Orders of final IAS' allocation issued
Altogether 161 and 133 IAS officers have been allocated for the states
of Andhra Pradesh and Telengana respectively.

of Andhra Pradesh and Telengana respectively.

CM
Bharat Bhushan Vyas has been appointed Principal Secretary to the new
J & K Chief Minister Mufti Sayeed Ahmad. He is 1986 batch IAS officer

Khanduri inaugurates Symposium on the Defence
Budget 2015-16
A Symposium on the Defence Budget 2015-16 was organized by the Controller
General Of Defence Accounts in Delhi. The symposium was inaugurated
by the Chairperson of Standing Committee on Defence, Major General B
C Khanduri, AVSM (Retd). The symposium was attended by the security
and strategic affairs experts, Defence service officers, Defence finance
professionals, and reps from Defence PSUs and private sector industries.
The Chairperson in his inaugural address emphasized that we should not
get obsessed with the issue of low or high level of defence expenditure
in percentage to GDP but try available resources to build our capacity
as per the threat perception. He said we should come up with new ideas
for effectively utilizing the available resources for capacity building
as stressed by our PM. Approach should how to best utilize the existing
resources and consolidate.The discussions underscored the need for faster
decision making for utilization of capital budget in full to avoid any
surrenders at the Revised Estimate stage. It also stressed that we should
look at the defence budget from the overall national security perspective
and coordinate our resources to develop requisite capacity. The symposium
concluded that there is enough space for private industry in this process
with the measure like increasing FDI in defence, technology development
and improving ease of doing business.
CBI registers case against four SBI officials
The Central Bureau of Investigation has registered a case against then
Chief Manager & three then Field Officers of State Bank of India,
Narsapur Branch; West Godavari District in A.P. and some other private
persons for causing an alleged loss of Rs.5.73 crores to Bank. It was
alleged that during the period from 2011 to 2013, the then bank officials
availed 22 Fish Tank Loans under KCC (Kissan Credit Card) for Pisciculture
in his name,his wife, relative& his close associates by submitting
fake & fabricated Annual Agriculture Income Certificates.

Mrs N T Abroo has been appointed as Deputy Secretary, Infrastructure

Ms. Ishita Roy bags National e-governance
Award for second time
Ms Ishita Roy, Member Secretary of the Central Silk Board, Ministry
of Textiles, Govt of India, has won the National Award on e-governance
for the year 2014-15. The project called Sericulture Information Linkages
& Knowledge System (SILKS) has been developed, which is a single
window ICT tool for policy planners, implementers and stakeholders,
eg silk farmers and reelers. The project involves innovative applications
of Remote Sensing and GIS for silk development in the country. The Award
was given in the 18th National e-governance Conference held in Gandhinagar,
Gujarat by the Chief Minister of Gujarat. The National Award is instituted
by the Department of Administrative Reforms & Public Grievances
(DARPG), Govt of India. This is the second time that Ms. Ishita Roy
has received the National e-governance Award. She is an IAS officer
of 1991 batch.

Finance Minister Budget
Finance Minister budget speech on 28th February completely failed in
respect of increasing tax base of the people whose taxable income is
more than 1 crore. Neither the number has gone up nor there is roadmap
to increase the numbers or tax base. Simply a surcharge of 2% has been
added. This is not expected from FM. He should present a roadmap for
increasing the tax base of people having income more than 1 crore.Whole
energy and man power of income tax is used in chasing the cases of small
tax payers i.e. up 20 lakhs whose number is large and IT department
get lost in sending notices etc. They are not coming out any innovative
ideas to increase tax base of this category people. Even data base is
not being made keeping this requirement in view. Any data base is made,
it starts from Rs. 50,000/ and when it reaches 20 lakhs, they are tired.
If someone invested Rs. 50000/ in MF, then IT department will say we
have information that you have not filed IT return but not setting lower
threshold as 20 lakhs and go upwards to track the cases for higher income
group. At least earlier FM PC read out figure of 42800 as number whose
taxable income more than 1 crore but he also failed to increase tax
base of this category and way forward to track.

Officers may get regular promotions and appointments
First of all, I would like to thank to all P.As. who have been covered
for PS in Select List 2013 (Extended. Secondly, I would like to humbly
request that owing to the fact that we are in 2015 and have already
completed more than six years from 2008 Select List required for becoming
eligible for promotion as PS, it would be appreciated if the DoP&T
may take necessary steps to extend the Zone for Consideration to cover
up to Select List 2008. It would be a great sigh of relief for the promotees
in 2008 Select List who had to wait for considerable longer period of
more than 10 years and rendered service for more than uninterrupted
continued 10 years service on ad-hoc basis and are at the verge of retirement.
If it is agreed to, the officers may get promotions and appointments
on regular basis and get NSG before retirement.

Permission for interview
This refers to the mystery of permission granted to the foreigner to
conduct interview of culprit in jail and the subsequent justified furor.
News reports have said that the matter did not even go to the Minister
and was dealt with by a Jt. Secretary (now Principal Secretary) whose
name has already come up. As such, the concerned joint secretary who
has signed the permission must be forthwith taken disciplinary action
against. He will then reveal who really asked him to approve the request.
We must set accountability. This govt. must not make any attempt to
shield the individual who has brought shame to the country.

Copies of the TA / DA & LTC bills
The appellant sought information regarding TA / DA & LTC bills
claimed by Shri Achal Kumar Gupta, Managing Director of the State
Bank of Patiala which was denied by the Public Information Officer
citing Section 8(1)(d) and (j). The Central Information Commission
(CIC) referred to the judgment of the Hon'ble High Court of Punjab
and Haryana and ors in Civil Writ Petition No. 4930 of 2011 and
ruled that the copies of TA bills etc. would clearly be in the
nature of personal information and not relatable to the discharge
of the duties in official capacity. The CIC directed to provide
the date of travel and the amount reimbursed.
Comments
The quantum of payment made to a public servant is liable be made
public. However, in case of a LTC travel, the place visited and
the details of the family members are exempt from disclosure by
virtue of being personal information.
