CBI radar. Sources said that after seizure more arrest will follow.

Lal
When Ajit Seth
goes in June, most senior serving IAS officer would be Madhav Lal .
1977 batch IAS officer of J & K cadre Lal would retire on July1.
If former J & K Chief Secretary Lal is appointed Cabinet Secretary,
he would continue for two years. One can only guess.
Ambassadors getting fidgety
A large number of Indian Ambassadors have completed their tenure (3
years normal; 2 years in difficult postings) and are awaiting transfer
orders. This includes those in important countries like Pankaj Saran
in Bangladesh and Amar Sinha in Afghanistan, both IFS-82. Some Ambassadors
like K. S. Bhardwaj (IFS-83; Algeria) are about to complete 5 years
simply because of delay in appointment of successor. Zimbabwe, Angola,
Syria, Cuba are awaiting India Ambassadors. Foreign Service Board with
Foreign Secretary as chairperson and other Secretaries of MEA and Commerce
Secretary as members is supposed to advise the Government in the matter.
Last year, the Foreign Secretary had asked for preference from IFS officers
for 40 posts to be filled up, giving the deadline of August 31. Before
the preferences could be taken into account, the Foreign Secretary changed.
The Foreign Minister being clueless about the relative importance of
the posts can hardly provide a cogent recommendation to the PM. In the
previous government, National Security Advisor Shivshankar Menon had
a lot of influence in the appointments; there is no such input from
the current NSA Ajit Kumar Doval. In the meantime, the PMO has cleared
promotions of superseded officers of IFS 1979 batch to the level of
Secretary on the basis of their representations while they are still
posted in very small countries, causing further problems.

Former Secretary to the Prime Minister, R Ramanujam has been appointed
Administrative Member of the Central Administrative Tribunal (CAT) in
Ernakulam. He is former 1979 batch IAS officer of Madhya Pradesh cadre.
K N Srivastava is Member CAT in Ahemdabad
Former Secretary in GoI, K N Srivastava is joining as Administrative
Member of the Central Administrative Tribunal (CAT) in Ahemdabad. He
is former 1978 batch IAS officer of Karnataka cadre.
Mallik Appointed Member CAT in Allahabad
O P S Mallik has been appointed Administrative Member of the Central

Rotational policy for CSS officers

Ministry of Human Resource & Development(HRD) has started process
to appoint Vice Chancellors in Central Universities. Ministry of HRD
has issued regular advertisement for 2-3 central universities. V Cs
posts in maximum central universities are vacant for the last 8-12 months.
P B Foreign correspondent allowances reduced?
It learnt that foreign allowances for Prasar Bharti foreign correspondents
have been cut drastically. Now IIS officers have least interest in foreign
correspondent posting. Sources said that MEA has reduced the foreign
allowances drastically by an order in 2010.

States have notified compensation scheme to
acid attack victims
On the directions of Supreme Court, almost all the States/UTs have notified
the victim compensation scheme for payment of compensation to acid attack
victims covered under Section 357A of the Cr.P.C. MHA has asked all
the states that such cases should be handled with full sensitivity and
streamline the current process for speedy and timely disbursal of compensation
money including first-aid as well as medical treatment of the acid attack
victims/patients.

Diaspora and Soft Power
Soft Power is the ability of a country to get what it wants through
attraction rather than coercion or payments. Israel is able to compel
USA to toe its line due to the extraordinary influence that Jews have
in the US. China has hard power and uses coercion (South-East Asia)
and payments (Africa). It has limited soft power; the Chinese abroad
are mostly dissidents. PV Narsimha Rao reversed Nehru's policy and described
India's relationship with her diaspora as that between mother and children.
But it was Vajpayee who put it on an institutional level. Modi is as
serious about nurturing soft power as Vajpayee was. The problem is that
he is justifiably proud of his oratory. His oratorial skills can sway
the Indian origin audience anywhere in the world; but it is not substitute
to an institutional arrangement. Modi has virtually converted MoIA into
a department of MEA. If he can't spare a Cabinet Minister, he should
at least have an MoS with independent charge of MoIA, increase its budget
allocation and keep it as far away from MEA as possible so that it is
not hampered by protocol and outdated procedures.

An extravaganza
Further sanction of op. vehicles in CBDT is an extravaganza. Even existing
vehicles are misused by the IRS. A lady officer lets her own vehicle
to the Tax department in Hyderabad, many joint Cit`s keeps the op vehicle
at home for the use of their spouses and children in Hyderabad. A joint
CIT at Vijayawada politically connected keeps the op. vehicle at Hyderabad
for personal requirement. Why waste public money like this ?

Communication by Lt Governor of Delhi
regarding appointment of CM
The appellant sought copies of all communication made between
Lt Governor of Delhi and Mr. Arvind Kejriwal, Central Government,
Commissioner of Police & Advocate General or Solicitor Generalregarding
appointment of Chief Minister. The PIO declined disclosure claiming
exemption under section 8(1)(c) of RTI Act. The Central Information
Commission (CIC) referred to the Apex Court decision in the case
of SP Gupta vs Union of India, wherein it was held that while
the exact advice given by the Council of Ministers to the President
could not be examined by the court, the material on which such
advice was based was not excluded from the judicial purview. The
CIC held that appointing a Chief Minister of a state is an open
public activity. It is also not the case of respondent that the
correspondence between Executive Head of State and leader who
staked claim to form the Government could not be disclosed when
the decision is still in the process. No harm would cause to any
interest whether public interest, protected interest or interest
in protecting the communication sought by the appellant.
Comments
This case pertains to the time before the election of the Delhi
Assembly. It is important as it discusses what constitutes a breach
of privilege of Parliament or the State Legislature. Section 8(1)(c)
of the RTI Act says that there shall be no obligation to give
any citizen information, the disclosure of which would cause a
breach of privilege of Parliament or the State Legislature. Article
74(2) of the Constitution of India prohibits the courts from inquiring
into the question 'whether any and if so what advice was tendered
by Ministers to President'
