Whisper is EYES and EARS of Government.

Old Italian proverb...

After the game, the King and the pawn go into the same box.

What happened to Soft Power?

Nehru held the view that India has little to do with the Indians who have deserted their motherland. Vajpayee had the opposite view and a vision that Indian diaspora will wield enormous influence all over the world. He created the Ministry of Overseas Indian Affairs and established formal as also emotional relationship with the diaspora. Having been Minister of External Affairs earlier, he knew that protocol and procedure bound MEA is too busy with urgent work and incapable of this important work. Surprisingly, Modi is undoing the work of Vajpayee. The Ministry has a miniscule budget. Worse, the PM has not even bothered to appoint a Minister for MOIA. Sushma Swaraj and VK Singh who can hardly look after the MEA are also Ministers in this Ministry, thus negating Vajpayee's vision.

Imaginary Interview with Sonia Gandhi

I am at Wildflower Hall for a short break. It's a lovely Hotel with breathtaking views . I am seated on the terrace enjoying a Cappuccino. ..which would be followed by a Latte.... my two Cuppas for the first half of the day.

Enjoying the coffee and soaking the sights and smells, when in walks Sonia . Seeing me she gives me a wry smile and goes and occupies a corner table .

I muster courage... after all I have interviewed her twice in the past.... I pick up my coffee and go to her table. She looks up..

Sonia : Shoo.... I am not giving you another interview ....busy

Me: Madam in the past when you were busy and ran the Country you gave me interviews ... so why not now?

Sonia: You mean to say .... what is that word... ahaa. .. I am a Veli now. I am very busy .....I am reviving the grand old Party

Me: Madam ...why so touchy... chalo. .a coffee chit chat

Sonia : (giving amused look) Okay... now stop standing like a SPG guy and sit down

Me: What happened .......

Sonia: Elections ... you loose some and win some

Me: Madam ... sorry for the terminology. .. but seems Congress has literally got loose motions of electoral reverses

Sonia: (crinkling her nose) Well.. I am working on stopping this ...

Me: Madam.. you or Rahul?

Sonia: Me of course ... helped by Rahul

Me: But reports say otherwise... seems Rahul is in a hurry to retire you and your coterie .... now referred to by his coterie as The Foggies

Sonia: How dare..... chalo. .. in his absence his people do get edgy .

Me: But why does he keep going overseas. .. has he taken NRI status??

Sonia: Na..... I am told one of my ancestor's was a Gypsy ... I think Rahul has inherited his genes... the boy just does not sit put.

Me: Madam ji then why don't you set him free and groom someone else to run Congress .... boy... Madam he is a middle aged man

Sonia: He is just 40... Bollywood stars ..like Salman Khan... are like my Baba...

Me: Madam he's a actor.. in real life he is pretty mature

Sonia: Baloney ... he still takes pocket money from his Dad...

Me: That is his way of giving importance to his Dad.... why did you or Rahul not claim the LOP post?

Sonia: Strategy....

Me: What strategy ?????

Sonia: Well I cannot reveal it ....but trust me it is a masterstroke....Questo è scacchi politico non si capisce

Me: Wha....Madam ji ...tussi badhi achchi gupp maar lendhe ho....

Sonia: What did you say...

Me: Just responding in my Mother tongue to what you said in yours. ...

Me: Okay I hear Congress is going to take a Leftist agenda ....knowing Congress it's like switching from a Right hand to a Left hand latest Mercedes car....

Sonia: Good one.... yes if you have to cry it's better to cry siting in a Mercedes ....a left handed Mercedes ...

Me: Chalo at the end Quickfire round Madam. .....

Sonia: Crafty... from Chat to ending it like a interview....okay ....why not???

Me: One statement that harmed Congress most

Sonia : Chaiwala by Mani

Me: One big regret

Sonia: I should not have forsaken PM post

Me: 5 things you cannot travel without

Sonia : SPG ... my hair stylist ... my maid..... my wardrobe ... at least 3 from my coterie

Me: If you were to retire today

Sonia: A Indian politician only retires on the pyre

Me: What you would love to do but cannot

Sonia: Sip double shot espresso at a roadside Cafe in Rome ...without a care in the World. .ALONE... no SPG or cutler....sorry Coterie .

Me: Your dream

Sonia : (taking a deep breath) Rahul living in 7 RCR

Me: Future
Sonia: Tense

Me: Last one.... given a chance would you live this life again ?

Sonia : Ha/Hah .... now please excuse me... got to make a few calls.

I walk to my table deciphering her Ha/Hah to my last question ... did it mean a Hindi Ha or Yes... or she mockingly said No Way...Hah

The best and the worst Foreign Ministers

It is not surprising that the senior IFS officers do not consider Sushma Swaraj and VK Singh as the worst Foreign Ministers. They do not 'interfere' in the way MEA functions while as reported in Whispersthis Tuesday, Foreign Affairs are in a confused state of affairs. The country needs Foreign Ministers of calibre of at least PV Narsimha Rao if not Vajpayee.

DATE WITH RTI

Communication by Lt Governor of Delhi regarding appointment of CM

The appellant sought copies of all communication made between Lt Governor of Delhi and Mr. Arvind Kejriwal, Central Government, Commissioner of Police & Advocate General or Solicitor Generalregarding appointment of Chief Minister. The PIO declined disclosure claiming exemption under section 8(1)(c) of RTI Act. The Central Information Commission (CIC) referred to the Apex Court decision in the case of SP Gupta vs Union of India, wherein it was held that while the exact advice given by the Council of Ministers to the President could not be examined by the court, the material on which such advice was based was not excluded from the judicial purview. The CIC held that appointing a Chief Minister of a state is an open public activity. It is also not the case of respondent that the correspondence between Executive Head of State and leader who staked claim to form the Government could not be disclosed when the decision is still in the process. No harm would cause to any interest whether public interest, protected interest or interest in protecting the communication sought by the appellant.

Comments

This case pertains to the time before the election of the Delhi Assembly. It is important as it discusses what constitutes a breach of privilege of Parliament or the State Legislature. Section 8(1)(c) of the RTI Act says that there shall be no obligation to give any citizen information, the disclosure of which would cause a breach of privilege of Parliament or the State Legislature. Article 74(2) of the Constitution of India prohibits the courts from inquiring into the question 'whether any and if so what advice was tendered by Ministers to President'
