Mandatory requirement of Passport for Seamen

Indra Mani Pandey presently Deputy Chief of Mission in Embassy of India,

Vikram Kumar Doraiswami, presently Ambassador of India to Uzbekistan,

IAS officer to lead team
2011 batch IAS officer of Sikkim cadre Ravindra Kumar will lead a nine-member

RWWCO honouurs 35 Railway women employees
Mrs Rashmi Mital, President, Railway Women's Welfare Central Organisation
(RWWCO) felicitated 35 railway women employees for their outstanding
performance during 2014-15, at a function held in New Delhi. RWWCO honours

Book on role of District Collectors published
A book 'District Collectors: Recollections and Reflections' co-edited
by Ramesh K Arora and C K Sardana has been published. The book is all
about a district collector who has been depicted as an entrepreneur
with a mission. Perhaps no other position in the Indian Administrative
system is as challenging as that of a district collector. In the Foreword,
B K Chaturvedi, former Cabinet Secretary says 'I am sure the experiences

Fast and Furious wins CRPF Cup Race-2015
Fast and Furious won CRPF Cup Race-2015 Delhi Race Club in which 7 Horses
participated. Black Pink secured second position while Gucci Water and
Sweet Sofia came third and fourth respectively. Kishore Jha, ADG, CRPF,
the Chief Guest, presented CRPF Cup to the trainer of Fast and furious,
S Nawab. He also gave away winner's prize to the Jockey K Narendra Kumar.
C S Verma re-elected as Chairman of SCOPE
C S Verma, Chairman, SAIL has been re-elected as SCOPE Chairman for
the second consecutive term with an overwhelming response in his favour.
SCOPE elected a new Executive Board which will assume office with effect
from April 1, 2015. SCOPE, is an Apex Body of the PSEs in the country,
representing all the Central Public Enterprises, a few State Government
Enterprises and some nationalised banks as its members.

Nine year itch in IFS
Will 2015 be as bad for MEA as 2006 when Secretary level IFS officers
created ruckus all over the world? That year India's Ambassador to New
Zealand Harish Dogra (IFS 1972) made serious allegations against the
then Foreign Secretary Shyam Saran. Dogra's batchmate, Rakesh Kumar
was charged by CBI for human trafficking. Ambassadors in UAE (IFS 1975)
was hauled up for misconduct and his counterpart in Kyrgyzstan (IFS
1974) had even more serious charges against him. R.K.T. Arasu, was recalled
from Malaysia allegedly on grounds of misusing his position to help
illegal migrants land jobs. The Prime Minister of New Zealand described
the situation at the time as "most unusual - I can't recall anything
like it". In 2015, some Secretary rank officers are indulging in
worse activities with impunity abroad. In one European country, the
Indian Ambassador is loathed by the foreign office there and the public
prosecutor has opened an enquiry against him. In 2006, PM Manmohan Singh
was also the Foreign Minister. To his credit he knew what was going
on and expressed his anguish from time to time. In 2015, the Foreign
Minister, MOS or the Foreign Secretary know nothing what is going on,
especially in small countries.

Disclosure of action taken on a complaint
The appellant had filed a complaint against a government official
and he sought information about the action taken on those complaints.
He sought copy of final order issued against the chargesheet and
asked whether the administrative warning given to the employee
will have any impact on his career. The information was denied
under Section 8(1)(j) of the RTI Act citing Hon'ble Supreme Court's
decision in Girish Ramchandra Deshpande's matter claiming that
in absence of larger public purpose, the same is exempt from disclosure.
The appellant argued that being the complainant, he is not a third
party and the judgment in Deshpande's matter does not apply to
the appeals on hand before the Central Information Commission
(CIC). The CIC observed that though the complaint was lodged by
appellant, it relates to a third party (viz. the government employee).
The CIC ruled that the action taken on a complaint by the department
is information of personal nature relating to the employee and
as no larger public purpose has been demonstrated by the appellant,
the same is exempt from disclosure under Section 8(1)(j) of the
RTI Act.
Comments
Different benches of the CIC have taken contradictory stand in
the past whether information related to action taken on a complaint
should be provided to a complainant. Some benches have directed
to provide the broad outcome of the outcome of the complaint.
Hopefully, a uniform approach would now taken by all the benches.
