33 years of GoI service
If someone joins GoI in 18-19 years of age, he will retire at the age of 51-52. He gives his prime years to GoI and retires at the age of 51-52, when his children goes to higher education/marriage age/ EMI for houses etc. It is unfair and injustice to him.

No short cuts to governance

Delhi voters may have elected the government but the government has to run according to rules and regulations framed by Parliament. Parliament is elected by people of country. So whether country is important or state that needs to be understood. There are no short cuts to Governance.

CM should stop fighting

In the fight between Delhi Chief Minister and LG of Delhi, the stance of LG that he is the Sarkar in Delhi is an insult to the voters of Delhi whose elected Government Kejriwal heads. But then the chief minister should also stop fighting with all and sundry-his own erstwhile partymen, the bureaucrats, Delhi Police, the central Government and LG and concentrate on giving good governance to citizens of Delhi within the limitations of Delhi being a Union Territory and his restrained powers. The hope of a bright future that AAP had is being frittered away by unnecessary confrontation, street protests and unbridled tongue using derogatory words like 'Thulla' for police antagonizing everyone.

Steel PSUs need to be reorganised

What is happening with Steel PSU's is that most of the plants have low profits due to bad decisions by successive Board of Directors. They sit in Delhi but don't know what is happening with Bhadravati (Karnataka) plant or Bokaro Plant yet they take decision. Steel PSU's need to be reorganised in order to build a better nation as Steel and Cement are lifelines of a country.

Help sought!

CGHS beneficiaries are still waiting the action from Health Minister to allow direct consultation in CGHS empanelled hospitals for senior citizens. As nothing is moving may I request Arvind Kejriwal to help in this regard following his own method so at least senior citizens get medical consultation at this old age without going through so many hassles. It is understood that he is also one of the CGHS beneficiaries being from Central Services.

ML Chauhan, the best solution to the pensioners woe relating to CGHS would be that we had a separate CGHS hospital attached to a Medical College in the NCR area.

Senior citizens woes

Instructions may be there, but the fact is the dispensary in-charge always says that he is not competent for that and specialist's approval may be got. For getting that one has to either go to Ram Manohar Lohia hospital or Safdarjung which is quite a travail for senior citizens. Wary of that big hassle one decides to pay the consultation fee and show to the doctor in the hospital. In empanelled hospitals though there is concessional rate of fee for the CGHS beneficiaries, availing it means the doctor will dismiss you off in a few minutes than the normal time he gives to each patient who pays full fee. In order to get satisfactory consultation one pays the full fee. So things are quite bad in CGHS as voiced by some of the surfers O.M or no O.M. It is unfortunate that those in charge are just sleeping over these complaints. Why blame the minister or the PM. What about the Health ministry officials and those of Directorate of Health Services. They do not care as they think they will never retire.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
