Girish Chandra Murmu

Red tapism and inordinate delay - what Indian bureaucracy is known for – is a taboo also when it comes to another diligent and popular Gujarat officer
Girish Chandra Murmu - an IAS officer of 1985 batch – who is Principal Secretary to Gujarat Chief Minister Anandiben Patel as also Principal Secretary Information Department.
It could be not without a reason that Murmu developed strong links with former Gujarat Chief Minister Narendra Modi over time and occupied two key roles in his government - Secretary to CM and the Secretary of the Home department.
On his toes 24x7,a well-informed Murmu, who charts on Modi's list of most favoured officers – does justice to both his roles – that of PS to Gujarat CM and Information department - most efficiently and with ultimate dexterity.
Although access to his department is not possible without prior appointment, once you are in, there is no looking back since the quick decision-maker, Murmu is pretty fast with either a yes or a no.
Settling issues on a daily basis, he leaves no files pending in his department and this might be the reason why Murmu - often quoted among his batch-mates as the right-hand of Modi – is able to handle top media persons of the country who can be seen waiting to meet him outside his chamber.

Earlier Alok Rawat was considered a strong candidate for the post. By seniority Sikkim cadre 1977 batch IAS officer Rawat was aspiring to become Cabinet Secretary. Though he has true credentials to be Cabinet Secretary his stocks have reportedly gone down in recent months. One can only guess.

DG via SS, a sure bet ?
In the corridors of power, it is said that If any senior IPS want to become DG in a Central Para Military Force (CPMF) he should join as Special Secretary in MHA. As past records of Special Secretary (SS) internal security shows that many of them became DG. . Earlier also many SS , ML Kumavat, Raman Srivastava, UK Bansal and Prakash Mishra were appointed DG of various CPOs.If trend is repeated again then the present SS has fair chance to be appointed as Director General of a CPMF. Ashok Prasad, SS,MHA chances are bright to become DG,CISF .Prasad who is an IPS of 1979 batch is A P cadre officer. Arvind Ranjan, present DG of CISF is going to retire in April this year.

Why CPOs cadre review remain pending?

If sources are to be believed, cadre review of central police organizations (CPOs) is not a priority for the govt. During last decade CPMFs size have increased many folds but staff strength not increased accordingly. That's the reason cadre review remained pending for decades. Welcome move

It is a welcome move that central government offices should not use e-mail service other than that is being provided by NIC. It is not just through yahoo and gmail, traitors can have access to your computers and there are professional hackers who can invade your server through other websites also. The govt. should take cognizance of this issue. I went to one Tamil Nadu State Govt. Office where they have installed Reginet software which prevented staff from entering undesirable websites. Can PMO advise NIC to come out with a suitable one on similar lines ?

Finance Minister: Wrong chasing


Recently Income Tax department started sending requests to deposit TDS before 31st March to show the collection in this FY. Big advertisement is being given by IT department for deposit of advance tax by 15th March which is over to-day but again showing that we have (IT deptt.)information if you buy MF of Rs. 2 lakhs, credit card expenditure of 2 lakhs etc... It shows still income tax department is chasing small tax payers not the people having taxable income more than 20 lakhs. It is wrong to say that the higher value transactions will get covered. IT department has limited resources and man power, their energy will be wasted in chasing very large number of people whose taxable income is less than 20 lakhs and they will never reach to higher income group people. Please leave tax payers of less than 20 lakhs start with people having income more than 20 lakhs and concentrate the energy in tracking these groups with limited man power and using modern technology. CPC is available to handle small taxpayers. Track business man, professionals etc. leave salaried people as their income is well known and employer takes care for TDS.

No cadre review


This is the fact that no cadre review was done since 1979. I do not know who is responsible for this but this shows the pathetic condition of officers and men in the force in regrd to thier carear management. this issue has come to light only when paramilitary officers have gone to the court for thier grievances There is heavy stagnation in the force resulting lot of discontent specially among young officers who joined the force with the dream of bright future. let us hope that Present DG and government of day to see the problem and find some solution

Situation has gone worse

It is correct that there is no Cadre review since 1989. The same batch officer from SSB is now 2IC & BSF officers are still Deputy Commandants &they will be DC,s for next 10 years where as SSB officers will be Commandants next year of the same batch.

Sad and disturbing


It is very sad and disturbing to learn that a young and bright IAS Officer D.K.Ravi of 2009 batch has allegdly comitted suicide in Bangalore.

This office was known to be extremely upright and competent and had taken on the sand mafia since he was put as DC and DM, Revenue Dept. in Kolar. There are reports that he had been receiving threats from the sand mafia and on the date of his death unknown persons visited his home.

It is time for senior IAS officers al over the country to give a deep thought to the work they are doing and whether they are doing justice to their duties by remaining scrupulously honest and taking on wrong doers. Sadly, in public perception, a vast majority of the IAS officers are busy making money by corruption and are, thereby, proving to be a disgrace to this administratice backbone service.

This is to call upon all IAS officers to decide to give up corruption and embrace honesty and integrity. This is the only way to pay tribute to a young honest officer who was forced to end his life in a tragic way.

DATE WITH RTI

Seeking scanned copy of specimen signature

The Appellant sought the attested photocopy of the record regarding her specimen signature and that of her husband with the bank. The appellant submitted a copy of PAN card to establish her identity, however, the band called her for inspection. The appellant stated that it was not possible for them to travel up to Mumbai for inspection of the file due to health problems. The respondents informed that the signatures of the appellant marked in the RTI application did not match with the specimen signatures of the appellant present in Bank records. The CIC directed the bank to send the scanned specimen signatures of the appellant to the Branch head of their Patel Nagar Branch, Gwalior who may call the appellant to verify the identity of the appellant and show the specimen signatures to the appellant.


Comments

The PIO should be very careful before disclosing third party information to an applicant who claims to be the third party. The identity of the applicant should be verified before disclosing any information relating to or obtained from third party. The CIC has shown the way how inspection of a document can be facilitated at a place where the applicant is stationed.
