Porous surveillance system

The recent espionage has shown the world how porous our surveillance system is, particularly when huge sums are being spent on upgrading the security system in Government Offices. The greedy MTS mostly hired from the open market can do anything for money. We need to review the existing system of functioning of all the sections in each ministry/department. All staff members should be brought under scanner by IB. No employee should be allowed to sit in the same section for more than 2 years within the same ministry. The senior officer, particularly those incharge of vigilance should bring unusual things to the notice of the Higherups. But all these things call for not only intelligence, but honesty and patriotism.

It is amazing that CSS officials who are recruited as Group C through Staff Selection Commission are denigrating Group A officers recruited through UPSC and alleging lack of administrative experience in them! Some would say CSS officials do not know anything except how to arrange a file.

No need of fresh Committee

Narendra Modi in his speech while giving vote of thanks to the President on a lot of occasions mentioned about the good work done by the previous government and need to forward those initiatives. A lot is being said about the subject of reforms. But no body is bringing it to the notice of the higher ups of the present government including the Prime Minister that there is no need to form a fresh Committee and take action. If action is taken seriously on the recommendations of the second administrative reforms commission, thing will follow. The main culprits are the TRIO of bureaucrats close to the Prime Minister (PS, S & CS). They are also not allowing the other bureaucrats to meet the Prime Minister.

Ignoring the 'green' perspective


The debate over land acquisition is simply turning into a left vs right squabble totally ignoring the 'green' perspective. MoEF led by the lack lustre Minister Prakash Javdekar and his rubber stamp Indian Wildlife Board are busy dolling out permits and licences to mine and 'develop; ecologically sensitive areas and also trying to clip the powers of the Green Tribunal. Recently the Tribunal has shot down many of the MoEF's directives including the one to give 'in principle' powers to state governments to cut trees which in reality is a free licence to forest encroachers. One is afraid that Modi's so called development strategy will denude our country of its rich forest and wildlife wealth.

Kejriwal's silence over Petrogate


Petrogate does not give Kejriwal any donations nor will Dubai, Karachi, or Canada will give Kejriwal any money for petrogate. So Kejriwal has no incentive for talking. He is Bania and will talk only if he gets financial benefit out of it.

Copies of the TA / DA & LTC bills

The appellant sought information regarding TA / DA & LTC bills claimed by Shri Achal Kumar Gupta, Managing Director of the State Bank of Patiala which was denied by the Public Information Officer citing Section 8(1)(d) and (j). The Central Information Commission (CIC) referred to the judgment of the Hon'ble High Court of Punjab and Haryana and ors in Civil Writ Petition No. 4930 of 2011 and ruled that the copies of TA bills etc. would clearly be in the nature of personal information and not relatable to the discharge of the duties in official capacity. The CIC directed to provide the date of travel and the amount reimbursed.

Comments

The quantum of payment made to a public servant is liable be made public. However, in case of a LTC travel, the place visited and the details of the family members are exempt from disclosure by virtue of being personal information.
