7th CPC recommendation
One non-existent issue has been raised in whisper as well as in informal
foras/chats that 7th CPC is recommending for 6o yrs of 33 yrs of service.
Firstly similar type of news was spread at the time of Delhi elections
and the Central Govt. had to pay a heavy price in no rebutting it or
doing it after a lot of damage was done. Similarly timing of this news
will coincide with the Bihar elections. Does it contain some truth,
is it an election gimmick, is it a reality, is it a selective leak,
but ultimately true or not the Central govt has to pay the price for
not rebutting it.
Secondly, almost 90% of Secy, 30% of AS and 50% officers below Director
will be out on a single day reducing the strength of Govt. to just half.
It is well known that non-gazetted staff are recruited between 19-22
yrs. and almost 90% will be axed in a day. Similarly who are on compassionate
grounds appointees are recruited even at 18. One can imagine a large
number of work force will be out in a day. How do you function, you
contract staff or work with half staff strength. The news seems to malign
the establishment and tarnish the image for selfish reasons but most
unfortunate is there is no response from the Govt. who are going to
feel the pinch. If it is not true or whatever a small clarification
will serve the establishment.

Pvt police force
Pvt police force (wic 22.7.15) Harish, as we all know the present Indian
police system of British origin has miserably failed in protecting common
citizens, because British had made it to CRUSH Indians, not for their
security. Police is known to be extremely corrupt govt deptt. Central
Govt Vigilance or CBI has no control on them as they belong to State
Govt. They are more loyal to local MLAs and their goons. Recall, when
P&T was the only telephone provider, then how lineman used to trouble
people, but when alternative phone providers stepped in, it was for
the common man to decide whom to choose for better services. Presently
we have no alternate choice but to beg before a sipahi (constable who
is just 12th pass). There are no CCTV cameras in police station for
obvious reasons. Women and poor people are maltreated in these thanas
at the instance of an Inspector or S.I. who is a non-Gazetted employee.
Unfortunately, gazetted officers like IPS and PPS feel shame to head
the thanas, which is the base of criminal justice system. Without money,
nothing moves in a thana, since they are fully aware that the public
has no other alternative. These police men have also expanded their
jurisdiction in railways- in trains and in station area, although railway
has its own police-RPF (Rly protection Force) and a separate Railway
Judge. RPF is competent enough to deal with railway act and IPC.
Let there be an alternate PRIVATE police system, with ARREST powers,
in each thana area and their reporting should not be to SP or SSP but
to an independent constitutional authority of state like 'Security General
of State' . Local public may decide where to lodge their FIRs- in Private
or Govt Police Stn. The Govt police should concentrate on organised
mafia crimes, manage crowds in rally, riots, elections etc. Day to day
policing of locality should be left to private police. If I am correct,
Singapore has such an arrangement. Our Pradhan Sewak (PM) should be
apprised of the concept of Private Police. Jai Bharat.

CMOs not clear
Worst problem in CGHS Dispensary is that CMOs are not clear about govt.
orders visa-vis permission for procedures in pvt. empanelled hospitals.
They would often talk to the other people what is to be done and confuse
the matter.It has been found that lady cmos mostly do not educate them
selves well. Secondly once the doctors know that the patient is a senior
citizen instantantenously they think that he should not be bothered
about.There is no separate provision for cancer patients to meet CMO.
Once a lady incharge CMO said in Dwarka dispensary that if she started
giving prefernce to the cancer patients she would herself pick up cancer
as India has 12 percent cancer patients.The Director of CGHS delhi asked
his PA not to connect him if a call came from a retired officer making
some enquiry. No body is prepared to believe that he would also retire
one day. This is how the CGHS functions. Govt is also not caring to
simplify the procedures for senior citizens. Dwarka dispensary is availed
by mostly retired persons who settled in dwarka after leaving govt.
accommodation.At any point of time there are forty benificiaries in
line.Hope some one hears their problem and does something for them.

Specialist's recommendations
Rajeshwar Dayal says that what I wrote was wrong without reading
fully what was written. I never said specialists recommendations is
not necessary. What I said was that it is not for specialists to suggest
treatment in empanelled hospitals and that permission has to be taken
from CGHS dispensary. I know this because I was handling CGHS matters
in the M/o H & FW for 5 1/2 years, first as a DS and then as Director.
As regards tests, etc, the OM was issued by me in February 2010

filled at all the levels.

Good beginning
It is a good beginning since the masters (Top) promote the corruption
and disciples (juniors) follow. The credit for this initiative goes
to Modi Government. It appears the era of -we are born to be served-
a term synonymous to IAS , is evaporating fast and this class seems
to be the most worried lot. The rules they frame favours them the most
. An IAS who was neck deep rooted in corrupt practices , was informed
by a fellow colleague of the impending CBI raid while unwillingly signing
the agency's request for his prosecution. The result the corrupt IAS
cleaned and sweeped his ill-gotten wealth and related documents much
before arrival of the CBI. This practice is quite common in this class
and that is why hardly an IAS is convicted for his criminal misdeeds.
Time has come when they must change their mind set and serve the countrymen
to whom they are subservient - till now just on paper.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
