Choose the right bureaucrat

The performance of any minister depends to a great degree on his ability to choose the right bureaucrats. Lalloo Prasad got all kudos as Railway Minister because of his choice of a super efficient bureaucrat as his OSD. He left every function of his to this OSD and concentrated on his fiefdom of recruiting low level employees and appointing small time contractors. Going by this, Modi's recent selection of Bureaucrats to head vital ministries and Chairmen to vital bodies does not auger well for the Government. He has left the final say in all the selections to the all powerful PMO managed by a a couple of long retired bureaucrats who are playing havoc with the selection committee choices, even overturning them.

CSSS cadre

I agree with Seth. Harish Kumar seems to have nurtured some deep-rooted hatred for CSSS cadre. He should check with officers and particularly senior officers and Ministers whether they can do without Personal Staff. Officers of CSSS are highly efficient and motivated people who, work extremely hard and put in long hours of duty neglecting their own families and private life. I may also add that they have proven to be highly competent whenever they are assigned other duties, especially in Indian Missions abroad.

Useful forum

I do not agree with the views of scrapping this just because someone has been indulged in making his negative opinion open. As majority of the viewers and others who start their morning with visiting this valuable site, it is the only forum available with us to reveal our feelings and share our ideas for the welfare of the officials at large. Officials responsible for the respective cadres may make use of the ideas and convert them in the policies for the welfare of all the officers.

Yogic exercises

With reference to the information by Chandbijai about yoga training in the National Academy of Administration, I may add that the 1970 batch probationers had an option of either horse riding or yogic exercises. Some of us who opted for yogic exercises have greatly benefitted by continuing some of those exercises.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
