Bureaucracy not in tune with the Modi government
The Indian Bureaucracy mainly controlled by IAS Officers is not in tune with the Modi Government. While the Modi Government has abolished different yardsticks for different officers belonging to different services, the IAS Officers has not overcome the practice of treating themselves as elite. Recently, an ISS Officer serving under MOS&PI has been issued recorded warning just for sending a notesheet to his counterpart IAS Officer. The IAS Officer desires that he should be treated as employer and the officers belonging to ISS even if senior to him should address him as Sir and be treated as employee. Unfortunately, General V.K. Singh has no time to see these details.

RTI Act

While RTI Act has lead to transparency in many fields, the Supreme Court and High Court have tried to shield themselves from the disclosure norms which are otherwise applicable on other organizations. The courts should permit disclosure of all documents under RTI rather than asking for applying for the documents under the respective court rules and procedure. This would lead to a new wave of transparency in the working of the courts.

Misuse of RTI

RTI Act is being wrongly utilized by many applicants.Some are sending complaints and grievances with regard to product or service deficiency through RTI route. While some others are sending repeated requests without any change in then set of questions, and through online portal a particular RTI applicant has sent hundreds of same Request, which is rubbish.

Parliament canteen subsidy

There is a wrong notion under circulation on the Parliament canteen subsidy. We have around 800 MPs. Each session is between 20 and 25 days which works out to around 100 days a year. This is the period when most of the MPs attend parliament. How muchnfood these MPs can eat within this 100 days? In fact the bulk of the facilities of subsidy is availed by the staff of parliament in the name of these MPs and many of them even pack food for home. So dont blame someone blindly without knowing the facts.

There is hectic lobbying for cm post for Hyderabad based mineral PSU. Some PSU director are lobbying hard to grab this post. Will this govt end this lobbyist. Will govt erradicate lobbying and corruption. Will govt degrade such candidates?

DATE WITH RTI

Disclosure of the reasons for the decision taken by the Supreme Court

The appellant sought for the copy of judicial record related to the case decided by the Supreme Court of India and the reasons for some of the conclusions reached in that order. The Public Information Officer (PIO) advised the appellant to deposit a certain amount of money for getting the copy of the order and informed him that it is beyond the scope of the PIO's duty to offer any justification/explanation for the orders passed by the Supreme Court of India. The First Appellate Authority (FAA) endorsed the views of the PIO. The Central Information Commission rejected the appeal observing that if there are certain conclusions in the order, the reasons for those conclusions have to be found out in the order itself. The PIO cannot interpret the order and come out with his own justifications.

Comments

Explanations cannot be sought under the RTI Act. There are many cases where the judge has not given any reasons or justification for coming to a conclusion. The only remedy available is to go for an appeal. However, if a case is thrown out with a single word "dismissed" by the apex court, there is very little option for an individual.
