81 apply for post of Chairman, NTPC
Altogether 81 persons including about a dozen IAS officers have applied
for the post of Chairman, NTPC. Selection is expected to be made next
month.
Ahmed Javed to be Ambassador, Saudi Arabia ?
Commissioner Police, Mumbai Ahmed Javed is being tipped for new Indian
Ambassador to Saudi Arabia. The 1980 batch IPS officer of Maharashtra
Police, Ahmed is scheduled to retire on February 28.
About 125 independent Directors appointed
in PSU?
According to sources the government has appointed about 125 Independent
Directors in various PSUs. But the DoPT has not released the names of
the directors nor is it available in the department's website.
Sanath Kumar to be CMD of National Insurance ?
Acting chairman of General Insurance Corporation (GIC Re), K Sanath
Kumar is being tipped for new Chairman and Managing Director of National
Insurance. The top post at GIC Re fell vacant after AK Roy retired in
July. The government is likely to elevate an internal candidate to the
top position at the re-insurer.
Panel of Capt B B Sinha for CMD, SCI scrapped
The Ministry of Shipping is reported to have scrapped the panel of Capt.
B B Sinha, Director, SCI, made for the post of Chairman-cum-Managing
Director, Shipping Corporation of India Limited (SCI). A vacancy of
this post is arising on January 1, 2016.

International Ltd.

New responsibility for retiring GoI officers
Ministry of Personnel, Public Grievances & Pensions has advised
officers retiring within a period of six months to leave behind a note

them which could have contributed to efficient functioning of the government
or any innovation introduced by them which could have led to improvement
in work culture. The Ministry of Personnel has issued a circular in
this regard.

PREFAB DEMONSTRATION UNIT BY HPL AT IITF (UPDATED)
Hindustan Prefab Limited (HPL) has put up a demonstration housing unit,
showcasing various prefab
technologies. The basic frame has been constructed as a Pre-engineered
Building and several technologies like LGS, EPS, GFRG, PUF, etc have
been duly demonstrated in the unit. The prefab technologies are poised
to a major role in the mission for "Housing for All by 2022"
and accordingly, the demonstration unit has been put up by HPL to disseminate
these technologies to the stakeholders. The demonstration unit can be
visited on any day upto 27th November, 2015 in Hall No. 5, Pragati Maidan,
New Delhi.

Bihar effect- what would be the percentage of domicile of Bihar occupying
Central government, PSU's, Railways, Bureaucracy with respect to rest

It is too early to come to a conclusion of PM Modi's 18-month rule
in India. Give NAMO enough time and I am sure our PM will come up to
the expectation of India's population. One thing which I personally
admire is the way he meets Heads of other States - not as a beggar but

Senior appointments
Ashok was cleared by the CSB, Ministry of Civil Aviation and Foreign
Service Board. He was Joint Secretary in the MoCA for 4 years whereas
Alok was a Director 2 years back. How Alok was picked up, even when
his name was not in the panel, GOD and PMO's operators only know. This
was a slap on the procedures laid down for senior appointments

Work rotation
I agree with Y P Yadav's views expressed on Nov 12 in the Forum column.
In addition, other services should also be given a chance to work in
place of IAS on rotation basis. IAS is a general service whereas others
are specialised services i.e. IRTS, IRS(C&CE), IRS(IT), IPS, IAAS,
etc.

Bihar results
Bihar election results show what a sham our democracy is. More than
hundred criminals have become Bihar's law makers. A party headed by
a person who is convicted for stealing the fodder of dumb cattle has
cornered a majority of seats. Bihar is a typical example of what a democracy
should not be. After more than six decades of independence parties in
Bihar are thriving on caste factor. It is time we redraw our constitution
so that certain minimum qualifications are made mandatory to get voting
rights. This will prevent illiterates from electing riff raffs and criminals
into assemblies and parliaments.

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
