Dr Surajit mitra gets Global Award
The World Education Congress 2015 was held in Mumbai at Hotel Taj on 23rd -24th July, 2015. WEC felicitated prominent educationists from various parts of the world during its session. The prestigious Global Award for 'Education Leadership' was awarded to Dr. Surajit Mitra, Director & Vice Chancellor of IIFT, India. Dr. Mitra is a retired Secretary to Govt. of India from 1977 batch of IAS and is currently working as Director, IIFT in Delhi.

10,500 Rohingya Muslims live in India
Approximately 10,500 Rohingya Muslims have taken shelter in India and are staying in J&K, Delhi, Haryana, Maharashtra, Rajasthan, Uttar Pradesh, Andhra Pradesh, and Manipur. Govt is keeping a close watch over the Rohingyas who are generally living in makeshift camps.


Shivraj Pushes the Envelope
Shivraj Singh Chouhan who completed nine years as Chief Minister of Madhya Pradesh on November 29,2014, is the first non-Congress Chief Minister to earn this distinction. In this period he has pushed the envelope by proving himself as an able administrator, an astute politician and a visionary leader exceptionally passionate to develop Madhya Pradesh to its potential. Going by his simplicity and unassuming conduct and behaviour, he can best be described as an uncommon leader with a common touch.
The most outstanding achievement to his credit is that he has been able to put Madhya Pradesh on a new growth trajectory ridding it of the stigma of a Bimaru state..
Shivraj has restored people's faith in the system that had got ossified over the years due to serious governance deficit. People had developed a sense of resignation losing all hope of retrieval. Development was on a Snail's pace. Shortage of electricity was so dire that the state had virtually relapsed into the 'lantern age' with power outages having assumed a menacing proportion. Roads were a butt of jokes. Continuous neglect of irrigation adversely affected agriculture, the backbone of state's economy. With farming no longer a profitable occupation the farmers were weaning away from it. Industry was stuck in a rut. The potential investors and industrialist were chary of investment in the state for lack of necessary infrastructure.
Second most important achievement of Shivraj Singh Chouhan is that he has succeeded to a considerably extent in ridding the administrative machinery of the colonial mindset of the staff talking down to the people. For this he took a raft of novel initiatives, the most important being the enactment of Public Service Delivery Guarantee Act that provides for delivery of public services within stipulated time limits. He empowered the people by allowing their say in formulation and implementation of schemes.
Another creditable achievement of Shivraj is that he has been able to do transform governance from representative to participative. He firmly believes that only politicians, ministers and officers do not have all the intelligence and ideas; the common people also have a lot to share. Based on ground realities their approach and suggestions are rather more practical. Chouhan realized that the reason for underperformance of state relative to its potential has been that the schemes and programmes chalked out by bureaucrats ensconced in the comforts of their air-conditioned rooms are ,generally speaking, out of joints with ground realities.

In order to rope in the common people in decision making and formulation of schemes he held pachayats (open dialogue) with the various sections of society. This afforded a platform to the people drawn from different parts of the state to share their experiences, views and suggestions, which the government incorporated and accommodated in the schemes.
Concretizing the concept of decentralized planning Chouhan ensured the preparation of Master Plans of all 51 thousand villages of the state. The works under these plans would be taken up in accordance with the demands and suggestions of villagers. He has also demanded that states should be given the freedom to formulate centrally sponsored schemes as per their specific conditions and requirements.
Another remarkable thing about Shivraj Singh is that he equally addressed the social issues and concerns. He has taken initiatives for betterment of such sections of people as have never caught the attention of any government earlier.
Even the Prime Minister Narendra Modi, who had enhanced the prestige of India in the world comity and has established himself as a man of action, was all praise for prompt and efficient working of Shivraj at the Global Investors Summit held last month at Indore. The central ministers who attended the concluding function also praised Shivraj's working and committed investment of over Rs. one lakh crore pertaining to their respective departments. The titans of industry also lauded the leadership of Shivraj Singh.
Born on March 5,1959 at an otherwise decrepit village Jait in Sehore district, Chouhan has come up the hard way. Right from early age he has been a rebellious by nature. He stood against his father in support of the farm labourers on matter of underpayment. He showed this trait in his student life as also as a Bhartiya Janta Yuva Morcha leader. Even as Chief Minister he never thought twice before opposing any injustice to Madhya Pradesh by the then central government.
A voracious reader, Chouhan has special interest in philosophy. He holds a Master's in Philosophy and is a University's gold medalist. A staunch devotee of Mother Goddess Durga and an ardent follower of Swami Vevekanand, Shivraj has always held a catholic view and assiduously promoted syncretic culture. A democrat to the core he never seeks to demonize his rivals or glorify himself

An immensely popular leader, Shivraj was first elected MLA from Budhni constituency in 1991 and then represented Vidisha Parliamentary Constituency five times. In 2005 he was appointed the State BJP President and then Chief Minister on November 29,2014.
Apart from his widely acclaimed achievements in infrastructure development and most innovative and novel social sector initiatives he has embarked upon a campaign christened Let Us Rebuild Madhya Pradesh. This aims at emotional integration of the people in different regions of the state to establish a monolith MPean identity besides enlisting active cooperation of people in development process. The campaign has evoked very encouraging response and now Madhya Pradesh has carved out a distinct identity as a most happening state with exemplary social harmony.
Recently, in yet another initiative he has sought to plug into talent and resources of people from Madhya Pradesh living in other countries.
Chouhan has always shown deep concern for empowerment and emancipation of women. He has taken most innovative measures to change social attitude towards women and to bring out the best in them. The Ladli Laxmi Yojana lauched by him has brought him accolades at national level and has been replicated by various other states. He was the first Chief Minister to reserve 50 percent offices for women in panchayats and urban bodies. He has paid greater attention to girls education and a number of schemes including Gaon Ki Beti and Pratibha Kiran Yojana have been implemented to this end.
While it is naive to claim that all is hunky dory, it can nevertheless be justifiably said that under Chouhan's leadership Madhya Pradesh is posed to scale new heights of development to its potential.

S C Mudgerikar has been selected for the post of Director (Marketing & Corporate Planning), Central Warehousing Corporation (CWC) at a Public Enterprises Selection Board (PESB) meeting held on July 24, 2015. As many as 10 persons were interviewed for the same. He is an IRTS officer.

R Swaminathan has been appointed as Secretary, Consular, Passport & Visa and Special Assignment upto the date of his superannuation i.e August 31, 2015. He is a 1980 batch IFS officer.

The tenure of Tuhin Kanta Pandey as Joint Secretary, Cabinet Secretariat has been extended for one more year beyond August 27, 2015. He is a 1987 batch IAS officer of Orissa cadre.

SSC officers to get time bound promotion
Government has taken several measures to make Short Service Commission (SSC) attractive. These include extending time based promotion to the substantive rank of Captain, Major and Lieutenant Colonel after 2, 6 and 13 years of reckonable service respectively to SSC officers, increase in tenure of SSC officers from 10 years to 14 years, and implementation of the VI Central Pay Commission with substantial improvement in the pay structure and other allowances of Armed Forces.

CGHS vs Senior citizen pensioners

Readers may be aware that N Prakash and myself have been writing continuously about the plight of CGHS pensioners due to torturous procedures of CGHS almost amounting to 'begging. ' After spending 35-40 yrs of central government service from simple peon to clerk, whether you are an IAS, IPS, IFS, IRS or any service, CGHS treats every pensioner at equal footing with its outdated and atrocious procedures. I personally know several cases in which pensioners have almost fainted standing in queues to obtain a CGHS specialist and then being referred to a CGHS recognized hospital. What a waste of time energy and money especially for the poor sick totally unhealthy pensioner beneficiary. As we have been saying for years to do away with all ridiculous procedures preferably for all but especially for pensioners and if Govt wants to be abundantly cautious then for pensioners above 65 years of age.
At the cost of repeating these 65 years and above pensioner beneficiaries with their CGHS cards be allowed to go to any CGHS authorised hospital without any reference / recommendation of any CGHS dispensary or any specialist of any Govt hospital for OPD for major surgeries or for any laboratory test. The pensioner's CGHS card should work as Aadhar card. Now there are several fool proof information technology enabled systems / programmes that the pensioners visit to such hospital / facility will be monitored / tracked at CGHS central console computers. Dear Health Minister please, at least you unlike your predecessors give some of your valuable time to mitigate plight / woes of poor CGHS pensioner beneficiaries.

Retirement Govt staff at 58

The recommendation for retirement of central govt employees at the age of 58 years or on completion of 33 years of service, if given by the Pay commission, should be accepted by the govt. It will be the sure- shot, singular idea to downsize government machinery, ensure speedy promotion for those in service and thereby boost morale.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
