It is fascinating to find that this informative website has sustained unabated for over 14 long years and has consistently provided valuable insights and updates for the civil service community in the country.In fact for me and many others it has become akin to a daily diet and lately twice a day. Congratulations. You must now start a column on AIS rules and citations such as new LTC rules for SAARC nations etc. Issues of common interest like the CGHS must also be flagged regularly. Just like the RTI column, this will be of great service to the serving officers.Your website is not just an information window but truly a public service movement. Best wishes. Will black sheep be caught?
It is said that for the first time the government of India has entrusted the inquiry of espionage/ leakage of classified datas from various ministries/ departments to various investigating agencies. If sources are to be believed the PM has taken such lapses very seriously and asked the related ministries for multi layer inquiry so that black sheep could be eliminated. It is said that IB,CBI,ED and Delhi Police are investigating such sensitive cases through various angles. Only time will tell what will be outcome of these inquiries?.

Anthony de Sa receives National Award for Excellence in Public Service

Anthony de Sa was awarded the Skoch National Challenger Award 2015 for Excellence in Public Service, in particular for his role as Chief Secretary of Madhya Pradesh since 2013. He received the Award from Jayant Sinha, Minister of State for Finance, Govt of India, in the presence of Vijay Kelkar and N K Singh (both former awardees), and Yashwant Sinha, who received the Lifetime Achievement Award. The National Challenger Awards were instituted in 2003, and former awardees include C B Bhave, Sam Pitroda, Sudha Pillai, Montek Singh Ahluwalia, Nandan Nilekani, Chanda Kochar, C Rangarajan, Deepak Parekh and Wajahat Habibullah.

SAIL issues 'SAIL Vigilance Manual 2015' (UPDATED)
As a proactive measure of revising and updating all its manuals and procedures, SAIL today issued the "SAIL Vigilance Manual 2015" incorporating latest CVC guidelines on tenders, disciplinary proceedings etc. The manual was released by C S Verma, Chairman, SAIL in a ceremony attended by Directors and Chief Vigilance Officer of SAIL. Speaking on the occasion, Chairman SAIL commended the performance of the SAIL Vigilance and its positive approach in bringing in more transparency in the system. CVO, SAIL thanked the management for the support extended to SAIL vigilance to carry out its functions in a fair and transparent manner.

Transfers orders of 298 CSS officers cancelled (UPDATED)
The transfer orders of 298 officers belonging to Central Secretariat Service (CSS) have been cancelled and will continue in their present Ministry/Department as they could not be relieved, due to some technical reasons in December 2012 and February 2013.

Examine functioning of CBSC

CBSE (an autonomous body under HRD MINISTRY ) is an example where one person in connivance with Political bosses has made it an organisation for serving the interest of few individuals/agencies. Yesterdays Maths paper fiasco is also an example of appointing wrong persons in key areas of the board .Government should appoint a committee to examine the functioning of CBSE particularly the decisions taken/appointments made during UPA regime and take appropriate action.

Avoiding discrepancy needed


With 7th pay commission recommendations likely to be implemented with effect from Jan 1, 2016, the retirees after Jan 1will get almost double the amount on retirement compared to those retiring now. This will be on account of sharp difference in gratuity ceiling and commutation (given high DA components prevailing). An interim arrangement of merging DA for the purpose of commutation and enhancement of ceiling in gratuity is called for immediately.

Strange trend in transfer posting of ADG level officers

Recently a strange trend is seen regarding transfer posting of ADG level officers in MOS&PI. Whenever the seniormost officer is going to retire in Delhi, one ADG is transferred out of Delhi to Kolkata for few months if not days, and after the retirement of the officer in Delhi, the officer posted on transfer from Delhi to Kolkata is again transferred back to Delhi. On both the occassions the officer is getting all monetary benefits amounting to lakhs of rupees from Government expenditure, which should be noted very minutely by the present Modi Government, as the present Government is very serious in dealing with unnecessary expenditure of Government money. It is prime time the Government should think over the of the winding up present MOS&PI as it has done with Planning Commission. Even Planning Commission was yielding some result for the country, but what the MOS&PI is yielding? Its job can be outsourced from the other agencies. Is the present government is serious in this matter ?

Disclosure of action taken on a complaint

The appellant had filed a complaint against a government official and he sought information about the action taken on those complaints. He sought copy of final order issued against the chargesheet and asked whether the administrative warning given to the employee will have any impact on his career. The information was denied under Section 8(1)(j) of the RTI Act citing Hon'ble Supreme Court's decision in Girish Ramchandra Deshpande's matter claiming that in absence of larger public purpose, the same is exempt from disclosure. The appellant argued that being the complainant, he is not a third party and the judgment in Deshpande's matter does not apply to the appeals on hand before the Central Information Commission (CIC). The CIC observed that though the complaint was lodged by appellant, it relates to a third party (viz. the government employee). The CIC ruled that the action taken on a complaint by the department is information of personal nature relating to the employee and as no larger public purpose has been demonstrated by the appellant, the same is exempt from disclosure under Section 8(1)(j) of the RTI Act.

Comments

Different benches of the CIC have taken contradictory stand in the past whether information related to action taken on a complaint should be provided to a complainant. Some benches have directed to provide the broad outcome of the outcome of the complaint. Hopefully, a uniform approach would now taken by all the benches.
