Altogether 81 persons including about a dozen IAS officers have applied for the post of Chairman, NTPC. Selection is expected to be made next month.

Bihar effect- what would be the percentage of domicile of Bihar occupying Central government, PSU's, Railways, Bureaucracy with respect to rest of India. What would be the percentage of holding forged age affidavits? Government should bring the statistics.

Ashok was cleared by the CSB, Ministry of Civil Aviation and Foreign Service Board. He was Joint Secretary in the MoCA for 4 years whereas Alok was a Director 2 years back. How Alok was picked up, even when his name was not in the panel, GOD and PMO's operators only know. This was a slap on the procedures laid down for senior appointments

Work rotation

I agree with Y P Yadav's views expressed on Nov 12 in the Forum column. In addition, other services should also be given a chance to work in place of IAS on rotation basis. IAS is a general service whereas others are specialised services i.e. IRTS, IRS(C&CE), IRS(IT), IPS, IAAS, etc.

Bihar results

Bihar election results show what a sham our democracy is. More than hundred criminals have become Bihar's law makers. A party headed by a person who is convicted for stealing the fodder of dumb cattle has cornered a majority of seats. Bihar is a typical example of what a democracy should not be. After more than six decades of independence parties in Bihar are thriving on caste factor. It is time we redraw our constitution so that certain minimum qualifications are made mandatory to get voting rights. This will prevent illiterates from electing riff raffs and criminals into assemblies and parliaments.

Disclosure of the name of the whistle blower under PIDPI

The appellant filed a complaint related to malpractices in purchase of medical material like Fumy floor solution, Multipurpose cleaning solution etc. to the CVC. He stated that after the receipt of the complaint, the CVC had sent a letter to him seeking the identity. The envelope containing that letter was superscribed as "Public Interest Disclosure & Protection of Informer Resolution (PIDPI)". In spite of this, the envelope was opened by the then Medical Superintendent because of which his identity and name was unnecessarily revealed. He sought to know whether the confidential letters in favour of any doctor/employee can be opened by the medical superintendent of the hospital and related information. The CIC issued a show cause to the PIO to show-cause why penalty should not be imposed on him for not furnishing the information within the prescribed period and why compensation should not be awarded to the appellant.

Comments

The PIDPI requires the Competent Authority to conceal the identity of the complainant and the documents or information furnished by him, for the purposes of enquiry under this Act. Hence, the officers and staff should be careful about which envelopes to be opened and by whom.
