ESIC holds seminar on ‘making workplaces safer for women’ (UPDATED)
The Employees' State Insurance Corporation (ESIC) organized a Seminar on ‘Making Workplaces Safer for Women’ on the occasion of International Women’s Day at its Headquarters in New Delhi on March 8,.2015. The main speakers on this topic were Mrs Debjani Khan, Program Manager, Plan International (India Chapter) and Ms Renu Saini, an author and columnist. On this occasion, a booklet on ‘Making Workplaces Safer for Women – ESIC’s Initiatives for Prevention, Prohibition and Redressal on Sexual Harassment’ was also released by A K Agarwal, Director General, ESIC. This booklet is part of ESIC’s endeavour to maximize awareness about ‘Gender Sensitization and ‘Sexual Harassment of Women’ at workplaces. Agarwal, in his keynote, address wished all the women employees and said that the women employees have a significant role in the working of ESIC. While ESIC recognizes their contribution in its growth, it celebrates their capabilities and excellence that have taken the organization to new heights. The International Women’s Day is observed every year at all the offices and hospitals of ESIC across the country. ESIC organized a series of seven workshops on the subject ‘Sexual Harassment at Workplaces – Prohibition & Prevention’ during the year 2013-14. The workshops had equal participation of the female and male employees of ESIC. The Director General has directed to further organize such types of workshops with improvised way at all offices/hospitals of ESIC. The other dignitaries also present on the occasion were Jose Cherian, Insurance Commissioner, ESIC, A K Sinha, Insurance Commissioner (P&A), Incharge, ESIC and Dr. Sangeeta Mathur, Dy. Medical Commissioner, ESIC. The ESIC is providing different Benefits to the Insured Persons and their family members, which are Medical Benefit, Sickness Benefit, Maternity Benefit, Dependants’ Benefit, Disablement Benefit, Confinement Expenses, etc.

Imaginary Interview with Kejri

I am at Jindal Farm... checking in and being explained the rules when there is a lot of commotion. Turn around and see Kejri ambling in... smile...no topi or muffler .
At Supper time see him seated on a corner table... I go to the table with my Supper tray and ask him if I could sit down. He looks up with the look.... are you speaking to me... don't you know who I am look...and grudgingly nods.

Me: Nice place. ... though at first I did not recognize you without the cap and muffler
Kejri: Symbols of my rebellion
Me: So now you are no longer in the rebellious mode.... but you have said the minute dharna is required you will go on dharna...so then the cap and muffler will return
Kejri: You can say that
Me: So like you gave resignation to yourself recently and then you yourself rejected it and you asked yourself to continue. ..so you will do Dharna against the Government .... do you realize you are now part of the System?
Kejri: That is my way....
Me: Yes your my way or highway is well known. In fact AAP insiders say you do not bear dissent...you want only yes men

Inculcate feeling of hygiene and cleanliness

A part of the hundreds of crores of rupees being spent on Swatch Bharathi should be directed to instill a feeling of hygiene and cleanliness in people especially in the lower strata.It is quite common to see people urinating and defacating even at the doors of good public toilets. So in many cases, conveniences are not the problem but the mentality. Unless this is removed this so called Swatcha Bharathi will remain as an utopian dream and a drain on public money.

"I deserve a PM's award"

As per rules, employees who are in regular grade pay of Rs.10000/- in PB-4 Scale of Pay are entitled to the Staff Car facility. If an employee does not avail the Staff Car facility, then he is entitled to Transportation Allowance of Rs.7000/- plus DA. The officials in the non-functional grade pay of Rs.10000/- in PB-4 scale of pay are not entitled to Staff Car. Hence, they are entitled to transportation allowance of Rs.3200/- plus DA. There are clear cut instructions of Department of Expenditure in this regard. In a number of Central Services people in the non-functional grade pay of Rs.10000/- were taking Transportation Allowance of Rs.7000/-. I have personally got it stopped in Central Electricity Authority, Central Water Commission, Indian Statistical Service, Indian Economic Service and CPWD. Based on a Supreme Court judgement excess amount paid to government employee is tax payers money & has to be recovered. This means the Government will get back in its kitty Rs.100/- crore. I deserve a PM's award.

Communication by Lt Governor of Delhi regarding appointment of CM

The appellant sought copies of all communication made between Lt Governor of Delhi and Mr. Arvind Kejriwal, Central Government, Commissioner of Police & Advocate General or Solicitor Generalregarding appointment of Chief Minister. The PIO declined disclosure claiming exemption under section 8(1)(c) of RTI Act. The Central Information Commission (CIC) referred to the Apex Court decision in the case of SP Gupta vs Union of India, wherein it was held that while the exact advice given by the Council of Ministers to the President could not be examined by the court, the material on which such advice was based was not excluded from the judicial purview. The CIC held that appointing a Chief Minister of a state is an open public activity. It is also not the case of respondent that the correspondence between Executive Head of State and leader who staked claim to form the Government could not be disclosed when the decision is still in the process. No harm would cause to any interest whether public interest, protected interest or interest in protecting the communication sought by the appellant.


Comments

This case pertains to the time before the election of the Delhi Assembly. It is important as it discusses what constitutes a breach of privilege of Parliament or the State Legislature. Section 8(1)(c) of the RTI Act says that there shall be no obligation to give any citizen information, the disclosure of which would cause a breach of privilege of Parliament or the State Legislature. Article 74(2) of the Constitution of India prohibits the courts from inquiring into the question 'whether any and if so what advice was tendered by Ministers to President'
