Kuniyil Kailashnathan
Red tapism and inordinate delay is what Indian bureaucracy is known
for. But no, not here, atleast when it comes to 1979 batch Gujarat cadre
IAS officer, Kuniyil Kailashnathan, better known as KK - King Karmayogi.
A staunch Modi loyalist Kailashnathan, who has been PS to the then Gujarat
CM Narendra Modi from 2013 to 2014, is currently the Chief Principal
Secretary to Gujarat Chief Minister Anandiben Patel. Though an entrance
to his office at the CM Secretariat depends on prior appointment, you
don't have to wait to see whether you have been obliged. A simple glance
at the marble notice board tells you all. While most appointments are
done on first come first basis, once you have it, slip of your name
is pasted there on the board - so no running to and fro to confirm about
it. However, things further move smoothly, once a point to point discussion
with him 'over an issue' is over. There is no room for pendency. No
pending files either. Every visitor is not only attended to, but it
is also ensured that his/her visit is fruitful.

Only Late Arjun Singh has been recognized as a
leader who used to take full care of those officials and their families
who were loyal to him. These days the attitude of most politicians is
'use and throw'.
PM and North- East
Prime Minister Narendra Modi is in a mood to promote the interests of
the North-East. This is evident from the fact that Secretary I &
B Bimal Julka spent two days in the region. During his visit Julka highlighted
the fact that the soft power of the region would be explored through
the special plan schemes being implemented by the Films Division for
production of short films from the region. He also said that a special
section on films on Meghalaya would be introduced at IFFI this year.
He also highlighted the initiatives of the Ministry in promoting the
potential and production of films from the region.

In 1977 batch only P K Sinha is considered to be a strong candidate
for the post. 1977 batch UP cadre IAS officer Sinha is presently Secretary
power. He retires on August 1.If Sinha is appointed Cabinet Secretary
he would continue for two years. One can only guess.

Singh Bawa has resigned from the post of Managing Director, Nagaland

as well as from the additional charge of Managing Director, North Eastern
Regional Agricultural Marketing Corporation Ltd (NERAMAC). It is reported
that he submitted papers to the concerned Ministry for the acceptance.

Ms Sneha Lata Kumar will continue holding additional charge of Secretary,
Department of Official Language for a further period of two months.

N Devarani who was with central investigation unit of prohibition offences

as Sivagangai SP and the Sivaganga SP Ashwin M Kotnis has been made
Thoothukudi SP. V Vikraman SP Villupuram was posted to Tirunelveli district

DGCA approves maintenance & repair of Dornier
and Avro Aircraft at HAL(UPDATED)
HAL's Civil Aviation business got a boost with the Directorate General
of Civil Aviation (DGCA) according an approval to HAL's Transport Division
at Kanpur for maintenance and repair of Dornier (Do-228) and Avro (HS
748) aircraft. "HAL TAD Kanpur has obtained these approvals after
rigorous audit by the team of DGCA officials", says T Suvarna Raju,
Chairman, HAL. Last month, HAL bagged a major Defence contract for supplying
14 Do-228 aircraft to the Indian Air Force. HAL has so far produced
125 Do 228 and 89 HS 748. They are in service with Indian defence forces
and others. One Do 228 was exported to Seychelles in 2013. The Government
of Mauritius recently signed a contract with HAL to acquire HAL made
Dornier aircraft for maritime surveillance to guard its extensive coastline.
The Kanpur Division is now DGCA approved facility for maintenance and
repair of both Do 228 and HS-748 aircraft as per CAR-145. The CAR 145
was introduced on January 26, 2005 to harmonize requirements for approval
of aircraft maintenance organizations with that of international requirements.
The availability of type rated license holders in airframe, engine and
avionics is a prerequisite for grant of these approvals apart from adequate
facilities and documentation for maintenance and repair of aircraft.
Since type rated license holders on these aircraft were not available
in open job market, HAL's Kanpur Division undertook DGCA approved courses
in 'A', 'C', 'E', 'I' & 'R' categories. An oral cum practical test
by DGCA was then arranged for award of type rated AME licenses to the
personnel of TAD Kanpur.

Misuse of power in AERA
New Chairman of AERA will not fall in the trap of AAI. Why all financial
controls, sanctions etc. are given in the hands of AAI officials. The
relatives of AAI officials are working in AERA on contractual basis.
This is misuse of powers. New Chairman will control these irregularities
in AERA.

Welcome move
It is a welcome move that central government offices should not use
e-mail service other than that is being provided by NIC. It is not just
through yahoo and gmail, traitors can have access to your computers
and there are professional hackers who can invade your server through
other websites also. The govt. should take cognizance of this issue.
I went to one Tamil Nadu State Govt. Office where they have installed
Reginet software which prevented staff from entering undesirable websites.
Can PMO advise NIC to come out with a suitable one on similar lines
?

Rotational transfers
Rotational transfers to be done every three years for all services.
There should be no exception. There are many manipulators, who manage
to stay in the same Ministry for years together. If at all they have
to move out on promotion etc., they either manage lucrative Ministries
or they come back to their original Ministry after few months. DOPT
can find this out from their records. It is not difficult. Such manipulators
may be listed now and be posted out to non sensitive Departments.

Seeking scanned copy of specimen signature
The Appellant sought the attested photocopy of the record regarding
her specimen signature and that of her husband with the bank.
The appellant submitted a copy of PAN card to establish her identity,
however, the band called her for inspection. The appellant stated
that it was not possible for them to travel up to Mumbai for inspection
of the file due to health problems. The respondents informed that
the signatures of the appellant marked in the RTI application
did not match with the specimen signatures of the appellant present
in Bank records. The CIC directed the bank to send the scanned
specimen signatures of the appellant to the Branch head of their
Patel Nagar Branch, Gwalior who may call the appellant to verify
the identity of the appellant and show the specimen signatures
to the appellant.
Comments
The PIO should be very careful before disclosing third party information
to an applicant who claims to be the third party. The identity
of the applicant should be verified before disclosing any information
relating to or obtained from third party. The CIC has shown the
way how inspection of a document can be facilitated at a place
where the applicant is stationed.
