AAP in Government.
M. N. Buch, the renowned expert on urban development has exposed the populist platform of Kejriwal which will certainly lead to more corruption. Moreover, Delhiwallahs need to pause and think that in a country where a lot of people do not get 40 litres per capita per day of water, does it make sense to receive 20,000 litres of water per month free of cost. Same applies to subsidised electricity of 400 units per month. Only the extremely degenerate householders should accept free water. It is difficult to guess the contribution of various factors that led to AAP getting 53% votes. But if Delhiwallahs voted for Kejriwal to get free water, they should be ashamed of themselves.

I fully agree with MN Buch's observations. The new scheme announced by AAP govt. is going to benefit the meter readers and touts. They will doctor the readings. Further Lakhs of Delhi residents don't have metered water connection; so no benefit for them. Similarly others living in society buildings will not get the benefits.AAP is only fooling people.

Corporates dictating appointments in PSUs

The appointments of Maharatna PSU units Chairman and Directors etc for the past two decades are done by the corporate houses. Even the promotions in these Maharatna PSU's are dictated by the Corporates. A day after retirement they are of the rolls of Corporates. The honest and sincere will not even reach the level of DGM cadre. PM should get it investigate and there should be reshuffle and also maintain a regional balance in these areas where leakages can be arrested.

The Department of Administrative Reforms & Public Grievances deals with the subject of administration of Central Secretariat Manual of Office Procedure. The paragraph of No.116 of the manual deals with the subject of 'communication of official information and documents'. The Secretary of the Department was not called for the Committee of Secretaries meeting held on 25.02.2015 regarding leakage of official documents /information. What is cooking? Is there a move to wind up the Department?

Rajasthan's bad luck

The race for DGP in Rajasthan has soured. The send off party was grim and tightlipped. Officers were not even in speaking terms. One of the lowest days for IPS in Rajasthan. So the state in a path of trajectory does not have a good DGP to lead the force. The silence of the CM appears to be appropriate. Wish it would continue for some more days.

Copies of the TA / DA & LTC bills

The appellant sought information regarding TA / DA & LTC bills claimed by Shri Achal Kumar Gupta, Managing Director of the State Bank of Patiala which was denied by the Public Information Officer citing Section 8(1)(d) and (j). The Central Information Commission (CIC) referred to the judgment of the Hon'ble High Court of Punjab and Haryana and ors in Civil Writ Petition No. 4930 of 2011 and ruled that the copies of TA bills etc. would clearly be in the nature of personal information and not relatable to the discharge of the duties in official capacity. The CIC directed to provide the date of travel and the amount reimbursed.

Comments

The quantum of payment made to a public servant is liable be made public. However, in case of a LTC travel, the place visited and the details of the family members are exempt from disclosure by virtue of being personal information.
