Vipul Mittra
A career bureaucrat, IAS officer, Vipul Mittra is much known for roping
in Bollywood superstar Amitabh Bachchan in his advertisement campaign
as Brand Ambassador of Gujarat. The highly successful campaign is now
referred to as 'The Bachchan campaign', and is carefully studied in
many B-Schools of Gujarat.
A Modi confidante, Mittra has always been a straightforward man who
believes in completion of tasks effectively and without any delay. His
daily routine generally involves a series of meetings, clearing files
and meeting visitors. Mittra is currently the Director General of Sardar
Patel Institute of Public Administration, Ahmedabad and has worked on
various assignments for both State & Central Government.
On the personal front, Mittra has managed to pursue his passion for
writing despite the time consuming hours and pressures of being a bureaucrat.
He recently published his first novel, 'A Pyramid of Virgin Dreams,'
a fictional account of life in the bureaucracy with all its farces,
inefficiencies and servitude. The book has become quite popular and
has already had five reprints since its launch in February, 2011.

done as per new Visa Agreement between India and Pakistan signed on
8th September, 2012 .

HAL integrated Astra Missile launched from
SU-30MKI aircraft (UPDATED)
Astra, India's first indigenous Beyond Visual Range (BVR) air-to-air
missile integrated by HAL on Su-30 MKI aircraft was successfully launched
yesterday from Chandipur, Odisha. "The successful launch is an
important milestone in enhancing the armament capabilities of Su-30MKI
aircraft. HAL played a vital role in this project in designing and developing
the modification scheme for integration of the missile with aircraft
navigation, aiming and weapon systems. HAL has also designed the Flight
Test Instrumentation (FTI) for data acquisition from aircraft sensors
and online telemetry of aircraft data for real-time monitoring of aircraft
handling qualities", said T Suvarna Raju, Chairman, HAL. The challenging
task was carried out by HAL with support from Indian Air Force, DRDO
and other agencies. Prior to the live launch, rigorous Captive Flight
Tests (CFTs) were carried out by IAF with the support from HAL. The
CFT trials were carried out in three phases to assess the aero-structural
and mechanical integrity for carriage, validation of Weapon Control
System and its electrical and avionic interfaces with missile and performance
of missile system in transmission and reception mode of missile seeker
respectively. The first live launch was carried out on May 4, 2014.
This is another step of continuous endeavours by HAL towards achieving
self-reliance and realizing the "Make-in-India" theme a success
with DRDO as its key partner in fulfilling India's defence needs.

Federation Of Karnataka Chambers of Commerce & Industry(FKCCI) conferred

Walk the talk, Prime Minister
There have been some incidents of attack/desecration /damage of churches
or Christian Institutes in the few weeks .It has generated some fear-may
be unfounded one-that the minority is under attack. Coupled with these
incidents are the statements of some dignitaries of political outfit
or so called cultural organization that give reason to believe that
the minority community is under watch and it feels threatened. The incidents
happened in Delhi, Haryana, West Bengal etc. Although the PM did make
it clear in a congregation of Christians and also in the Parliament
that there is only one policy i.e. India First and all religions have
freedom to propagate their faith. I recollect that when Atal Behari
Vajpayee was PM some incidents of damaging some churches was reported
from tribal area of Guajrat. The site was visited by the then PM although
the places were only huts of tribals which were converted to churches
by placing CROSS and JESUS. No old or established church was damaged.
This visit created the confidence among minority community and also
the State realized the gravity of the matter and the incidents stopped
thereafter. I feel that the views expressed by Modi would prove more
soothing and create confidence among the Community if he visits any
of these places .If he is too busy with his foreign tours ,the Home
Minister may do so .It will generate a lot of goodwill among the community
and also the message would go to the states to take such incidents seriously.
Apart from visit, the Home Ministry may issue an advisory to all state
Governments to draw a security plan to guard religious places of Christians.
The plan should be devised in consultation with the Christian Community
and it should be a joint plan wherein the responsibility is shared between
Security forces and the community.

Secy level posts in GOI on 17.3.15. Officers of other Gp A org services
of 2 years older batch i.e. 1995 can now get non-functional upgradation
in pay only, not post or emapanelemnt. Why are Group A technocrats of
organised Engg services (IES)discriminated to get this benefit 2 years
AFTER their IAS counterpart has availed benefits in pay as well as empanelment.
Why this pre-1947 Britisher attitude in existence now also in independent
Bharat?

Why the facility of vehicle transport should not be provided to all
Central Services. It is not a luxury to provide hired vehicle. Of there
should be checks and balances by the controlling bosses unlike what
happened in CBDT as somebody pointed in your columns.

Misuse of Vehicles in CBDT
Apropos some comment on misuse of vehicle in CBDT, in Hyderabad, it
is is a fact that bureaucrats in all departments rampantly misuse vehicles.
One can find Govt.vehicles during office hours in commercials areas
in all big cities. The Govt. should make one accountable for such brazen
misuse of vehicles. Unfortunately like red light cars Govt vehicles
have become a status symbol in India, mostly in Delhi.

Apropos to the comments regarding central government offices should
not use e-mail service other than that is being provided by NIC. It
is to inform that Indian Council of Forestry Research and Education
(ICFRE) and its institutes website email are totally managed privately.
Even though the ICFRE is a central government office of MoEF. Where
is the order of PM followed. It seems many of the order of PM and FM
are in file.

Seeking scanned copy of specimen signature
The Appellant sought the attested photocopy of the record regarding
her specimen signature and that of her husband with the bank.
The appellant submitted a copy of PAN card to establish her identity,
however, the band called her for inspection. The appellant stated
that it was not possible for them to travel up to Mumbai for inspection
of the file due to health problems. The respondents informed that
the signatures of the appellant marked in the RTI application
did not match with the specimen signatures of the appellant present
in Bank records. The CIC directed the bank to send the scanned
specimen signatures of the appellant to the Branch head of their
Patel Nagar Branch, Gwalior who may call the appellant to verify
the identity of the appellant and show the specimen signatures
to the appellant.
Comments
The PIO should be very careful before disclosing third party information
to an applicant who claims to be the third party. The identity
of the applicant should be verified before disclosing any information
relating to or obtained from third party. The CIC has shown the
way how inspection of a document can be facilitated at a place
where the applicant is stationed.
