What happened to Soft Power?
Nehru held the view that India has little to do with the Indians who
have deserted their motherland. Vajpayee had the opposite view and a
vision that Indian diaspora will wield enormous influence all over the
world. He created the Ministry of Overseas Indian Affairs and established
formal as also emotional relationship with the diaspora. Having been
Minister of External Affairs earlier, he knew that protocol and procedure
bound MEA is too busy with urgent work and incapable of this important
work. Surprisingly, Modi is undoing the work of Vajpayee. The Ministry
has a miniscule budget. Worse, the PM has not even bothered to appoint
a Minister for MOIA. Sushma Swaraj and VK Singh who can hardly look
after the MEA are also Ministers in this Ministry, thus negating Vajpayee's
vision.

Empanelment of 1997 batch Indian Foreign Service (IFS) officers to the
rank of Joint Secretary is likely to take place in a month or two.DPC
has already taken place and the matter is now with DoPT.

as CMD, NLC
S K Acharya, Director (HR), NLC, has been selected for the post of Chairman
and Managing Director, Neyveli Lignite Corporation Limited (NLC) at
a Public Enterprises Selection Board (PESB) meeting held on March 11,
2015. As many as eight persons were interviewed for the same.
19, 676 backlog posts filled up in GoI
A total of 19, 676 backlog reserved vacancies of Scheduled Castes, Scheduled
Tribes and Other Backward Classes have been filed up in Central Government
Departments and others offices and banks under the Government during
the period April 1, 2012 to December 31, 2014.

The list of HOM's is said to be under process in the Ministry of External
Affairs.
IAS officers not interested for central deputation
The IAS officers now abstain from joining central deputation at Deputy
Secretary or Director level due to lack of facilities in Government
of India as are being provided in the State.
Cadre of Ajay Singh Tomar changed to Haryana
The cadre of Ajay Singh Tomar has been transferred from Assam-Meghalaya
to Haryana on the grounds of marriage to Ms Sangeeta Tetarwal, an IAS
officer of 2013 batch of Haryana cadre. Tomar is a 2012 batch IAS officer
of Assam-Meghalaya cadre.
'Reduce central deputation tenure of IAS officers to 7 years'
Indian Civil and Administrative Service (Central) Association has demanded
the Government of India to reduce service period required for deputation
to the Centre to 7 years from the present 9 years.
File of P C Vaish for CMD, NTC stuck up ACC
The proposal of P C Vaish, Director (Finance), NTC, is reportedly stuck
up with the Appointments Committee of Cabinet (ACC) for final approval
for his appointment as CMD of National Textiles Corporation (NTC) Limited.
Interestingly, Vaish was selected for this post on July 4, 2013.

Imaginary Interview with Sonia Gandhi
I am at Wildflower Hall for a short break. It's a lovely Hotel with
breathtaking views . I am seated on the terrace enjoying a Cappuccino.
..which would be followed by a Latte.... my two Cuppas for the first
half of the day.
Enjoying the coffee and soaking the sights and smells, when in walks
Sonia . Seeing me she gives me a wry smile and goes and occupies a corner
table .
I muster courage... after all I have interviewed her twice in the past....

The best and the worst Foreign Ministers
It is not surprising that the senior IFS officers do not consider Sushma
Swaraj and VK Singh as the worst Foreign Ministers. They do not 'interfere'
in the way MEA functions while as reported in Whispersthis Tuesday,
Foreign Affairs are in a confused state of affairs. The country needs
Foreign Ministers of calibre of at least PV Narsimha Rao if not Vajpayee.

Communication by Lt Governor of Delhi
regarding appointment of CM
The appellant sought copies of all communication made between
Lt Governor of Delhi and Mr. Arvind Kejriwal, Central Government,
Commissioner of Police & Advocate General or Solicitor Generalregarding
appointment of Chief Minister. The PIO declined disclosure claiming
exemption under section 8(1)(c) of RTI Act. The Central Information
Commission (CIC) referred to the Apex Court decision in the case
of SP Gupta vs Union of India, wherein it was held that while
the exact advice given by the Council of Ministers to the President
could not be examined by the court, the material on which such
advice was based was not excluded from the judicial purview. The
CIC held that appointing a Chief Minister of a state is an open
public activity. It is also not the case of respondent that the
correspondence between Executive Head of State and leader who
staked claim to form the Government could not be disclosed when
the decision is still in the process. No harm would cause to any
interest whether public interest, protected interest or interest
in protecting the communication sought by the appellant.
Comments
This case pertains to the time before the election of the Delhi
Assembly. It is important as it discusses what constitutes a breach
of privilege of Parliament or the State Legislature. Section 8(1)(c)
of the RTI Act says that there shall be no obligation to give
any citizen information, the disclosure of which would cause a
breach of privilege of Parliament or the State Legislature. Article
74(2) of the Constitution of India prohibits the courts from inquiring
into the question 'whether any and if so what advice was tendered
by Ministers to President'
