CBI arrests MD of a private firm in Bhopal

Service call on President
A group of probationers of Indian P&T Accounts and Finance Service
of 2013 and 2014 batches and Indian Postal Service of 2014 batch called
on the President of India, Pranab Mukherjee on March 26, 2015 at Rashtrapati
Bhavan. Speaking on the occasion, the President congratulated the probationers
on having cleared one of the toughest competitive examinations i.e.
the civil services, which speaks of their academic excellence. He stated
that government service provides them an opportunity to serve the people
of this great country. He advised the probationers that their job as
public servants is to deliver service. They are an important part of
the socio-economic transformation of the nation. He said that the Indian
Postal system is one of the institutions that has helped bring the people
across the length and breadth of the country together. Over the years,
the Department has assumed its own character and ethos. The probationers
of the Indian Postal Service and the Indian P&T Accounts and Finance
Service are presently undergoing professional training at the Rafi Ahmed
Kidwai National Academy, Ghaziabad and the National Institute of Communication
Finance, Ghaziabad respectively. Senior officers from minstry of communication
and IT including DG NICF BBSingh , DDG Ajay Kumar , Director Ms Aparajita
Sharma, Director Postal Academy Bishoi were present on the occasion.

Appoint Judges as Information Commissioners
Unless we appoint Judges as Information Commissioners and Chief Information
Commissioners RTI will not be very effective in pursuing corruption
cases. Even the complainant will not know how his case has been covered-up.

Tension of Land Acquisition Act not over
As of now the tension of Land Acquisition Act has not been over for
NDA Govt and the new one "LAND POOLING Policy" in Delhi is
ready to come. The experts say that it is full of corruption and this
single one will be the bigger than any scam of UPA regime. It involves
thousands of acres of Delhi land and benefit sharing to the builders.
It requires thorough examination. It can collapse the whole infrastructure
of Delhi. But the vested interests of politicians, builders and bureaucrats
right from UPA govt are still active to through this scheme in haste.

Disclosure of action taken on a complaint
The appellant had filed a complaint against a government official
and he sought information about the action taken on those complaints.
He sought copy of final order issued against the chargesheet and
asked whether the administrative warning given to the employee
will have any impact on his career. The information was denied
under Section 8(1)(j) of the RTI Act citing Hon'ble Supreme Court's
decision in Girish Ramchandra Deshpande's matter claiming that
in absence of larger public purpose, the same is exempt from disclosure.
The appellant argued that being the complainant, he is not a third
party and the judgment in Deshpande's matter does not apply to
the appeals on hand before the Central Information Commission
(CIC). The CIC observed that though the complaint was lodged by
appellant, it relates to a third party (viz. the government employee).
The CIC ruled that the action taken on a complaint by the department
is information of personal nature relating to the employee and
as no larger public purpose has been demonstrated by the appellant,
the same is exempt from disclosure under Section 8(1)(j) of the
RTI Act.
Comments
Different benches of the CIC have taken contradictory stand in
the past whether information related to action taken on a complaint
should be provided to a complainant. Some benches have directed
to provide the broad outcome of the outcome of the complaint.
Hopefully, a uniform approach would now taken by all the benches.
