M: If you hear the byte ....he says.... if money is brought back...there
is so much money that you could deposit 15 lakhs in every Indian's account...but
it was spun to show 15 lakhs would be deposited in every Indian's account!
S: During his overseas trips, Modi keeps on saying that record investments
are coming in.... but shouldn't these show on the ground?
M: That's because it takes time for such investments to show up down
the chain. Now FDI in 15 sectors opened. Had the Land Bill gone through
you would have by now felt the benefits....
S: No I think only the Suit Boot guys would benefit!
M: Problem is we Indians still live in the past ...when Dalali was the
best line of work... when its 'what's in it for me'.....appeasement
were the guiding principles ...when planning was done to benefit a select
few!
S: But Sir GDP is not edible....
M: Inflation is down...though if you recall UPA used to say ...higher
growth means higher inflation....now growth is up but inflation down.....
Next year the Dal pain that we all faced will not be a pain... at worst
could be an irritant...
S: I'm just peeved it's taking so long. ..
M: See first character building was done ... Social awareness ... then
system toned up..... So it takes time...to put it simply ...a lot of
kooda karkat had to be cleaned and system toned up ...now things have
started moving ... Skill Development and Make in India are forerunners
...there is a plan in place!
S: But despite the Swachch campaign India is still filthy....
M: Awareness has been spread...we too have a role to play ....and years
of reckless mucking up seems to be taking time to cure ...maybe if we
do not get our act together Government could start imposing fines ....
S: But Government is just lecturing...
M: No 85 lakh toilets have been made ...most schools have toilets now
...but still if someone has a fixation to do it under the sky what can
Government do?
S: 85 lakh loos.... no mention of it in the Media ...yes I read
something about Delhi Government constructing toilets ....why no mention
of Centre's efforts???
M: Now this is where the present Government is totally lacking...previous
Governments would give a chocolate and it would be hyped that a Chocolate
Factory has been given...this Government if it gives a Chocolate Factory
it'll be shown as it has taunted people by giving them a chocolate wrapper
... then if a City burned was shown a house burned down and Government
was not to blame.. . now if a house burns it's shown as if a City and
surrounding areas burned down and Government is responsible ... spinning
is the most thriving 'Industry' in India...
S: Wow then I've chosen the right career.... I'm doing my Masters

30 IAS officers apply for CIC
Altogether 30 IAS officers have applied for the post of Member in the
Central Information Commission. Selection is expected to be made later
next month.
Adarsh Kishore was the last IAS officer to
go to IMF
Former 1969 batch IAS officer of Rajasthan cadre, Adarsh Kishore was
the last IAS officer to go as ED in the IMF. Since then only economists
have been posted as ED, IMF. Now again an economist Subir Gokaran is
joining as ED, IMF.
Vijay Shankar Pandey relieved to join GoI
Vijay Shankar Pandey has been relieved by the Uttar Pradesh Government
to join the Government of India as Secretary. He is a 1979 batch IAS

Yes, there was
need to involve CBI in the Indrani case- Ahmed Javed (Commissioner,
Mumbai Police)
A 1980 batch IPS officer, Mr. Ahmed Javed is Commissioner of Mumbai
Police. He was appointed in September earlier this year by the Maharashtra
government replacing Rakesh Maria.
He served as Superintendent of Police in Buldhana and Nanded before
being posted as Deputy Commissioner of Police, Intelligence, in Mumbai.
He then served in various postings, including a stint with the Delhi
Police between 1983 and 1985. He returned to Mumbai in the early 2000s.
After being promoted as Additional Director General of Police, Javed
was posted with the state reserve police force and with the Maharashtra
Police Headquarters as ADG Establishment, and then he took over as Commissioner
of Police, Navi Mumbai in 2010. He was earlier the Director General
of Police (Home Guards). Ahmad Javed comes from a small town Tanda.
His father Mr. Qazi Mukhtar is a retired senior IAS officer. Ahmed Javed
graduated in Bachelors of Arts from Delhi's St Stephen's College.
Here are excerpts of an interview with Mumbai Police Commissioner Ahmed
Javed, known also as the 'King of Mumbai', by Sujata Sharma, Chief Copy
Editor and Abul Hasan, Corporate Editor and Vice President ( Whispers
in the Corridors).
1. You have been made the police chief of Mumbai - one of the most
important centres of the country beset with a host of law and order
problems - specially the ever growing threat of terrorists - which need
to be tackled on top priority. It is still on the hit list of terrorists.
What are your plans to contain terror in the city ?
Ahmed Javed: Mumbai city is one of the largest metropolises in the
world and therefore it poses multifaceted problems ranging from security
to traffic and all in-between. While there is a system in place to tackle
issues of law & order, crime prevention & detection and traffic
management, a few priority areas that we will focus on are issues relating
to terrorism, safety of women and children, the response to the citizens
at police stations and looking into the welfare of our officers &
men.
2. Since the 26/11 attack, what changes have you observed in people's
perception about Mumbai police? Besides, what are the other major threats
and challenges to Mumbai, as a city and how you are going to tackle
them?
AJ: 26/11 was undoubtedly a great learning experience, apart from
other aspects, and consequently the changes in our response mechanisms
and the processes involved have undergone major updating and improvement.
However, the overall threats necessitate regular and sustained police
efforts to neutralize the same.
3. According to National Crime Research Bureau (NCRB) statistics
for 2013, Maharashtra was placed second in incidences of crime committed
against women. While pro-active steps like fast-tracking of sensational
crimes like the Shakti Mills rape have been taken, it has failed to
arrest the spiraling rate of crimes like rape in the state. What do
you have to say on this ?
AJ: It is not only rape or molestation cases but also kidnapping
and dowry related cases have grown in recent times. It is because the
crime against women is being reported more than before which shows increase
in number of cases registered. This is because today society has transformed.
It has become more aware, which is good. Parents are encouraging their
daughters to come forward and demand justice. Women are educated and
aware of their rights. Various NGOs are working for protection and promotion
of women's rights. Various awareness campaigns are being organized for
crime against women. Police are regularly sensitized to handle complaints
of women promptly and sensitively.
4. Police department was planning to set up teams of Women Beat Marshals,
which they say were to patrol the city 24x7 and would be trained in
driving, martial arts and handling of arms. Has the plan been executed
?
AJ: Teams of women Police Beat Marshals popularly known as Charlie Marshals
for patrolling duty across the city are already in place, staffed by
trained lady police constables.
5. Do you feel that there was need to involve CBI in the Indrani
Mukherji case ?
AJ: Yes.
6. Cyber crime has been on the rise. What steps is Mumbai Police
taking to check this ?
AJ: Yes, cyber crime is on the rise constantly with larger use of
the cyber world and the internet. However, we are constantly updating
our skills and knowledge to ensure effective responses. We are also
one of the first to have a fully equipped Cyber Lab in the country;
and we have a dedicated full-fledged Cyber Police Station. Besides this,
regular training programmes and awareness initiatives are conducted
in cooperation with the domain experts and the private sector.
7. It has always been a case that there is lack of trust amongst
people about functioning of police. How you are going to build faith
among people towards your department?
AJ: This will be done largely through greater transparency in working
and greatly enhanced access up to the senior-most levels through various
means including mails and SMSs, and meeting large nos. of public almost
daily for 'on the spot' resolution of issues as far as possible.
8. What is your message to your officials & the public ?
AJ: The message to the officers is to conduct themselves in a manner
befitting a Civil Society and do policing in the most professional manner,
respond promptly to the citizens and give civil treatment in dealing
with the law abiding citizens. For the public, that they should be law
abiding, especially in matters of traffic and be responsible, dutiful
citizens and partner with the police in enhancing the safety and security
environment.
9. What are you doing to improve the morale of the police force
?
AJ: This will be done largely through various means including mails
and SMSs, and meeting large nos. of police personnel almost every week.
10. How do you think we can create a strong nation? What are the
factors which are affecting the peace and harmony of the country ?
AJ: One of the biggest challenges is corruption, which to my mind
needs to be tackled most ruthlessly; and need for self-discipline and
becoming more responsible and dutiful citizens.

IAS vs. IRTS
Stop this inter service comparisons and rivalry. Remember when you
point one finger on someone else three fingers point towards you. Above
all it shows civil services in a poor light before people of the country
while ,many of the civil servants sincerely do their best far away from
their near and dear ones. Remember, the living conditions, and the salaries
and the facilities to the civil servants are far better than the average
income and facilities to a common man in the country. The only and only
motto for all the civil servants should be to serve the nation to the
best of their capability. It will be good if someone writes about innovations
in governance, good practices which I am sure many civil servants have
been contributing in the country instead of comparisons and rivalary.

Sound decision on OROP
Though OROP is applicable to ex servicemen only, the manner in which
it has been resolved, raises serious doubts about the capacity of the
civil service in giving a sound decision. The Pension department similarly
botched up the issue regarding correctly revising the pensions of pre2006
pensioners by grossly misinterpreting sixth CPC recommendation in this
behalf. Resultantly, AFTs, CATs, high courts and the Supreme Court remained
busy for over five years in disposing employee's cases and appeals by
the central government thereon for over five years. In the end, the
GoI had to face defeat in the Supreme Court and concede the employees
point. All this wastage of time and money and loss of goodwill were
avoidable. The aberrations in the amount of pensions drawn by pensioners
retiring from the same rank/pay arise because on implementation of each
pay commission report different yardsticks are applied for serving employees
and the pensioners for revising their pay and pension respectively.
Simply provide for first notionally revising the last pay drawn by the
pensioners in the same manner as a serving employee and then determine
his revised pension and you would reach a logical, workable and ever
lasting solution of this problem. Hope this suggestion is paid heed
to.

Well Mr. Srivastava. Last time when I traveled by Shatabdi it was late
by more than an hour and there was no fog. It may be due a so called
"operational' reason or some middle level Railway official returning
by his "saloon."I know many who ferry unauthorized "guests."

Postings of IRTS officers
I fully agree with Mr. A. Srivastava. IRTS officers have similar experience
in the infrastructure sector as compared to IAS officers given the fact
that they work on deputation in many Railway PSUs besides the Railways
proper. Further, they are posted in Mofussil towns for a large part
of their career which counters the argument that IAS officers have to
suffer during the initial stages of their career due to their posting
in small towns. Besides the IAS officers claiming superiority due to
their exposure to project planning and execution is due to their hijacking
of top posts in Central/State PSUs which they have turned into their
personal fiefdoms.

Civil Services reforms
If state-serving IAS can come to centre for grabbing GoI posts of JS
and above from Group A officers, then why can't Group A officers of
Central govt, occupy generalist posts of District Magistrate/Collector,
Commissioner, Principal Secy etc in State Govt. Just de-reserve 50%
posts presently occupied by IAS in States and Central Govt, for Group-A
officers of Central Govt organized services and also outside private
experts, to end monopoly and 'Bureaucratic Cartelisation' of posts by
just one British period service. No more imperialism, slavery, royalism,
colonial British rule in Independent

Young Civil Services Officers should be allowed to give opportunity
to create citizens and tax friendly work culture instead of following
age old work culture.

The current ruling political dispensation forgets that eulogizing a
great person like Sardar Patel is easy, but following his lofty ideals
and his guts is difficult. Nobody knows whether Modi has designedly
concentrated all the power in himself, leaving other ministers look
like kings/queens on the playing cards or he himself is a Badshah of
the playing cards and being manipulated by the organisation, which has
put him on a big pedestal as a show piece. But it is a historical fact
that Sardar Patel had banned RSS, which is a training ground for the
ruling head of the country. Sardar would not have allowed the street
urchins to poison the pious Indian air. He would not have tolerated
the lynching of men like flies are killed by the wanton boys. The Indian
political spectrum now looks like as occupied by men of straw, as never
beforehand thus proving the saying of Winston Churchill right. People
look towards Modi to salvage the atmosphere of fear intolerance and
insecurity, but he seems to be helpless before his masters. Dev Anand
in his book, 'Romancing with life, 'has mentioned that in his childhood
at Gurdaspur, he used to be champion of pebbles playing , and on many
occasions, the street rowdies would come suddenly and loot away all
pebbles. The same drama is being enacted at national level; the rowdies
here are looting away the fresh air of tolerance, freedom of expression
and the all encompassing ethos and spirit of peace in India. Sardar
Patel had unified and integrated India and his so called admirers are
reversing his hard earned achievement...Modi needs to unravel himself,
perform his constitutional duties rather than playing self defeating
and failing the nation games. Sardar Patel must be remembered in all
sincerity.

Duplicate degree
The appellant sought for the enrollment number & roll number
of a student who was enrolled for the BA course in the year 1993
& passed 3rd year in 1995. The information was denied claiming
that it is very difficult to manually search for the old record
as computerization has been done from 2006 onwards. The appellant
submitted that the degree certificates of the student were snatched
and destroyed by her stepmother. The CIC directed to search the
relevant record and provide the information along with the duplicate
certificates.
Comments
Many cases have been brought to the public notice where students
are running from pillar to post for getting copies of the old
records. It is the duty of the public authority to ensure proper
upkeep of the documents in its control.
