NMDC conferred with National Safety Award

NMDC Limited, Hyderabad has been bestowed with "National Safety
Award (Mines) for the year 2011 for its Bailadila Iron Ore Mine, Bacheli
Complex for the Longest Accident Free Period. The award was received
by Narendra Kothari, Chairman-cum-Managing Director, NMDC Limited and
P R G Nair, Senior most nominated workmen representative from President
of India, Pranab Mukherjee at the presentation ceremony of the National
Safety Awards (Mines) for the year 2011 & 2012 held at New Delhi
on March 20, 2015. The award was received in presence of the Minister
of State for Labour and Employment (Independent Charge), Bandaru Dattatreya
and other dignitaries. Kothari said that this award is towards recognition
to NMDC for implementing most scientific methods of mining at all projects
to ensure zero accidents. NMDC is producing more than 30 million tonnes
of iron ore from its highly mechanized mines i.e. BIOM, Bacheli Complex;
BIOM, Kirandul Complex and DIOM & Kumaraswamy, Donimalai. It also
operates mechanized diamond mine at Panna, Madhya Pradesh. NMDC has
obtained OHSAS 18001:2007 accreditations for all its production mines.

Extinction of non-IFS Ambassadors
A large number of non-IFS officers are posted in our foreign embassies
- Railways, RAW, Armed Forces, Education, and so on. This is so because
modern day diplomacy is more than protocol and procedures, things in
which the IFS officers specialise. The largest number of officers is
from the Commerce Ministry as this ministry deals with foreign trade.
When the Ambassador is an IFS officer, these officers are usually treated
badly. They find it difficult to get various ludicrous allowances that
IFS officers get (like gardening allowance even if you have some flower
pots in a high rise apartment), parking slots in the embassy compound
and so on. The officials in the host country find it odd that Indian
Ambassadors treat some of their own officers as second class citizens.
Often the host country officials do not take them (non-IFS officers)
seriously which is not in the interest of our country. It would be better
to have eminent non-IFS persons as Ambassadors in big countries (like
US/UK) and important places (like Brussels). Such an eminent person
will also be able to transcend the moth-eaten bureaucracy of MEA provided
he/she has the confidence of the Prime Minister.

and there. They do not want to work in AAI, but only want FAT salary
from AAI. Chairman should take strict steps for those employees.

Problem is not unique to MOFPI
The problem is not unique to MOFPI. A number of Government servants
who have a nice base in the NCR Region, at the time retirement say that
they are going to settle with the Son in Hyderabab, Bangalore etc. They
take lakhs as Travel Allowance of themselves and their family members.
They also take huge amount for shifting their goods to the place where
their son stays. But immediately they come back to NCR Region and take
up Consultancy appointments etc. In this case the condition should be
that the individual prior taking all the dues should also get a CGHS
Card prepared of the place where his or her son stays. For places where
there is no CGHS facility the AMA Rules should prevail.

Disclosure of action taken on a complaint
The appellant had filed a complaint against a government official
and he sought information about the action taken on those complaints.
He sought copy of final order issued against the chargesheet and
asked whether the administrative warning given to the employee
will have any impact on his career. The information was denied
under Section 8(1)(j) of the RTI Act citing Hon'ble Supreme Court's
decision in Girish Ramchandra Deshpande's matter claiming that
in absence of larger public purpose, the same is exempt from disclosure.
The appellant argued that being the complainant, he is not a third
party and the judgment in Deshpande's matter does not apply to
the appeals on hand before the Central Information Commission
(CIC). The CIC observed that though the complaint was lodged by
appellant, it relates to a third party (viz. the government employee).
The CIC ruled that the action taken on a complaint by the department
is information of personal nature relating to the employee and
as no larger public purpose has been demonstrated by the appellant,
the same is exempt from disclosure under Section 8(1)(j) of the
RTI Act.
Comments
Different benches of the CIC have taken contradictory stand in
the past whether information related to action taken on a complaint
should be provided to a complainant. Some benches have directed
to provide the broad outcome of the outcome of the complaint.
Hopefully, a uniform approach would now taken by all the benches.
