S Machendranathan former Secretary Civil Aviation is being tipped to
be next Chairman of the Airports Economic Regulatory Authority (AERA).
He is retired 1979 batch IAS officer of TamilNadu cadre.
Cadre of Ajay Singh Tomar changed to Haryana
The cadre of Ajay Singh Tomar has been changed from Assam-Meghalaya
to Haryana on the grounds of marriage to Ms Sangeeta Tetarwal, a 2013
batch IAS officer of Haryana cadre. Tomar is a 2012 batch IAS officer
of Assam-Meghalaya cadre.
Justice Amitava Roy was lucky enough to be elevated with lightning speed
Chief Justice of Orissa, Amitava Roy, was lucky enough to be elevated
as Supreme Court Judge with lightning speed or he would have retired
on February 28. As a Supreme Court Judge, he will have a tenure of three
years.
Dr Sharma to join as CMD of Pawan Hans Ltd in a couple days
Dr B P Sharma, ED, AAI, is expected to take over the charge as Chairman

Anil Kumar Gupta IAS 1979 has been appointed Chairman Board of Revenue,
the highest post in UP bureaucracy after the exit of Javed Usmani 1978
batch who was earlier Chief secretary UP. Gupta earlier worked as Industrial
Development Commissioner and during Lok sabha elections was Principal
Secretary Home in UP.
Ashish Joshi is Member-Secretary DDC
Ashish Joshi, Indian P&T Accounts and Finance Service has been appointed
as Member-Secretary of Delhi Dialogue Commission set up by the new Delhi
Government. Delhi Dialogue Commission is headed by Arvind Kejrival and
its members include Deputy CM, Chief Secretary,Secretary to CM. The
Commission will drive reforms in administration and governance.
PIB facing severe staff crunch
The government of India official news and publicity agency PIB is facing
severe staff crunch. If official sources are to be believed more than
50% posts of officers and clerical staff are vacant for the last few
years. One Departmental Publicity Officer (DPO) is looking after publicity
of 3-5 ministries. Due to lack of subordinate staff routine work is
affected badly. Will govt do something to improve the situation ?
SC directs CBI to register the case
On SC directions CBI has registered a case related to an alleged murder
of a contractual teacher in Odisha. It is alleged that Itishree Pradhan,
then Shiksha Sahayika, a contractual teacher in Tikri, Raigada district
was burnt to death in 2013.
PESB invites applications for CMD, SECL
The Public Enterprises Selection Board (PESB) has invited applications
for the post of Chairman and Managing Director, South Eastern Coalfields
Limited falling vacant on March 1, 2016. Those willing to apply can
send their applications to the PESB before May 5, 2015.

Sumitra Mahajan - has passed away in Betul, Madhya Pradesh. He was 80.
ONGC's oil production from its western offshore breaks 5 years record
Crude Oil Production from ONGC's Western Offshore Fields touched 325,000
barrels oil per day (BOPD) on 3rd March, 2015. This is the highest production
from Mumbai Offshore during the last 5 years. The production has started
increasing from average 315,000 BOPD in February 2015 to over 325,000
BOPD in March, 2015. Continuous endeavours of ONGC to augment production
from its ageing as well as New & Marginal Fields has resulted in
such achievement. Addition of couple of high producing new wells in
a marginal field B-193, installation of high volume Electrical Submersible
Pumps (ESP) in D1-field, undertaking massive hydro-fracturing job are
among some exclusive hi-Tech initiatives which have resulted in additional
oil gain. However, the diversion of well fluid from Cluster - 7 fields
to the newly engaged FPSO, Sterling-II, is the primary contributor behind
this recent rise in production. The Cluster - 7 consists of B-192, B-45
& WO-24 marginal fields- located in the Mumbai High-Deep Continental
Shelf of Bombay Offshore Basin. The average distance of these fields
are about 210 km to the west of Mumbai city in water depth of around
80-88 mts. B-192 is an oil & gas field whereas B-45 & WO-24
are gas fields. Since, these fields are remote, isolated and marginal
in nature, ONGC planned to develop them as a Cluster (which is technically
called as 'Cluster Development') to make the development techno-commercially
viable. The FPSO arrived in the field in November 2014. Positioning
of FPSO at location, its installation and hooking-up with under water
systems is a highly technical & challenging operation which involves
continuous requirement of divers and requires stable weather conditions.
Despite the unprecedented harsh winter of 2014, FPSO was made operationaland
well fluid could be flown into it on 26th February 2015. The production
from the Cluster fields which was earlier at 7,500 BOPD without FPSOhas
jumped to over 14,000 BOPD. The engagement of the FPSO reduced the back
pressure substantially and improved the flow from the producing wells.
The various technological interventions implemented by ONGC during the
last one year have already resulted in 7-8% increase in oil production
from its Western Offshore fields. The results have instilled confidence
that further increase in production is also possible.

BEML rolls out country's biggest dump truck
(UPDATED)
BEML, a premier Mining & Construction Equipment manufacturer, has
rolled out Country's First Electric Drive Rear Dump Truck BH205-E for
large scale coal mining applications. At a function held at Company's
Mysuru Complex today, G Mohan Kumar, Secretary (Defence Production),
Ministry of Defence, has rolled out the indigenously designed and developed
equipment in the presence of P Dwarakanath, CMD, Directors, and Executive
& Employees of the Company. BH205E Rear Dump Truck is powered by
Tier-II emission compliant Modular common rail Electronic Engine with
2300 HP. AC drive system has been engineered to provide exceptional
haul road performance with reduced maintenance. BH205E weighing 335
tons when fully loaded is easily manoeuvrable with power steering with
wide steering angle, resulting in short turning radius and good manoeuvrability.
Special attention was paid to ensure Operator's comfort by providing
spacious ROPS compliant cabin with co-operator seat, Ergonomically designed
instrument panel, Telescopic/tilt able steering wheel, Well cushioned
adjustable operator seat with three point seat belt, Front AC for uniform

Right persons at Wrong place
ITS officers must have served the BSNL and MTNL so as to utilise their
technical expertise in fullest way. BSNL is the only organisation which
has pan India visibility with well established infrastructure sans modern
technology. village level sustainable communication can be provided
by the govt. PSU in case ITS inculcates such intention for which they
were originally employed and offered to serve. Or else BSNL will continue
to be called as" Bhaiya Service Nahin lagega". People and
organisation both will continue to suffer.

Abolish MCD and NDMC
AAP government instead of asking full statehood for Delhi should insist
on abolishing the three MCD and NDMC. All functions performed by them
like scavenging, cleaning and maintenance of roads, health centers,
schools etc should be taken over by the Delhi government. This will
avoid multiplicity of agencies and overlapping of functions.

Finance Minister and financial services department to open senior citizens
counter across the country. Whispers can do this job as a special case,
so that all senior citizens benefit.

Copies of the TA / DA & LTC bills
The appellant sought information regarding TA / DA & LTC bills
claimed by Shri Achal Kumar Gupta, Managing Director of the State
Bank of Patiala which was denied by the Public Information Officer
citing Section 8(1)(d) and (j). The Central Information Commission
(CIC) referred to the judgment of the Hon'ble High Court of Punjab
and Haryana and ors in Civil Writ Petition No. 4930 of 2011 and
ruled that the copies of TA bills etc. would clearly be in the
nature of personal information and not relatable to the discharge
of the duties in official capacity. The CIC directed to provide
the date of travel and the amount reimbursed.
Comments
The quantum of payment made to a public servant is liable be made
public. However, in case of a LTC travel, the place visited and
the details of the family members are exempt from disclosure by
virtue of being personal information.
