There is a ray of hope for Secretary Petroleum Saurabh Chandra who retires
on April 30. In case present Cabinet Secretary Ajit Seth is appointed
Chief Election Commissioner on April 19,senior most 1978 batch IAS officer
may succeed him . UP cadre IAS officer Saurabh Chandra is considered
to be nobodys man. Anyway the ball is in the court of Prime Minister
Narendra Modi.
This is the functioning of CBEC !
The COS for selection of Members for CBEC got postponed on 27th March.
Now, unless FM intervenes, there be a piquant situation of non functional
CBEC, post June. Considering that COS/ACC have not been able to resolve
the issues of selection of Members for the last the 1 year, this likely
scenario is not impossible. As things stand, there are 5 existing vacancies
and, since now vacancies for 2015-2016 shall also be considered-in effect
9 persons have to be empanelled. 5+4 of next year(2 Members selected
now shall retire next year, therefore 2 more officers have to selected
for next year's vacancies.) Here to there is a twist, but confusion
will be worse confounded for ordinary mortals: suffice to note that
9 persons are likely to be in the panel. If the decision of the earlier
COS stands, VS Krishnan will miss, since he has less than a year of
service from May 2015 when the next vacancy arises.
3 IGs & one Spl CP to be transferred from Delhi?
If sources are to be believed 3 IGs and one Spl CP of UT cadre are being
transferred from Delhi. They are likely to be transferred to Arunachal
Pradesh, Chandigarh And Andaman & Nicobar Islands.
B B Mishra likely to get extension as DG, NCB
B B Mishra, officiating Director General of Narcotics Control Bureau
(NCB), retiring on March 31, 2015, is expected to get an extension of
six months. His file for extension is reported to have been lying stuck
to the Ministry of Home Affairs (MHA) for 15 days for final approval.
He is a 1983 batch IPS officer of Assam-Meghalaya cadre.
Is Vikram Doraiswamy junior for new appointment ?
Vikram Doraiswamy (IFS 1992) who joined as Ambassador in Uzbekistan
in November 2014 has been pulled out and sent as Ambassador to South
Korea. In MEA people say It is completely out of the way as he is quite
junior for this assignment.
Tenure of T M Bhasin as CMD, Indian Bank extended
T M Bhasin, Chairman-cum-Managing Director, Indian Bank, has been accorded
an extension of 14 months. He was to retire on March 31, 2015. Interestingly,
K R Kamath, Chairman-cum-Managing Director, Punjab National Bank (PNB),
was denied extension to the tenure of his post.
Justice D H Waghela to continue as CJ of Karnataka High Court
Informed sources said that Chief Justice of the Karnataka High Court
Justice D H Waghela is going to continue.
NTPC becomes first PSU to issue bonus debentures
A replica of the Bonus Debentures Certificate of Rs 7725.76 crore and
Rs. 2060.75 crore as Dividend Distribution Tax on the Debentures Presented
to Finance Minister Arun Jaitley. The Government of India receives 618.06
crore bonus debentures amounting to Rs. 7725.76 crore by virtue of its
74.96% shareholding in NTPC. In addition to the bonus debentures, the
Government of India has also received Rs. 2060.75 crore as dividend
distribution tax on the debentures. NTPC Ltd. has earlier issued, by
way of bonus, one fully paid-up, secured debenture of Rs. 12.50 each,
for every one fully paid-up equity share of Rs. 10 each held by its
members. The issue size of the bonus debenture is of Rs 10306.83 crore
and is also the biggest issue of its kind in the Country and also the
first ever by any PSU. The Bonus Debentures carries the Coupon Rate
of 8.49% p.a. payable annually and has been allotted.
Sinha is new Chairman of Bihar PSC
Alok Kumar Sinha has been appointed new Chairman of the Bihar Public
Service Commission. He is 1979 batch IAS officer of Bihar cadre.

The tenure of P K Bajpai as Director (Finance), Bharat Heavy Electricals

NBCC signs annual MoU with its Ministry(UPDATED)
NBCC, a Navratna CPSE, has signed Memorandum of Understanding (MoU)
for the FY 2015-16 with its Ministry i.e. Ministry of Urban Development

signed by Madhusudan Prasad, IAS, Secretary (UD), Govt. of India, on
behalf of the MoUD and Dr. Anoop. K. Mittal, CMD, NBCC, on behalf of
NBCC. The MoU for 2015-16 sets out certain performance targets for the
Company based on financial parameters, dynamic parameters, sector specific

Debate - Future of AAP after internal bickerings
?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence. The rise of the Aam
Aadmi Party indicated that people once again saw politics as an act
of faith and hope but given the bickerings among its leaders in too
a short span, the question that now arises is that What is the future
of AAP ?

Non-IFS Ambassadors towards extinction
Quite often Director level IFS officers are posted as Ambassadors in
less important countries. This makes a lot of sense because the job
does not require a senior officer. But when a Director level non-IFS
officer was posted as Ambassador to Armenia (and concurrently to Georgia),
the IFS officers launched a campaign against him, though the officer
was a Director in the MEA itself and had served with distinction in
several Indian Missions viz. Moscow, Odessa, and Minsk. Fluent in Russian,
Dr. T. Suresh Babu is in his third successful year of ambassadorship.
Very different from Secretary-level frustrated IFS officers in small
European countries who abuse the host governments and take out their
frustration on the local embassy staff bringing bad name to the country.

Only IPS should head Home deptt
In fact the practice of appointing IAS to head the home department,
a colonial legacy, should be discontinued and only the IPS should head
the Home department. Mamta has taken a bold decision.

IT department has most contemporary and reliable data
Income tax department has most contemporary and reliable data regarding
salary etc. No other government department can have better information
on this. Wonder if 7 th pay commission is taking this information while
considering inter services parity and the salary profile of employees.
It is time that the government takes decisions based on data rather
than guesses and presumptions. Service associations should insist on
such information.

Sorry status of bureaucracy
If a senior IAS officer resigns due to personal reasons, it is understood,
however if it is due to any other negative/wrong reasons/pressures,
then it speaks volumes about current sorry status of bureaucracy/IAS.

Total chaos in CGHS
Less said, it's better. Earlier I'd named CGHS as Cattle Grade Health
Service particularly for the pensioners. 35 -40 years of glorious service
in GoI - whether you were in IAS, IPS, IFS or in Foreign service or
whether you were Secretary, Additional Secretary , Joint Secretary,
Ambassador etc. , one thing is certain that in RML any doctor will treat
you nothing more than cattle as if he is doing a great obligation on
his part. I have written several times here that disband lock stock
and barrel the entire facade of CGHS and give it to Private sector .
Let the beneficiaries choose their own doctors and own hospitals. Ministry
of Health should only regulate, check and monitor.
When you can change your mobile service operator, government also planning
to provide facility of changing your Discom power service - Why adamant
only and only on CGHS.
As I have earlier said atleast pensioners and if you want to be more
cautious then pensioners of more than 65 yr of age in first instance
should be allowed as under OPD Indoor go to any hospital of his her
choice without any kind of reference from CGHS or any of its doctor
Similarly all kinds of tests Laboratory procedures let them go to any
any CGHS nominated outfits
All treatments minor major procedures surgeries let them go to any CGHS
regd nominated hospitals . Only relationship wd CGHS shud be only the
CGHS card. Everything cashless.

Information related to validity of HSC
certificate
The appellant sought information regarding steps taken by DGCA
to verify the HSC certificate of Capt Ajay Khadtale, the status
of investigation to confirm its validity along with photocopies
of relevant record. The PIO and FAA denied information taking
shelter under section 8(1)(d) of the RTI Act. The respondent stated
that the department was in constant touch with Secretary, Bihar
School Education Board on this matter, however, the Board on more
than one occasion have submitted contradictory replies due to
which they could not take any action against Capt Khadtale. The
Central Information Commission (CIC) directed the Public Information
Officer (PIO) to provide a detailed reply to the appellant as
to at what stage is the investigation pending, along with the
communication with the Secretary, Bihar School Education Board,
within two weeks from date of receipt of this order, under intimation
to the Commission.
Comments
It is often seen that Public authorities avoid or delay investigation
on complaints against their officers. This case law shows how
RTI Act can be used to keep a check on the investigation carried
out by the organisation.
