ESIC to continue running Medical Colleges,
says Shri Bandaru Dattatreya
Bandaru Dattatreya, Minister of State for Labour & Employment (I/C),
Govt. of India has informed that the ESIC would continue with already
running three Medical Colleges at Rajajinagar, Bangalore (Karnataka),
K K Nagar, Chennai (Tamil Nadu), Joka, Kolkata (W.B.) and one Dental
College at Rohini (Delhi). He further informed that the ongoing PG courses
would also continue on similar lines. Minister of State for Labour &
Employment (IC) was addressing a Press Conference on March 23on this
issue at the Union Labour & Employment Ministry, New Delhi. Shankar
Aggarwal, Secretary, Labour & Employment Ministry and Anil Kumar
Agarwal, Director General, ESIC were also present in the Press Conference.
Dattatreya also said that ESIC will not undertake any more Medical Education
Projects. The Minister also said that ESIC will focus on its core function
of providing social security to IPs. Presently, ESIC is running 4 Medical
Colleges and one Dental College. Besides this, 8 more Medical Colleges
are under construction. The core function of ESIC is to provide social
security i.e. cash benefit and medical benefit to the Insured Persons
under the ESI Scheme. It was felt that it would help the ESIC in concentrating
at its core function if the ESIC exited from the field of Medical Education.
Accordingly, the ESI Corporation in its 163rd meeting took a decision
to exit from Medical Education and, a decision in this regard was communicated
to all concerned in January, 2015. This decision had fully protected
the interest of students and most of other stakeholders. However, the
students continued to have some apprehensions in this regard. Several
representations from Member of Parliaments, parents of students, public
representatives and general public were received. In the 164th meeting
of the Corporation also, it was reiterated that the interests of the
students as well as the Insured Persons should be protected. Therefore,
a revised Circular was issued last week stating that ESIC would continue
to admit students at its already running four Medical Colleges and one
Dental College. ESIC is continuing its efforts to transfer other Medical
College projects to State Governments concerned. Letters containing
revised terms and conditions have been issued to the concerned State
Governments with the request that their reply may be sent to the Central
Govt. within the next 15 days failing which it would be presumed that
they are not interested in taking over these projects and thereafter,
effort will be made to run these Medical Colleges under PPP Model etc.

Refixation of pension
Retirees on pay revision do not go below minimum of the scale from which
they had retired. It should also protect them from not falling below
the top of next below scale so that people retiring prior to revision
in a grade get not lower pension then those retiring from a lower scale
after revision.

Conduct CBI probe
PESB's selection of Chairman & Directors of Mahartna PSU's and Navratna
and Mini Ratna PSU's is not proper. They simply rely on the data given
by PSU's & Ministries. Many are having political connections and
are of dubious character. It should refer to vigilance agencies like
CBI. PMO should take a note of it .

Why senior posts not available to IFS officers ?
I am in complete agreement that why are senior level posts, of AS or
Secretary-level, in Ministries or areas where international relations
is an important determinant, like Commerce, Defence, Petroleum and DEA
not available to IFS officers? Why are they non-existent, forget about
being extinct ?
IFS officers being toppers, genius, open to global living, more trained
in all spheres of life, deserve better treatment. Of course Dead wood
certainly exist in IFS too. I think like Defence, there should be no
reservation in the foreign service and area specific professionals may
also be recruited at JS level too.

Disclosure of action taken on a complaint
The appellant had filed a complaint against a government official
and he sought information about the action taken on those complaints.
He sought copy of final order issued against the chargesheet and
asked whether the administrative warning given to the employee
will have any impact on his career. The information was denied
under Section 8(1)(j) of the RTI Act citing Hon'ble Supreme Court's
decision in Girish Ramchandra Deshpande's matter claiming that
in absence of larger public purpose, the same is exempt from disclosure.
The appellant argued that being the complainant, he is not a third
party and the judgment in Deshpande's matter does not apply to
the appeals on hand before the Central Information Commission
(CIC). The CIC observed that though the complaint was lodged by
appellant, it relates to a third party (viz. the government employee).
The CIC ruled that the action taken on a complaint by the department
is information of personal nature relating to the employee and
as no larger public purpose has been demonstrated by the appellant,
the same is exempt from disclosure under Section 8(1)(j) of the
RTI Act.
Comments
Different benches of the CIC have taken contradictory stand in
the past whether information related to action taken on a complaint
should be provided to a complainant. Some benches have directed
to provide the broad outcome of the outcome of the complaint.
Hopefully, a uniform approach would now taken by all the benches.
