This is what Secretary to President Kalam,P M Nair wrote in his book"The
Kalam effect".
"22 July 2002. I had just returned to Delhi. I half-expected an
enthusiastic group of my friends to greet me at the airport. After all,
I was going to be Secretary to the President of India. But of course,
no one was there. The Protocol Officer of the MNES received me as usual.
Where was all the excitement? I was getting panicky. Did Kalam have
second thoughts? I rushed home and went on the Net. Whispersinthecorridors.com.
No. Not even a murmur there! My heart sank. I went to South Block and
dialled Pillai. Pillai perked up my spirits. Kalam wanted me to meet
him. That evening. Perhaps a little later. Pillai would check and let
me know. 8.30 p.m. that day saw me and Pillai at Asiad Village in south
Delhi, so called because it was built to house the 1982 Asian Games
athletes. It was quite a job to pass through the security cordon and
gain access to Kalam's small, functional flat. We were finally able
to reach the anteroom. We waited, as did many others there and outside.
There was a flurry of activity and then Kalam, the President-to-be,
came in. He gestured to H. Sheridon and R.K. Prasad, his secretaries,
and Pillai that he wanted to talk to me alone. And then we were together,
only the two of us. "

Tapan Ray to succeed R S Sharma ?
Additional Secretary in Department of Electronics and Information Technology,
Tapan Ray is likely to succeed R S Sharma as Secretary, IT. 1982 batch
Gujarat cadre IAS officer Ray is number one in the list of empanelled
officers to the rank of Secretary.
Ashish Bahuguna is new Chairman, FSSAI
Outgoing Secretary Agriculture in the Government of India, Ashish Bahuguna
has been appointed Chairman of Food Safety and Standards Authority of
India (FSSAI). He is a former 1978 batch IAS officer of Rajasthan cadre.
D P Singh is new Advisor, Telecom Commission
CGM of BSNL's NE-I circle (Tripura, Mizoram and Meghalaya) DP Singh
has been appointed Advisor, Central Telecom Commission.
900 IPS posts vacant
Around 900 posts of Indian Police Service (IPS) officers have been lying
vacant against the total strength of 4,754 in the country.
Shortfall of officers in Navy
Around 1,800 posts of officers are reportedly lying vacant in Navy.
Kanwar Singh selected for Director (Civil), SJVNL
Kanwar Singh, ED, NHPC, has been selected for the post of Director (Civil),
Satluj Jal Vidyut Nigam Limited (SJVNL) at a Public Enterprises Selection
Board (PESB) meeting held on July 28, 2015. As many as 14 persons were
interviewed for the same.
None found eligble for Chairman of CPCB
The Cabinet Secretariat is reported to have rejected all the 17 candidates
shortlisted by the Ministry of Forests and Environment for the post
of Chairman Central Pollution Control Board.
Central deputation is not easy in TN ?
In the official circles, buzz is that it's not easy to get central deputation
for TN cadre officers. The state governments adopt a miserly approach
in forwarding its officials' names for deputation. If someone is empanelled
it takes weeks to relieve the officer. Many a times TN quota remains
unfulfilled.
Diptiman Das joins as CMD, EdCIL
Diptiman Das has taken over the charge as Chairman and Managing Director
EdCIL (India) Limited. Das is an IRAS officer.

Closure of Tungabhadra Steel Products approved; VRS offer to employees
The Government of India has offered Voluntary Retirement Scheme (VRS)
to the employees of HMT Tungabhadra Steel Products Limited as it has
approved closure of this Central Public Sector Enterprise (CPSE). As
many as 75 employees are still working with this CPSE.
Scheduled farewell party on retirement of Ajay Shukla cancelled
A scheduled get-together being organized by IRTS Officers' Association
on July 31, 2015 to bid farewell to Ajay Shukla, Member Traffic, Railway
Board, has been cancelled due to national mourning.
Inter-cadre deputation of IAS officer curtailed
Inter- cadre deputation of Mohammad Shahid, Personal Secretary to Chief
Minister Harish Rawat, has been curtailed. He has been asked to return
to his previous posting immediately. Shahid is a 1998 batch IAS officer
of Gujarat cadre.
IRS officer is Commissioner cum Secretary PR and Culture in Odisha
Manoranjan Panigrahi is new Commissioner cum Secretary Culture and PR
in the Odisha Government. He is 1988 batch IRS (IT) officer.
Post of Joint Secretary, NRLM vacant since April
The post of Joint Secretary, National Rural Livelihood Mission (NRLM)
under the Ministry of Rural Development has reportedly been lying vacant
since April, 2015.
MECL CMD, Dr Gopal Dhawan to return to NHPC ?
Dr Gopal Dhawan, NHPC lien, Chairman-cum-Managing Director, Mineral
Exploration Corporation Limited (MECL) is expected to return to parent
PSU, NHPC.

Need for kiosks on US line to attract youngsters
I am shocked to learn that Army has shortage of 10,000 officers. I
would suggest the Army, Navy and Air Force should start going to Colleges/Universities/Institutions
and look for the best talent. The other option is groom the children
during their 9th to 12th grade and prepare them for NDA as they prepare
for IITs etc. In any case the standards and quality should never be
compromised. We must have kiosks in markets in all the metro cities
for attracting the young ones as is popular in US and advance countries.

All sector PSU's need overhaul
PSUs of all sectors need overhaul and have needed overhaul for years
now. Why only steel?

Privatisation not a goo idea
Somebody suggested privatization as a panacea for all the ills in the
steel sector. Almost all the private sector steel plants in India are
also in very bad condition. Many of them have taken huge loans from
Banks and almost all of them are nearly bankrupt. In this situation,
it is foolish to suggest privatization as the solution for the problems
affecting steel sector. Steel industry is not in a position to fight
with cheap imports from China.

Kejriwal ji, Chief Minister, Delhi initiated a very good step in favour
of general public. At least have-nots can also take food through "JAN
AAHAR" in Delhi. Good going sir.

The CM should also introduce clean drinking water at Rs.10 per bottle

Overhaul of steel sector
Very much required as there is massive corruption in this sector. For
entry level recruitment, majority of PSUs are following GATE score,
but the steel sector PSU are following their own corrupt method. It
is a classic example. PM should look into it immediately and bring honest,
qualified to the top whether they are in DGM cadre.

Implement police reforms
In India there is one policeman for 150000 citizens against one policeman
for 900 citizens in Italy. Further, one has to look into precarious
condition of the lower level employees. It is easy to criticize the
police but one has to look into their problem. Police reforms as suggested
in the past on a number of occasions and by the second administrative
reforms commission need to be implemented at the earliest.

Most steel PSUs are on low profit
What is happening with Steel PSUs is that most of the plants are on
low profit due to bad decisions by successive Board of Director. The
much-hyped expansion program has gone for a toss. Despite heavy investments
there is no profit where as private players like JSW and Tata are doing
extremely well. They sit in Delhi and don't know what the ground reality
is happening in Bhadravati (Karnataka) plant or Bokaro plant yet they
take decision. Steel PSU's need to be reorganized in order to build
a better nation, as Steel and Cement are the lifelines of any country.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
