The stiff upper lip needs a reality check
I am travelling on the London Underground ...Victoria Station a Lady in a Burqah gets in..none of the passengers who look like locals offer her a seat ... I get up and give her my seat..she sits down ...after 5 minutes a seat on the opposite side gets empty and I sit down ..get into conversation with a Brit seated next to me .

Brit: (with a smirk) Very tolerant of you Old Chap...to give her your seat!
Me: Sir you trying to compliment or jibe?
B: Since last week I've been reading in the Papers that India is very intolerant..
M: If you ask me no Country is more tolerant than India ...have you been to India?
B: No .... was thinking of going soon... but ....
M: Listen I travel a lot to UK.... and every time I have faced some kind of racism here ....you can check it out from any Indian.. Paki or Bangladeshi who comes here ! In fact friends living in UK have warned me often not to go to certain areas and Pubs... in India we worship our Guests!
B: Naaaa... I hear your Taxis... Hotels .... what do you call them ...Rickshaws .. fleece tourists!
M: They rip off locals too ... that's not racism ... its unethical practices ...though they call it opportunism!

M: One incident in a Billion plus Country .....its like your Leslie Udwin made a Documentary on rapes and showed India to be the rape capital. ..when in UK more rapes take place and your population is a fraction of ours. Plus see your literacy level and ours..
B: What about the burning of two kids from a underprivileged family !
M: Well Sir the matter is under investigation and there are reports that it could be a case of marital discord! Both the matters are under investigation! And I have read about more heinous crimes committed in marital animosity cases in UK! But we do not blame Britain or Brits!
B: I read India aims to stop conversions ....there is no freedom in India!
M: Sir only forced conversions ... the weak and gullible are enticed or forced to convert ...and it's done by religions that believe conversion is a pious deed... the majority religion in India does not believe conversion is a pious deed .... do you believe in God?
B: No I'm an Atheist. ...but why do you ask???
M: Did not want to hurt your feelings ...well ..Church feels conversion is pious and uses 'service to mankind' to convert ..whereas in Islam conversion by any means is pious! If anyone converts on his or her free there is no problem whatsoever...no curbs on Free Will!
B: I read the Organization that the present dispensation Leaders are trained in, is worse than ISIS!
M: Okay you talking of RSS ... well the only litmus test ... you need to visit the HQs of both Organizations... RSS would welcome you and educate you on the benefits of Yoga and about Hindu Faith ..serve you delicious snacks and tea... and off you go..ISIS ... would ask you one question .. Convert to Islam ...and if you answer no... it would be 'off with your head' ! And if you were accompanied by a female companion .... I do not want to even say what the ISIS guys would do to her!
B: But see how tolerant we are ... despite knowing that some of these refugees from Syria would terrorise Brits in the future we still give refuge !
M: And they face racism everyday ... why.... because the locals are unhappy .... even their own lot is unhappy...because it's the Brit Tax Payer who is footing the bill!
B: See at one time we allowed you guys to migrate to UK!
M: And we came and fought for UK ... we spiced up your food ... we taught you guys what entrepreneurship is ... 0 to Millions... and by the way as you Ruled us for so long why crib ...at least we entered UK the legal way! By the way where was your tolerance when we objected to being Ruled by a foreign power and we were beaten..jailed ..hung!
B: Now ...now .... anyway now after loosing the recent election your PM is a lame duck PM!
M: Sir he has a comfortable majority in Parliament .....the State of Bihar, where they lost, is not representative of the entire Nation ....even in this State BJP got 1 crore votes...the highest ....its competitors individually polled 60 lac votes each ..BJP lost because of arithmetic!! We are approaching the last stop ... how about a Cuppa ??
B: Sure ... if you are paying!
M: Of course....being hospitable ....at home or elsewhere is our nature ... and a hospitable person cannot be intolerant ... but with a caveat ... to be a good host you do not change the cardinal rules of your home! Hope Brits keep this in mind in the face of this refugee influx!

Yes, there was need to involve CBI in the Indrani case- Ahmed Javed (Commissioner, Mumbai Police)

A 1980 batch IPS officer, Mr. Ahmed Javed is Commissioner of Mumbai Police. He was appointed in September earlier this year by the Maharashtra government replacing Rakesh Maria.

He served as Superintendent of Police in Buldhana and Nanded before being posted as Deputy Commissioner of Police, Intelligence, in Mumbai. He then served in various postings, including a stint with the Delhi Police between 1983 and 1985. He returned to Mumbai in the early 2000s.

After being promoted as Additional Director General of Police, Javed was posted with the state reserve police force and with the Maharashtra Police Headquarters as ADG Establishment, and then he took over as Commissioner of Police, Navi Mumbai in 2010. He was earlier the Director General of Police (Home Guards). Ahmad Javed comes from a small town Tanda. His father Mr. Qazi Mukhtar is a retired senior IAS officer. Ahmed Javed graduated in Bachelors of Arts from Delhi's St Stephen's College.

Here are excerpts of an interview with Mumbai Police Commissioner Ahmed Javed, known also as the 'King of Mumbai', by Sujata Sharma, Chief Copy Editor and Abul Hasan, Corporate Editor and Vice President ( Whispers in the Corridors).


1. You have been made the police chief of Mumbai - one of the most important centres of the country beset with a host of law and order problems - specially the ever growing threat of terrorists - which need to be tackled on top priority. It is still on the hit list of terrorists. What are your plans to contain terror in the city ?
Ahmed Javed:
Mumbai city is one of the largest metropolises in the world and therefore it poses multifaceted problems ranging from security to traffic and all in-between. While there is a system in place to tackle issues of law & order, crime prevention & detection and traffic management, a few priority areas that we will focus on are issues relating to terrorism, safety of women and children, the response to the citizens at police stations and looking into the welfare of our officers & men.

2. Since the 26/11 attack, what changes have you observed in people's perception about Mumbai police? Besides, what are the other major threats and challenges to Mumbai, as a city and how you are going to tackle them?
AJ:
26/11 was undoubtedly a great learning experience, apart from other aspects, and consequently the changes in our response mechanisms and the processes involved have undergone major updating and improvement. However, the overall threats necessitate regular and sustained police efforts to neutralize the same.

3. According to National Crime Research Bureau (NCRB) statistics for 2013, Maharashtra was placed second in incidences of crime committed against women. While pro-active steps like fast-tracking of sensational crimes like the Shakti Mills rape have been taken, it has failed to arrest the spiraling rate of crimes like rape in the state. What do you have to say on this ?
AJ:
It is not only rape or molestation cases but also kidnapping and dowry related cases have grown in recent times. It is because the crime against women is being reported more than before which shows increase in number of cases registered. This is because today society has transformed. It has become more aware, which is good. Parents are encouraging their daughters to come forward and demand justice. Women are educated and aware of their rights. Various NGOs are working for protection and promotion of women's rights. Various awareness campaigns are being organized for crime against women. Police are regularly sensitized to handle complaints of women promptly and sensitively.

4. Police department was planning to set up teams of Women Beat Marshals, which they say were to patrol the city 24x7 and would be trained in driving, martial arts and handling of arms. Has the plan been executed ?
AJ: Teams of women Police Beat Marshals popularly known as Charlie Marshals for patrolling duty across the city are already in place, staffed by trained lady police constables.

5. Do you feel that there was need to involve CBI in the Indrani Mukherji case ?
AJ:
Yes.

6. Cyber crime has been on the rise. What steps is Mumbai Police taking to check this ?
AJ:
Yes, cyber crime is on the rise constantly with larger use of the cyber world and the internet. However, we are constantly updating our skills and knowledge to ensure effective responses. We are also one of the first to have a fully equipped Cyber Lab in the country; and we have a dedicated full-fledged Cyber Police Station. Besides this, regular training programmes and awareness initiatives are conducted in cooperation with the domain experts and the private sector.

7. It has always been a case that there is lack of trust amongst people about functioning of police. How you are going to build faith among people towards your department?
AJ:
This will be done largely through greater transparency in working and greatly enhanced access up to the senior-most levels through various means including mails and SMSs, and meeting large nos. of public almost daily for 'on the spot' resolution of issues as far as possible.

8. What is your message to your officials & the public ?
AJ:
The message to the officers is to conduct themselves in a manner befitting a Civil Society and do policing in the most professional manner, respond promptly to the citizens and give civil treatment in dealing with the law abiding citizens. For the public, that they should be law abiding, especially in matters of traffic and be responsible, dutiful citizens and partner with the police in enhancing the safety and security environment.

9. What are you doing to improve the morale of the police force ?
AJ:
This will be done largely through various means including mails and SMSs, and meeting large nos. of police personnel almost every week.

10. How do you think we can create a strong nation? What are the factors which are affecting the peace and harmony of the country ?
AJ:
One of the biggest challenges is corruption, which to my mind needs to be tackled most ruthlessly; and need for self-discipline and becoming more responsible and dutiful citizens.

Jolt was a must
The current establishment deserved to get the jerk. Although, things may not go well and the economy will suffer, but for the sake of democracy and communal harmony, the jolt was necessary. If the NDA had won, then the loose cannons like Sena, Dal etc. would have gone beyond control. It is another matter of fact that the bonhomie between JDU and RJD may not last long.

Chairman NBA's post vacant

Post of Chairman, National Biodiversity Authority is vacant since 20 months and appointment is not being done after six months of interview. Minister M.O.E.F. does not know that due to regular posting of chairman Biodiversity Act 2002 is not implemented causing loss of revenue to the tune of thousands of crore of rupees every year which otherwise would have been collected from MNCs doing commercial utilization of bio-resource of India. Ministers are not putting their hard work on the subject of their portfolio which results in poor image of PM Modi govt. Though our PM is very hard working, but ministers need to be taken to task if these public information is heard by PMO. Otherwise govt will loose credibility. There are many such examples. In December convention on climate change will be held in France. And biodiversity conservation is very relevant, but minister is not seeing that post of apex body of biodiversity conservation is filled.

"Lessons from Bihar debacle"

The Hindu (Oct 4, 2015) reported that 30 percent candidates in Bihar assembly elections declared that they were facing criminal charges. This is disturbing. After getting rapped in the knuckle, PM Modi must rein in armed Senas of right wing fringe elements, drug mafias, smuggling gangs, drug peddlars that have over the years developed nexus with bureaucrats, police, the political class and the Media. All are running parallel governments by entering into local bodies, assemblies and Parliament.
Threat of growing criminalization of politics and politicization of criminals is looming over India. N N Vohra, ex-union home secretary and current J&K Governor had exposed the nexus in his report in 1995. The draconian "Annexure' contains explosive material-- Names of politicians, bureaucrats, police officers, business houses, crime syndicates, mafia gangs who are in the business of protecting criminals on quid pro quo basis. The "Annexure" to Vohra committee's report has been lying under wrap for 20 years( 1995-2015). The country has not benefitted from it. Successive ruling dispensations have misused it as a political tool for arm-twisting the detractors. N N Vohra, being privy to annexure, manipulated by getting key appointments including Governorship of J&K, putting a seal on de-classifying the annexure for two decades, till date (1995-2015). His warning shot was a master-stroke. Sample relevant excerpts in the narrative to his report: "Any leakage of names annexed to the report detailing crime Syndicates, senior Government functionaries or political leaders in the States or Centre, could have a destabilizing effect on the functioning of Government." Let the law- makers make tougher laws for screening of candidates' credentials and amend the RPA Act accordingly. This is not possible without unanimity among political parties. Let PM Modi take the initiative.

Transient euphoria

In 1977, after emergency, and in 1989 after the end of Rajiv's rule, India was euphoric with the victories of Janata Party and formation of VP Singh government. But nothing changed except the dramatis personae. The victory of AAP in Delhi, rather defeat of BJP at Delhi, again aroused people's hopes. Same position existed in Bihar, where on November 8, the result has aroused the hopes of the people, once again. The political pundits feel that the occasion will be momentous one for the state and the impact would be felt across the nation. However, the nationwide impact will be momentary only like previous such mega election events.. In the Lok Sabha election 2014, Punjab Government was rattled by the defeat of Arun Jaitley at Amritsar. The CM, thereafter for about a month hardly did anything else, but waged war against the drugs menace. The fight fizzled out thereafter and the same stories of finding alibis were repeated. Just before the Delhi Assembly elections, when Christians were attacked, Modi ji had assured them that such aberrations will not be tolerated. Arun Jaitley, Modi's unofficial interpreter had dubbed such incidents as unacceptable aberrations. However what happened before the Bihar elections has bruised the psyche of millions of Indians, particularly for Modi not paying any heed to the lynching and killing of innocent men and his partymen and ministers making highly irresponsible statements. Since the ideology of the party hinges on hate and polarization and it has paid them immediate dividends in the form of power, Bihar election will not be able to force course correction. The statement made by Modi in London will be nothing more than a sham, to be made again ceremoniously only to be forgotten then and there. He has proved insensitive to implement such sayings on ground.

Duplicate degree

The appellant sought for the enrollment number & roll number of a student who was enrolled for the BA course in the year 1993 & passed 3rd year in 1995. The information was denied claiming that it is very difficult to manually search for the old record as computerization has been done from 2006 onwards. The appellant submitted that the degree certificates of the student were snatched and destroyed by her stepmother. The CIC directed to search the relevant record and provide the information along with the duplicate certificates.

Comments

Many cases have been brought to the public notice where students are running from pillar to post for getting copies of the old records. It is the duty of the public authority to ensure proper upkeep of the documents in its control.
