairam Ramesh fiasco of a press conference in which he had relied on what later turned out to be unauthentic records of title to Dholpur Palace, the Congress High Command is whispered to be in no mood to lap up competitive mudslinging by state units without satisfying itself of the veracity of allegations. That is why, it seems, party leaders are wary of Chhattisgarh PCC's allegation of a Rs 36,000 crore PDS scam when the total turnover of PDS business itself has been less than Rs 24,000 crores in the last ten years. State Congress leaders have been told to do their homework properly to avoid egg on party's face.

Subject of discussion at a get-together was "How many Shanta Kumars are in BJP these days?" A veteran journalist said " When poles apart K Kamraj and Morarji Bhai Desai can join hands then why not disciplined stalwarts in the BJP?" He did not elaborate.

NBCC signs MoU for redevelopment of IIPA Campus (UPDATED)
The CMD of National Buildings Construction Corporation Limited (NBCC), Dr. Anoop Kumar Mittal and Director, Indian Institute of Public Administration (IIPA), Dr. Tishyarakshit Chatterjee, IAS (Retd.), exchanged documents after signing an MoU for redevelopment of IIPA Campus, Delhi. The cost of the project is Rs.435 Crore. Need for OROP

A good decision by NDA government led by BJP. Veterans are on reserve service till 56. Considering the threats increasing daily from a withering Pakistan and an increasingly unstable China politically speaking, these valuable Veteran Resource will be needed. Implement OROP soon.

Private secretaries' promotion

I would like to draw the kind attention of CS-II Division of DP&T to its OM of 17/7/2015 nominating PAs for the promotion as Private Secretaries in Select List, 2013. As may be seen in the list of the officers, out of 55 officers nominated for PS, 11 officers are those who have either retired or expired have been included in the Select List, 2013. So, the question of joining as PS on regular basis does not arise. It may be mentioned, in this connection, that they may be given financial benefits retrospectively since July, 2013 till retirement. My humble submission is that the Consideration Zone may be further extended to the exact numbers so as to include more officers who are present now excluding retired/expired officers in Select List, 2013.

Accept Mumbai blast accused's plea

1993 Mumbai blasts' convict Yakub Menon's mercy petition should be accepted since he chose to surrender and cooperated with authorities. Changing his death penalty to life sentence will be in the interest of justice. No doubt, blasts were "a heinous terrorist attack" that killed 257 innocent people. Criminals responsible should be brought to book and punished. But it is also a fact that main culprits escaped the law whatever may be reason. The death sentence of Yakub Menon alone will not serve the interest of justice. He may be a part of the conspiracy. But, unlike other accused, he chose to surrender before the Indian authorities and faced trial. Even he brought his family back to India to face trial.

Lavish parties-waste of money

This is about the luxurious anniversary celebrations of a retired top cop in a luxurious hotel in Park Street of Kolkata where several personalities including PSU executives were present. The venue was full of BMWs, Mercedez, Audis etc. Will the government look into such lavishness? From where is the money generated and who are the participants?

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
