This time, dinner of Senior Stephenions
There is an old tradition of a dinner of Senior Stephenions ( Senior as in plus 50). For long these dinners, usually in March, have been held in plush lawns of senior Bureaucrats residing in Lutyens Delhi-usually the Cabinet Secretary's residence on Prithviraj Raj Road. Being a contributory affair, and the fact that for the last nearly 50 years, most CabSecs have been from Stephen's, these dinners have been very well attended by senior Officers, Judges and Tycoons.
But this year, a dark shadow of private sponsorship was cast upon the sedate dinner. As a result, the Honourable CabSec refused to allow his house for PPP model of the dinner. The last minute glitch did not faze the organisers one bit: residence of an erstwhile Minister, who, incidentally is also very loquacious, was identified for the hosting. Unfortunately, the move did not impress a large number of the Stephenian Crowd. The senior officers ducked, not wanting to be part of private sponsorship, and, some for the reason that the host not being on very good and friendly basis with some (lots). The result, attendance was less than half of the normal do's. Most senior Stephenians were left wondering at the need for sponsorship, The Club is rich enough!!!!!!

CBI arrests Income Tax officer if Mumbai

4 IRS-Customs officers get charge of CC and DG (UPDATED)
As many as four officers belonging to Indian Revenue Service of Customs and Central Excise cadre working at Chief Commissioners/ Director Generals have been assigned additional charges. Accordingly, Ms Deepa B Dasgupta has been given additional charge of CC, CX, Mumbai Zone-1 while V S Krishnan gets charge of DG, Service Tax, Mumbai and S K Panda is also CC, Nagpur zone. Besides, Ram Tirath has been assigned an additional charge of DG, Safeguard, Delhi.

MoU signed between HUDCO and MoHUPA (UPDATED)
The Memorandum of Understanding for the year 2015-16 was signed between Housing and Urban Development Corporation Limited (HUDCO) and Ministry of Housing & Urban Poverty Alleviation (MoHUPA) with Dr. NanditaChatterjee, Secretary (MoHUPA) and Dr M Ravi Kanth, Chairman and Managing Director (HUDCO) on March 30, 2015. The MoU for 2015-16 envisages a significant growth in the operations of HUDCO in the housing and urban development sectors with proposed sanctions of Rs.16900 crore and disbursements of Rs. 7774 crore during the year, with focus on social housing and core infrastructure. As per the MoU, MoHUPA would facilitate HUDCO to achieve its projected growth by supporting the Corporation to increase its credit worthiness and enable it to achieve its social objectives by providing the necessary policy support. The Ministry would also support HUDCO in mobilizing resources at lower costs. HUDCO has been rated as ‘Excellent’ during the last three years.

The Central Bureau of Investigation has today arrested an Income Tax Officer, Range-V(2), Income Tax Bhawan, Lucknow for demanding & accepting a bribe of Rs two Lakhs from the complainant. CBI has registered a case U/s 7 of PC Act, 1988 against Income Tax Officer, Range-V(2), Income Tax Bhawan, Lucknow for demanding illegal gratification of Rs.10,00,000/- from the complainant for settling the matter of assessment of income tax for the financial year 2011-12.

Debate - Future of AAP after internal bickerings ?

Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide (the winning party securing 90 percent or more seats). Even the Congress which had the natural advantage of leading the freedom struggle successfully and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi could never achieve it in any general election despite dominating the political scene in the country post independence. The rise of the Aam Aadmi Party indicated that people once again saw politics as an act of faith and hope but given the bickerings among its leaders in too a short span, the question that now arises is that What is the future of AAP ?

What happened in AAP is really shocking. Two brilliant faces of the party and its founders have been shown the door and in what a uncivilized manner. Kejriwal has shattered the hopes of so many who thought he is different from the normal run of politicians. Many of us found the party a refreshing change from the political parties and the kind of politics we have been witnessing in this country. Alas it turned out to be a false hope. Why did Kejriwal allow his supporters to be abusive and create ruckus to oust Yogender Yadav and Prashant Bhushan instead of being reconciliatory. Is it arrogance of power 'ahankar ' which he asked his partymen to avoid. Obviously.

Retired Judges should not be considered for even information commissioner. Get hold of only the serving ones. We have the ridiculous position where a retd Judge already holding a constitutional post is vying for a commission.

Too much delay in regular work

Why CGHS rules require a reference ?

Government have empanelled a number of private hospitals/clinics for CGHS beneficiaries so that pressure on Govt. hospitals are reduced. Having done that, why CGHS rules require a reference from a specialist or CMO of a wellness center for treatment in approved hospitals/clinic ? No individual would like to undergo tests or treatment unless it is essential. Minister of health should review the procedures framed by CGHS and make it easier for beneficiaries to avail medical attention.

Dhoni displayed lack of team spirit ?

It is understood that MS Dhoni and the Chairman of the Selection Committee opposed the inclusion of Yuvraj Singh in the team for the World Cup 2015 and the Chairman included his son, Stuard Binny in the team, who played only four tests. If it is so, both of them displayed lack of team spirit. Yuvraj Singh was the best player in the previous World Cup 2011. It was my doubt that due to the exclusion of Yuvraj Singh, India may not win the World Cup this year, which has proved right by India failing to win the Semi-final match against Australia on 26th March, 2015. As is known, Yuvraj is the highest player in terms of bid - worth Rs.16 crores - for the ensuing IPL. As a punishment, the Chairman of the Selection Committee should be removed and MS Dhoni should be rested for a few months or he should be removed from the captainship since the country's image is the first and the foremost priority and not the whims and fancy of the above two persons.

DATE WITH RTI

Information related to validity of HSC certificate

The appellant sought information regarding steps taken by DGCA to verify the HSC certificate of Capt Ajay Khadtale, the status of investigation to confirm its validity along with photocopies of relevant record. The PIO and FAA denied information taking shelter under section 8(1)(d) of the RTI Act. The respondent stated that the department was in constant touch with Secretary, Bihar School Education Board on this matter, however, the Board on more than one occasion have submitted contradictory replies due to which they could not take any action against Capt Khadtale. The Central Information Commission (CIC) directed the Public Information Officer (PIO) to provide a detailed reply to the appellant as to at what stage is the investigation pending, along with the communication with the Secretary, Bihar School Education Board, within two weeks from date of receipt of this order, under intimation to the Commission.

It is often seen that Public authorities avoid or delay investigation on complaints against their officers. This case law shows how RTI Act can be used to keep a check on the investigation carried out by the organisation.
