Retirement age
ICS officers retired at 55 or 33 years of service, whichever was earlier.
This ensured that nobody had an age advantage after entry into service.
In independent India, in the new IAS since 1948, retirement happened
at 55. In 1962, during the Indo China conflict, retirement age was refixed
at 58. Later, in the NDA raj, it became 60. The rise in retirement age
was correct, seeing the rise in life expectancy and healthier workforce.
But having no cap on serving number of years was counter-productive.
It ensured that those who gave false dates of birth at the time of matriculation
benefitted. It also ensured that the younger to join services reached
the top, regardless of relative merit. The playing field was not level
any more. An outstanding officer who joined at 25 (and whose age was
correctly written) had no scope to reach the top. The possibly less
outstanding who had joined at 23 (though actually aged 25, the beneficiary
of his/ her parents' foresight in having given lower age at matriculation)
hogged top posts. This is not to say that all who joined at later age
were more meritorious or all who joined at younger ages had falsified
their ages. However, the government had no option but to choose from
among only those who had not retired, for the top posts. Say a batch
had 10 officers. Four were outstanding, out of which one joined at 22,
three joined at 25. Six were termed "very good" but not outstanding
and all joined at 22. In this case, after 36 years, only one outstanding
officer would be left for the government to choose from for the top
posts. If the government is thinking of bringing back the ICS like retirement
clause, it may be for the good. However, the issue needs debate whether
merit based promotions or this kind of age cap could be the right kind
of reform.

CMOs not clear?
I fully agree that CGHS is run very badly n its procedures need a total
overhaul. However, to put the blame at the doors of Lady CMOs is absolutely
unfair.

It is good if retirement is either at 60 years or after 33 years of
service. It would be better the retirement is either 62 years or 35
years of service. Secondly the age limit for jobs shall be 21 years
to 35 years. This would help in eliminating fraud age affidavits and
fraud certificates and early marriages, corruption, favouritism, casteism,
regionalism, politics in government and PSUs. The country will develop
and can retain the best who are migrating to USA.

Dictations still given
I do not understand the common refrain on this channel that no officer
gives dictations nowadays. It is factually incorrect. Maybe where notes
are very brief (in some posts, that can be so), such is the case. Wherever
longer notes are to be drafted, minutes of meetings are to be taken,
proceedings are to be drawn up, cabinet notes are to be drafted etc,
dictations have to be given. One should not make absolute statements
without studying the situation.

Steel sector revenue
Private Sector Steel magnates also pay income & and other taxes
adding revenue to the government coffers. They are also indirectly the
'karta-darta of SAIL'. If they are appointed on the Board of SAIL, they
could also provide essential inputs for the benefit of the company.
China is facing crisis in the steel sector as whatever investment which
had to be made within the country has already been made helping the
steel sector. China is now dumping steel in other parts of the world.
Time has come, when the Government started disinvesting in the steel
sector PSUs one by one.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
