GoI asks states to expedite process of abolishing interviews
Government has asked the State governments to expedite the process of
abolition of interviews for recruitment to all such government jobs
where it is not essential. DoPT had fixed for itself the deadline of
December 31, 2015 to abolish the practice of conducting interview for
appointment to Group 'B' and Group 'C' posts in various Ministries/Department
and other organizations including Public Sector Undertakings (PSUs)
under the Central Government.

a) Why and how is any Civil Service better than others? What are its
supporting documents/feedback/reports?
b) What is the success rate of Civil Services in India as compared to
Civil services in foreign governments ?
c) Whether efficiency of Civil Services have improved after MCTP or
other training in India or abroad ?
d) Whether appropriate feedback to judge and improve the quality of
Citizens Centric Services obtained from all stake holders or Citizens
Of India with a view to make Civil Services more useful and meaningful

e) How Indian Civil Services is considered and rated in World ranking
particularly in reports published by United Nations etc ?
f) What are credible supporting documents or Agency in support of claim
that Indian Civil Service is better than any Civil Service in the world

Maintaining cleanliness in trains
India is a poor country and there are a number of illiterate persons
who travel in trains. To ensure its cleanliness is a big difficult task
as when you try to tell somebody that "bhai saheb apne kyon thuka
yahan par". You can get a response that "aap ka kya jata ha".
None will come for your rescue if you enter into a brawl. Mr. Garg do
you know that two crore passengers travel by trains every day. How can
you stop somebody from urinating and shitting if it is beyond his control.
The Railways are made to subsidize passenger travel at the cost of having
enhanced freight rate and ensuring safety. If you increase the fare
by only Rs.1.00 only, then the people of Eastern India will burn one
or two trains. The Railway is sufffering because of politics. The people
of Eastern UP, Bihar, WB and some Southern states on one pretext of
the other like mundan, kanchedan etc.

Unjustified move !
Minister for Petroleum & Natural Gas is planning to stop LPG subsidy
for the people whose income is more than 10 lakhs justifying that they
do not need subsidy. The people who enjoy the facilities of Parliament
canteen also do not need subsidy and actual cost of preparation to be
charged. By removing subsidy on LPG by a artificial income limit will
mean the people who are paying income tax will be affected. As nearly
3.5% people pay income tax, others do not even bother to pay tax and
are not in government record. Out of 3.5% only less than 1% will be
in the 10 lakh & above bracket. Government is bothered for this
less than 1% people without thinking what is to be done for 99% people.
Remove subsidy for all except those under BPL category. For this government
has solid ground to justify the removal of subsidy and not by creating
a arbitrary income limit. Think logically before implementing.

of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
