Ms. Ishita Roy bags National e-governance Award for second time
Ms Ishita Roy, Member Secretary of the Central Silk Board, Ministry of Textiles, Govt of India, has won the National Award on e-governance for the year 2014-15. The project called Sericulture Information Linkages & Knowledge System (SILKS) has been developed, which is a single window ICT tool for policy planners, implementers and stakeholders, eg silk farmers and reelers. The project involves innovative applications of Remote Sensing and GIS for silk development in the country. The Award was given in the 18th National e-governance Conference held in Gandhinagar, Gujarat by the Chief Minister of Gujarat. The National Award is instituted by the Department of Administrative Reforms & Public Grievances (DARPG), Govt of India. This is the second time that Ms. Ishita Roy has received the National e-governance Award. She is an IAS officer of 1991 batch.

What is the future of clerical staff of Dr. RML Hospital, New Delhi? Who will decide? Who responsible? The clerical staff (Group C) of Dr. Ram Manohar Lohia Hospital, New Delhi recruit through Staff Selection Commission. But no cadre no future for them.

"Passport Conundrum"
While MEA's decision to organise 250 passport Seva kendras across the country in 2015, is commendable, the malady of cash-for-passport continues. The passport applicants are made to run from pillar to post between passport offices and police stations . The touts roam outside RPOs and Seva Kendras in search of hapless victims, promising to get the job done on payment of huge " facilitation charges". They have free access to officials. Will the MEA please take the call ?

Copies of the TA / DA & LTC bills

The appellant sought information regarding TA / DA & LTC bills claimed by Shri Achal Kumar Gupta, Managing Director of the State Bank of Patiala which was denied by the Public Information Officer citing Section 8(1)(d) and (j). The Central Information Commission (CIC) referred to the judgment of the Hon'ble High Court of Punjab and Haryana and ors in Civil Writ Petition No. 4930 of 2011 and ruled that the copies of TA bills etc. would clearly be in the nature of personal information and not relatable to the discharge of the duties in official capacity. The CIC directed to provide the date of travel and the amount reimbursed.

Comments

The quantum of payment made to a public servant is liable be made public. However, in case of a LTC travel, the place visited and the details of the family members are exempt from disclosure by virtue of being personal information.
