The Public Enterprises Selection Board (PESB) has failed to find suitable

the Government of India to choose an appropriate course of further action
for selection.

Efficient technologies can improve coal securitization:
Chairman, SAIL (UPDATED)
The 14th Coaltrans India Conference was held in New Delhi the other
day. Prominent industry leaders from the coal and coke, steel, mining,
finance and other key sectors participated in the programme. Minister
of Railways, Suresh Prabhu graced the occasion as the Chief Guest of
the opening session. Secretary to the Government of India, Ministry
of Coal, Anil Swarup also interacted with the delegates on the occasion.
Chairman, SAIL, C S Verma while interacting with the delegates at the
event said that steel is integral to the growth of any economy and is
one of the indices for assessing the economic development of a nation.
He added that the demand elasticity of steel is more than 1 for most
developing countries which implies that if a GDP growth of 8 to 10%
is to be achieved, steel industry would need to grow higher than that
percentage. Elaborating about the steel industry he said that steel
sector contributes nearly 2% of India's GDP. He further highlighted
that Indian steel industry has grown at a handsome pace of 10% CAGR
since 2000 and the per capita consumption of steel has increased from
29 kg to 58 kg in the same period. Speaking enthusiastically about the
budget Verma said that under intense expectations, a budget had been
presented that addresses crucial areas of the economy and planned for
building capacities as well as capabilities. He described the thrust
on infrastructure sector initiatives as heartening and said that they
would both spur the domestic demand and ease the supply side constraints.
Verma described the proposed, low and stable corporate tax regime as
a welcome measure which will improve business sentiments and rejuvenate
the corporate sector. Expressing confidence in the growth trajectory
taken by the country he stated that under the 'Make in India' campaign
India's crude steel manufacturing capacity will increase to 300 MTPA
under the Indian Steel Vision. He also elaborated on how Govt. of India's
initiative of auctioning coking coal blocks would improve the availability
of coking coal in the country. He touched upon areas like adoption of
better Coal Mining and Beneficiation technologies and development of
appropriate logistics for metallurgical coal supply chain.

Four officers belonging to Indian Forest Service (IFS) have been transferred
and posted at different places in Andhra Pradesh. Accordingly, Nalini
Mohan has been appointed as Commissioner, Ayush and ex-officio Secretary,
Health, Medical and Family Welfare while Chiranjeevi Chowdary will now
be Special Secretary, Planning Department and Mrs Shantipriya Panday

Anil Kumar Gupta IAS 1979 has been appointed Chairman Board of Revenue,
the highest post in UP bureaucracy after the exit of Javed Usmani 1978
batch who was earlier Chief secretary UP. Gupta earlier worked as Industrial
Development Commissioner and during Lok sabha elections was Principal
Secretary Home in UP.

IFS needs sinecures
It is well known that that every civil servant in India gets promotion
according to seniority. If someone is superseded, the officer gets backdated
promotion through a representation. All India Services have any number
of sinecures at the level of Chief Secretary, DGP and PCCF where officers
not fit to shoulder the responsibilities of an important office can
be parked. IFS is a central service and they park their inefficient,
sick and eccentric or dishonest officers as Ambassadors in small countries.
As part of regional groupings, many of the small countries have gained
importance during the last few years. Moreover, in a connected world,
obnoxious behaviour of Ambassadors in remote places gets known to the
diplomatic community of the entire world. There is a need to create
a few Secretary level posts in Delhi outside the Ministry to absorb
such officers. Only officers of the Joint Secretary rank, especially
those with no ego problems, should be posted as Ambassadors to small
countries.

Dissatisfaction in Judiciary
There is a lot of dissatisfaction in judiciary that it is difficult
to get a proper posting and even post-retirement sinecures are grabbed
by a select few.Some get one job after another-ample proof of manipulations
in the back-ground. It is high time to completely do away with all post-retirement
jobs and confine to only the serving members of the Judiciary. Judiciary
must have a spine.There is no dearth of talent among serving judges.

Comments by CSS people on posting of ITS officers as DS/dir in ministries.
Posting of ITS officers in ministries is as per guidelines and they
are posted in a similar way as other Group A officers are posted. Where
ever ITS officers are working they have got appreciations of higher
ups . But it seems that seeing good number of ITS officers in ministries
, CSS people have become jealous of them and are commenting badly and
trying to defame ITS cadre people. It is not a good thing and all cadres
must work in harmony.
If a generalist can work in IT, Telecom, Security etc which are highly
specialist department and needs special expertise then there is no reason
that ITS officers, who are engineering graduates mostly from NITs/IITs,
can not work in ministries.
ITS officers are working smartly and bringing glory for the cadre. others
must not behave in this silly manner .

Sad precedence
Giving extension to corrupt and relatives of politicians as Chairman
and Directors of PSU's is very sad. PM has categorically says in the
parliament that corruption and black money will not be tolerated. But
it is unfortunate that corrupted and black money indulging top brass
of PSU chiefs are getting extensions. It is well know truth that some
Maharatna PSU's money and influence power will place important role
in getting promotions, plumb postings and even in recruitments at entry
level even one doest not have qualification. Even a house wife get executive
post in a Maharatna PSU. It is a fact.

Why CCL is exclusively granted to Women Employees ?
It is astonishing that the CCL is exclusively granted to Women Employees,
even though they are in better position in comparison to those Male
Employees who are lone bread and butter earner of his family. But CCL
is exclusively for Women Employees, though they have enough resources
to provide governess, etc. for their child. It is an earnest demand
that CCL should also be provided to the Single Male Employee too. Only
then the purpose of CCL will be met, otherwise the Government is letting
itself exploited by the Women Employees by just granting CCL.

It would lead to rampant meter tampering
Following the decision taken by the Delhi CM to pay 50 percent of the
bill as subsidy upto 400 of units of Electricity consumed, meter tampering
will be rampant to keep the units below 400 units which is going to
increase the T & D loss which is a major concern of Indian Power
Sector .

"AAPs demand for 'committed bureaucracy' reprehensible"
Kejriwal's insistence on appointing a junior IAS officer as Delhi's
Chief Secretary, is flawed ,condemnable and also laughable .He seems
hell- bent on having a confrontational approach with the centre backed
by ulterior motives. He can't pick and choose officers bypassing basic
principle of seniority and inter- and intra- cadres antagonism and .
Does he suggest that all seniors ,he wants to ignore for Chief Secy's
post ,are corrupt and in-efficient ?He can't force the seniors serve
under their junior.This will encourage a tsunami of protests, increased
litigation , demoralization and bureaucratic politicization.The obstinacy
on part of Kejriwal will make things topsi-turvy besides causing a bureaucratic
logjam.The suggestion is untenable and merits immediate rejection.

Copies of the TA / DA & LTC bills
The appellant sought information regarding TA / DA & LTC bills
claimed by Shri Achal Kumar Gupta, Managing Director of the State
Bank of Patiala which was denied by the Public Information Officer
citing Section 8(1)(d) and (j). The Central Information Commission
(CIC) referred to the judgment of the Hon'ble High Court of Punjab
and Haryana and ors in Civil Writ Petition No. 4930 of 2011 and
ruled that the copies of TA bills etc. would clearly be in the
nature of personal information and not relatable to the discharge
of the duties in official capacity. The CIC directed to provide
the date of travel and the amount reimbursed.
Comments
The quantum of payment made to a public servant is liable be made
public. However, in case of a LTC travel, the place visited and
the details of the family members are exempt from disclosure by
virtue of being personal information.
