A class apart from the usual bureaucrat, young and up to date, this officer means business.
Dr. JN Singh is Additional Chief Secretary, Finance Department, with additional charge of post of Revenue Department, Commissioner of Land Reforms in Gujarat. He is a 1983 batch IAS officer of Gujarat cadre. Totally occupied in meetings and conferences, his day begins and ends meeting PSs of different departments and coordinating with them. Prior to his present position, he has held the key positions in Govt. of Gujarat as well as Govt. of India and to name a few, Collector-Junagadh, Jt. Non-IFS Ambassadors towards extinction

The pattern of ambassadorial postings is changing in India with the IFS officers elbowing out eminent persons from other walks of life in these postings overturning the tradition of a mix of career diplomats and others as Ambassadors in important countries. Eminent jurists like Nani Palkhiwala, journalists like Kuldeep Nayar and former chiefs of armed forces have held Ambassadorships in important countries like UK, USA and Canada. Supercop Julio Ribeiro and eminent academicians have been ambassadors in diverse countries like South Africa, Romania, Ghana and Fiji. While other countries still follow this system (many Ambassadors in Delhi, including the one from USA, are not career diplomats), it is undergoing a change. While a large number of IFS Ambassadors are continuing in their posts beyond the usual term of 3 years, Admiral Nirmal Kumar Verma handed over charge in Canada, immediately on completion of three years as Ambassador. The post remained vacant for a long time till Vishnu Prakash (IFS-1981) joined last week.

Imaginary Meeting with a Congressman


I was in a well known Hotel Lobby ....whiling my time as I had to meet someone and there was a good one hour left for the appointment time...me and my fixation for being on time .

Went into a Bookshop and started looking around. .... in walks a very high profile Congressman ..who has worn various hats in his political career.

My mobile emits a beep .... its a News alert and I read it aloud .... Congress makes a issue of a non issue. ...this Congressman approaches me...

Congi (C): Media is not able to fathom the gravity of the situation

Me: I think the Media has already erred badly in its knee jerk reaction ... Snoopgate 2

C: It's a very grave issue ....there should be a Court Monitored SIT investigation

Me: Ha.... for a Police Officer going in his uniform and showing his ID card in order to get answers on a Proforma ...a Proforma that has been answered by 526 protectees ...why even his Mom has answered it....what is so grave man??? Vajpayee had answered it when he was PM.

C: Today Congress is shaken and stirred

Me: Oye stop seeing too many Bond movies... there are so many grave issues facing the Nation ...and for these Congress is comatose

I look disbelievingly as this guy moves out of the Book Shop... remembering a line on a FM Channel...after a freaky titbit is revealed .... Aisa bhi ho saktha hai???? If you logically analyse ...this is the only plausible answer to Congress's reaction to the Proforma

Why IAS officers want special privilege ?

Why IAS officers want special previlege like staff car or admission to Sanskriti school ? Most of them opt to come to centre to avoid difficult postings in their State and bullying by Politicians .They come for their own benefits .As far as schools for their children ,Kendiya Vidyalas has been set up specially for such tranferable officers .So why should they clamour for Sanskriti school ? Similarly in central Ministries /Departments Director/deputy secretary has desk jobs only; so why do they need staff car for themselves? Government should not succumb to their demands.

Mental agony


Brig (Retd.) US Bawa is the regular MD of National Handicrafts & Handloom Dev. Corporation (NEHHDC) and is holding additional charge of MD, NERAMAC, both CPSEs under M/o.DoNER. The Ministry of DoNER is yet to issue order of appointment to Pankaj Prasad, who has been selected as MD, NERAMAC by PESB in September 2014, for the reasons known to Ministry only. It is learnt that the DoNER Ministry is contemplating to close down NERAMAC as it is reportedly not happy with its performance but the support DoNER Ministry had extended to NERAMAC to achieve its set objective needs to be studied. The basic reason appears to be that the Ministry had received umpteen number of complaints against the then MD of NERAMAC after he had placed one of the General Managers under suspension and also terminated services of a contract employee. Both these disgraced employees wanted to dislodge the CMD whose name was recommended by Ministry itself for a second term. The Ministry however could not complete the enquiries into these complaints for the last over three years which resulted in to a situation when PESB has to look for other candidates for the appointment of MD NERAMAC. Who can compensate him for the mental agony he has been made to face?

Sad story of IAS.


Fully agree with views expressed by Manu Ashar about the suspicious death of IAS D K Ravi. It is very unfortunate that the IAS Officers Association which should be taking the lead in completely changing the work and ethic culture of the cadre in a systematic and sustained way which can change the face of India, has utterly failed in its duties. It seems to be only concerned with the personal issues of the officers vis-a-vis government and does not have the will to change the members' approach. May be the office bearers themselves are completely overwhelmed by the corrupt culture in which they work.

Seeking scanned copy of specimen signature

The Appellant sought the attested photocopy of the record regarding her specimen signature and that of her husband with the bank. The appellant submitted a copy of PAN card to establish her identity, however, the band called her for inspection. The appellant stated that it was not possible for them to travel up to Mumbai for inspection of the file due to health problems. The respondents informed that the signatures of the appellant marked in the RTI application did not match with the specimen signatures of the appellant present in Bank records. The CIC directed the bank to send the scanned specimen signatures of the appellant to the Branch head of their Patel Nagar Branch, Gwalior who may call the appellant to verify the identity of the appellant and show the specimen signatures to the appellant.


Comments

The PIO should be very careful before disclosing third party information to an applicant who claims to be the third party. The identity of the applicant should be verified before disclosing any information relating to or obtained from third party. The CIC has shown the way how inspection of a document can be facilitated at a place where the applicant is stationed.
