Who will be new Chairman of DDA ?
The post of vice-chairman in Delhi Development Authority (DDA) has fallen
vacant following the appointment of Balwinder Kumar as Secretary, Mining
in the GoI. New appointment is expected this month.
Only Vinod Zutshi from Rajasthan empanelled as Secretary in GoI
Among the five IAS officers of 1982 batch, only Vinod Zutshi, presently
on central deputation as Deputy Election Commissioner, from Rajasthan
cadre has been empanelled for the post of Secretary in Government of
India. The five IAS officers of this batch are: Vipin Chandra Sharma,
Vinod Zutshi, Nihal Chand Goel and Balkishan Meena. Besides, Pradeep
Sen has already retired from the service.

The CMD of NBCC Dr. Anoop Kumar Mittal and the Vice Chairman of DDA
Balvinder Kumar recently signed an MoU, for integrated development of
Lake View Complex, Trilokpuri, New Delhi by NBCC. NBCC had earlier signed
another MoU with DDA for development of huge East Delhi Hub, Karkardooma,
New Delhi on TOD norms.

Officers empanellment
The decesion to empanel all 37 service officers as JS in GoI before
Dec 31 by PM is highly commendable. With this, extraordinary results
are expected. Another step towards "Äcche Din".

Modi's movements
Modi's movements have become inconvenient to hundreds of employees
of Ministries and visitors who park their vehicles at Tyagraj Road.
It is highlighted hear that South Block, A-Block, B-Block, Army Headquarters,
Kashmiri House and other adjacent buildings do not have parking facility
and therefore the Govt Employees working in these buildings and the
thousand workers parks their vehicles at Tyagraj Road and lanes connected
to the road. Since, Modi has become PM the Tyagraj Road mostly remains
closed due to his movements and cause severe inconvenience to those
who park their vehicles near Tyagraj Road. This is first inconvenience
of its kind since no other dignatory have ever closed this road to cause
such inconvenience to the people working/ visiting in these buildings.

No source in recruitments
I am surprised to read comments of one BBS about recruitment in Lok
Sabha/Rajya Sabha Secretariats through 'source'. He should be aware
of the fact that recruitment is made through written examination and
interview in three stages. There is no source applied as there are 788
MPs and 80 Ministers. Impossible to accommodate source. Aspersion should
not be cast on such institutions including Supreme court and High courts
as done in this case.

Govt on a shaky wicket
One of the reasons that the Government had come on a shaky wicket is
that in offices a number of events have started taking place for advertisement.
As a result the main work and activity of implementation is seriously
suffering. Some of the Ministers/Joint Secretary & above level are
in the habit of taking regular meetings just for a drop of a hat. Without
realising whether it is necessary or not. This results in unecessay
wastage to time funds wherein people travel at Government cost to attend
meetings. For everything it is not necessary that you take meetings
harrass your subordinate level officers. For small small things for
no reason they give instructions "jara idhar aana". Many things
could be done on telephone, e-mail and video-conferencing. This attitude
of Seniors is nothing but 'inferiority complex'.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
