Karnataka Govt to pay telephone bills/servants hired by retired ACS/CS
Acting in line with the Kerala Government, the Government of Karnataka
has issued a circular authorising a payment of Rs.7,000 per month towards
telephone expenses and kind of a servant allowance to all IAS officers
who retired as Additional Chief Secretary or above.

NSIC CMD Ravindra Nath gets CMD of the
year award (UPDATED)
Ravindra Nath, CMD, NSIC, has been conferred CMD of the Year Award
for his commendable contribution in the growth of NSIC, by Bharat Nirman,

Smart Cities
The idea and the concept of developing smart cities is commendable.
However, before venturing upon such fanciful schemes, is it not necessary
that the civic authorities ensure basic infrastructural facilities to
the residents living in the chosen cities. Are the chosen cities having
proper roads as per the norms laid down by the Indian Roads Congress
and are the cities having safe footpaths for the pedestrians and space
for the cyclists to go about their business without the risk of being
hit by a speeding four wheeler or by an overenthusiastic two wheeler
rider. Is there proper drainage . Are there adequate parking facilities
for the cars and twowheelers. Aren't the pavements occupied unauthrisedly
by the school buses, cars, autorikshaws etc. Are there adequate traffic
signals and are there adequate policemen to regulate and control the
unruly and ever increasing traffic. Do the school buses and the citi
buses have fitness certificates and do they conform to the emission
norms. re the autorikshaws and taxis charging as per meter. Are there
adequate street lights? Are the roads and the streets being sweeped
on a regular basis or there are heaps of garbage everywhere making a
mockery of the Swatch Bharat Abhiyaan. ? Basics first, Sir !

Disturbing trend
A new disturbing trend has started for the last almost one year that
officers of the level of Under Secretary, Deputy Secretary and Director
have been asking for wooden tiles, flat TV with DTH connection recurring
and non recurring, costly tables, sofas, chairs, Fridge, Carpets etc
for their rooms in offices. Unfortunately D/o Expenditure has no instructions
on this issue and when one of the Deptt. asked from them for clarification
whether these comforts can be provided their answer was we have no instructions
on this and HOD has powers to spend Rs. 1 lakh. Now all Ministries are
spending this hard earned money of tax payers on the luxury of these
officers. D/o Expenditure should take a call and fix a limit on what
can be spend on these items and entitlements so that this unfortunate
wasteful expenditure be stopped and this money can be utilised for gainful
purposes. Even in putting up brass nameplates some norms should be fixed
as DEA will provide brass plate to US level officers but none else in
M/o Finance will do so, who is right who is wrong can be decided by
a simple instruction from D/o Expenditure and unfortunately the Deptt.
is shirking its responsibility. The habit of free lunch & dinner
in DEA is so rampant that all class IV staff wants to work in DEA only,
From where this Deptt is getting these funds needs to be find out. Similarly
employment of a large number of field staff in D/o Revenue and provision
of all eatables from field comes from Govt exchequer and this system
needs to be checked or stopped. This wasteful expenditure needs to be
checked and curbed. PMO needs to take a call on this as these practices
are prevalent in all govt. system.

Already in the National Service Scheme Organisation under Ministry of
Youth Affairs, one officer facing enquiry was promoted as Asst. Programme
Adviser which caused embarrassment for the senior officers later. Now
some vested interests have concealed the investigation reports of 2007
which levelled serious charges of various youth officers. They are going
to be promoted. What happened to the Investigation Report submitted
by Deputy Programme Advisers? Media is watching everything. So be careful
while processing promotion cases.

Yoga guru at National Academy of Administration, even in 1973, the then
Director Rajeshwar Prasad, IAS, & at National Academy of Direct
Taxes (IRS DT Staff College) the then Directot VR Bapat,IRS,(1946) in
1971, implemented Yoga training by engaging Yoga experts from Haridwar.
He himself taught yoga to the probationers till 2001 at Nagpur NADT.

Scrapping of this Forum where posting personal messages, spewing venom
against one cadre or the other, speaking ill-will against somebody or
the other by a select few bodes ill for this site, where posting informative
details should be of paramount importance. Perhaps Editor of this site
may see usefulness of this Forum or consider scrapping of this space
altogether so that these type of negative postings are eliminated altogether
once for all.

Disclosure of the reasons for the decision taken by the Supreme
Court
The appellant sought for the copy of judicial record related to
the case decided by the Supreme Court of India and the reasons
for some of the conclusions reached in that order. The Public
Information Officer (PIO) advised the appellant to deposit a certain
amount of money for getting the copy of the order and informed
him that it is beyond the scope of the PIO's duty to offer any
justification/explanation for the orders passed by the Supreme
Court of India. The First Appellate Authority (FAA) endorsed the
views of the PIO. The Central Information Commission rejected
the appeal observing that if there are certain conclusions in
the order, the reasons for those conclusions have to be found
out in the order itself. The PIO cannot interpret the order and
come out with his own justifications.
Comments
Explanations cannot be sought under the RTI Act. There are many
cases where the judge has not given any reasons or justification
for coming to a conclusion. The only remedy available is to go
for an appeal. However, if a case is thrown out with a single
word "dismissed" by the apex court, there is very little
option for an individual.
