Additional funds to the States/UTs
On account of the recommendations of the 14th Finance Commission the
Centre has allocated additional funds to the States/UTs during the budget
of 2015-16. The biggest casualty is the Central Plan allocation for
Ministries/Departments. No Ministry/Department will be able to carry
forward there projects/schemes. On the other hand the extra funds allocated
to the States/UTs will be good source of obtaining kick-backs from the
implementation of schemes by irresponsible states like Uttar Pradesh,
Telengana etc.

Total chaos in RML Hospital
You may have served the Government for 35-40 years and retired after
holding a respectable post in the Government. All these days you may
be having a great sense of satisfaction but all this is brought to naught
once you are required to visit a specialist in RML Hospital. It is total
chaos and after days of attempts one is able to see the specialist who
in a hurry would recommend some tests or a procedure to be carried out
in a CGHS approved hospital.
In all this process, the most painful part is getting to see a specialist
in RML Hospital which is mandatory and torturous particularly when you
are unwell. All bureaucrats would have suffered like this but still
the system does not see any improvement. Wonder why?

Disclosure of action taken on a complaint
The appellant had filed a complaint against a government official
and he sought information about the action taken on those complaints.
He sought copy of final order issued against the chargesheet and
asked whether the administrative warning given to the employee
will have any impact on his career. The information was denied
under Section 8(1)(j) of the RTI Act citing Hon'ble Supreme Court's
decision in Girish Ramchandra Deshpande's matter claiming that
in absence of larger public purpose, the same is exempt from disclosure.
The appellant argued that being the complainant, he is not a third
party and the judgment in Deshpande's matter does not apply to
the appeals on hand before the Central Information Commission
(CIC). The CIC observed that though the complaint was lodged by
appellant, it relates to a third party (viz. the government employee).
The CIC ruled that the action taken on a complaint by the department
is information of personal nature relating to the employee and
as no larger public purpose has been demonstrated by the appellant,
the same is exempt from disclosure under Section 8(1)(j) of the
RTI Act.
Comments
Different benches of the CIC have taken contradictory stand in
the past whether information related to action taken on a complaint
should be provided to a complainant. Some benches have directed
to provide the broad outcome of the outcome of the complaint.
Hopefully, a uniform approach would now taken by all the benches.
